MINUTES OF THE BOARD OF COUNTY ROAD COMMISSIONERS MONROE, MICHIGAN December 3, 2018 1. At a Regular Meeting of the Board of County Road Commissioners at their offices located at 840 S. Telegraph Road, Monroe, Michigan on Monday, December 3, 2018 the meeting was called to order by Chairman Iacoangeli at 5:30 p.m. 2. Roll Call by Deputy Clerk as follows: PRESENT Greg W. Stewart Dan Minton Charles A. Londo Paul Iacoangeli EXCUSED Stephen J. Pace A quorum being present, the Board proceeded to transact business. 3. Commissioner Iacoangeli led the Pledge of Allegiance. 4. Commissioner Iacoangeli led the Opening Prayer. 5. Commissioner Minton moved, seconded by Commissioner Stewart to approve the December 3, 2018 regular meeting agenda as presented. Vote: Ayes: 4 Nays: 0 Excused: 1 Motion carried. 6. Public Comment Charlene Dickerson, Milwaukee Road, indicated she had been attending meeting for months, and was disappointed with the work done on Milwaukee Road. She added this is not a township road, but a Road Commission road. When planning with the township, something should have been done sooner on this road. She stated it was hard to understand the logic on why the Road Commission decided to plow forward to turn this road back to gravel. She added it wasn t the first time the wrong process was used on Milwaukee Road. She felt there had been over a decade of neglect on this road and now they are dealing with debris in the road way. She indicated she was not looking forward to snow with the road in its current condition. She stated the center of the road is full of washboard and material, while the sides are too high. Ms. Dickerson also voiced concern about the condition of the County Line and Milwaukee Road intersection. Someone knocked down the sign when it was foggy last Friday night. The holes need to be address which requires additional grading of the road, again. She added that there are huge holes on the gravel section of County Line Road as well. She stressed the importance of regular maintenance for these roads. She referenced the corner at Day Road where the pavement ends and County Line goes into gravel. It needs to be graded and maintained on a regular basis. She indicated when the Board voted to turn the road back to gravel, it was mentioned that money would be saved. She hoped that the money saved on cold patch would be used for maintenance, dust control and removing the metal from the road. Bill Davis, Milwaukee Road, indicated he went to the Monroe News and got his picture put in the paper about the dumb thing done to Milwaukee Road. He has had two tires damaged and he wasn t happy. He feels the citizens have been lied to for the last 10 years. Milan Township and the Road Commission claims to have no money yet roads in the county have been paved before Milwaukee and they weren t in bad shape, as Milwaukee is. He stated Cone Road was recently paved and it didn t need it as well as Dennison and Wabash. Mr. Davis had a bucket with a few pieces of metal from Milwaukee Road to show the Board.

December 3, 2018 Page 2 Mark Bogi, Far Road, stated the 2-mile section of Milwaukee Road has been in bad shape for 46 years. He doesn t live on Milwaukee was the debris is being dragged onto Far Road which affects their vehicles. He said both his vehicles have had flats because of the debris. He asked when the Road Commission was going to address the problem. He also stated Couper and Far Roads were having problems due to the problems on Milwaukee Road. Dave Johnson, Heiser Road, stated he travels Milwaukee Road every day, and it is miserable and something needs to be done. The township promised to pave Milwaukee and never did it. Dawn Poley, Couper Road, stated she has had three patches put on 2 tires and had to replace one tire because of Milwaukee Road. Because of the metal, she tries to avoid using this road at all costs but trying to use Far Road was a nightmare as well, and getting worse and worse. She stated her husband hit a pothole on Far and put a hole in his transmission pan, which ruined the car. She also stated she has been trying to call the Road Commission and doesn t get any answers, nobody responds and is lucky to get voicemail. Todd Morningstar, Far Road, echoed the comments of others who spoke before him. He also indicated he ruined a tire on a motor home, and something needs to be done. He felt the Road Commission should notify residents of the recourse being taken to fix this road. He appreciated being allowed to voice his concerns. He refuses to use Milwaukee Road due to the debris on this road. Maureen Zadigian, Milwaukee Road, stated the east part of Dennison has been paved, but not Milwaukee Road. When she paid her taxes she asked at the township when Milwaukee would be paved, and she was told that Milwaukee Road was earmarked for paving in 2020, but now the Road Commission is saying 2021. She too had a flat tire because a rod was in her tire and she would like to know how to be reimbursed for the repair. 7. December 3, 2018 Page 3 7) Approve the one-year extension of the liquid calcium chloride contract with Bay Dust Control, Div. of Liquid Calcium Chloride Sales, Inc., for the 2019 season. 8) Award bid for the 2019 Concrete Pipe, Corrugated Metal Pipe and Plastic Pipe to all responding vendors. 9) Authorize the transfer of $50,000 to the Monroe County Retirement Systems for MCRC retiree 13th checks as outlined in the contracts in accordance with MCRC Policy #2016-04. 10) Approve and sign the Resolution for the Final Plat for Village Meadows Plat 3, Bedford Township, Monroe County, Michigan. Commissioner Minton moved, seconded by Commissioner Stewart to approve the December 3, 2018 Consent Agenda except for item #4 removed for further discussion as amended. Vote: Ayes: 4 Nays: 0 Excused: 1 Motion carried. 8. Unfinished Business - 1) Approve the Resolution for the sale of the Ida West Property and authorizing the Managing Director to sign any and all documents relating to the sale and closing of the property on Ida West Road on behalf of the Board of County Road Commissioners. Commissioner Londo indicated he felt this item needed to be voted on separately. He added this has been a long process, but was happy to see the sale of the Ida West Road property final completed. Commissioner Londo moved, supported by Commissioner Stewart to approve the Resolution for the sale of the Ida West Property and authorizing the Managing Director to sign any and all documents relating to the sale and closing of the property on Ida West Road on behalf of the Board of County Road Commissioners. Vote: Ayes: 4 Nays: 0 Excused: 1 Motion carried. 9. New Business - None. 10. Report of Officers Randy Pierce (Managing Director) Mr. Pierce had nothing additional to report. David M. Leach (Superintendent of Maintenance) Mr. Leach indicated the night crew has started for the winter season, and all the salt barns have been filled. He is working on 2019 estimates. Mr. Leach reported that he, Matt Snell and Dori Hawkins-Freelain attended an Asset Management Workshop in Ann Arbor where they shared the MCRC 5-year plan. Commissioner Minton asked what the Road Commission had been doing on Milwaukee Road. Mr. Leach explained the crews have been out constantly monitoring Milwaukee Road since we learned of the re-bar. The MCRC has ordered a magnet that should be in Thursday which will assist in picking up any remaining re-bar in the road surface.

Public Comment - Matthew Snell (County Highway Engineer) Mr. Snell informed the Board that Engineering has been working with the Finance Department on a new permit system which should streamline the process on our end, at no cost to the Road Commission. Currently, 14 counties are using the OxCart program and it has helped integrate on a regional level, and streamline the process for them. Mr. Snell advised the Board of the Annual Utility Permit meeting to be held at the MCRC on Wednesday. He hoped this would help facilitate an open link of communication between companies and the MCRC. Dori Hawkins-Freelain (Director of Finance) Ms. Hawkins-Freelain let the Board know the auditors are expected next week to being their field work for the annual audit. Philip Costello (General Counsel) Mr. Costello informed the Board the MCRC was recently served with a summons and complaint, being named as a defendant in the case. He stated it doesn t appear the Road Commission should be involved based on the location and information contained in the summons. Mr. Costello also advised the Board that he would be attending the City of Petersburg meeting regarding the property split, and the closing on the Ida West Road property as soon as Friday. Charlene Dickerson stated she understood Public Comment didn t allow for questions and answers, but the bulk of people attending the meeting would like to know the plan for Milwaukee Road. Can someone tell them the plan? What to expect next? Bill Davis stated there are 16 homes and he plows nine driveways in the winter and he wanted to know how he was supposed to get from driveway to driveway without getting a flat on a $500 tire. He added that he retired from Ford Motor and has talked with legal services. If Milwaukee Road isn t paved by June 1 st he will be going to court over this. Maureen Zadigian questioned the calcium chloride being sprayed on the road for dust control as she understood that to be a harsh chemical and causes rust and erosion on cars. Vince Burkey inquired what the Road Commission was going to do about the farmers creating a dangerous situation on roads when tracking excess mud tracked on the roadway. He was involved in the accident on N. Custer and he was concerned that this is allowed year after year and felt something needed to be done before someone gets killed. Dave Johnson, Heiser Road, stated he would like the berm removal finished on Heiser Road. It was started, but not finished. 12. Commissioners' Comments - Commissioner Pace was excused. Commissioner Stewart indicated he identified five main points of concern on Milwaukee Road and would like the staff to follow up. He understood the citizen s frustration is not being able to get answers from the Board during public comment time, but reminded the citizens the Board is for overseeing policy and procedure, not day to day operations.

December 3, 2018 Page 5 Commissioner Londo asked the staff to put together a plan to address the concerns on Milwaukee Road, and would like that available to the Board at the next meeting in 2 weeks. He felt the citizens had legitimate concerns and wouldn t be here if they didn t have an issue. He would like to know how the staff plans to alleviate the issues. Commissioner Minton echoed the concerns voiced by his fellow Commissioners. The Board made a decision to turn the road to gravel and they stand behind that decision, but now we must address the rebar. He realized the staff was working on the issues, but asked the staff to keep the Board informed of what was being done. Commissioner Iacoangeli explained public comment time is just that public comment, not question and answer. The meeting isn t intended to turn into a battle between the public and the staff. The staff has heard the concerns and will follow up, and present the Board with an outline to mitigate this unforeseen problem. The Board felt this course of action would give the road a better driving surface. No one could foresee the rebar coming up, and the staff has been working diligently to correct the problem. Commissioner Iacoangeli also voiced a concern for the comment made about phone calls not being addressed because the person at the Customer service desk does a very good job. Also, available to citizens is the MCRC webpage where you can go online and submit a service request for tracking. Commissioner Iacoangeli thanked everyone for coming and for their comments. 13.
