INTERNATIONAL CIVIL AVIATION ORGANIZATION MIDDLE EAST OFFICE REGIONAL PLANNING SEMINAR FOR WORLD RADIOCOMMUNICATION CONFERENCE (WRC 12) (CAIRO, 19-20 SEPTEMBER 2010) 1. INTRODUCTION SUMMARY OF DISCUSSIONS 1.1 The MID Regional Planning Seminar on the preparation for the ITU World Radiocommunication Conference WRC-12 was successfully held at ICAO MID Regional Office Cairo, 19-20 September 2010. Thirty three (33) participants from 14 States (Australia, Bahrain, Brazil, Cameroon Canada, Egypt France, Iraq, New Zealand, Oman, Saudi Arabia, Switzerland, United Kingdom and USA) have attended the Seminar. The list of participants is at Attachment A. 1.2 The main objective of the Seminar was to raise the awareness of States and their Telecommunication Regulatory Authorities (TRA) about the aviation spectrum requirement and support of the ICAO position to WRC-12. 1.3 The Seminar addressed different subjects related to the frequency spectrum requirement aviation sector as per the agenda below: Introduction to ITU and the WRC Process Aviation issues at WRC-2012 Role of aviation sector in the preparations for WRC-2012 Seminar Outcome/Recommendations Closing Session 2. DISCUSSIONS 2.1 The Seminar reviewed the role of the ITU in the management of the radio frequency spectrum and regulation of radio services and particularly with respect to the World Radiocommunication Conferences. 2.2 The role of Arab Spectrum Management Group (ASMG) in preparation for WRC was reviewed; and the participants requested the ASMG to fully support aviation position as defined and prepared by ICAO ACP and approved by ICAO council.

-2-2.3 Review outcome of MIDANPIRG/11 and CNS SG/3 Meeting on preparatory activities for ITU World Radiocommunication Conference 2012 (WRC-2012) and spectrum management. 2.4 The Seminar discussed the main issues of concern to aviation at the forthcoming WRC-2012 and ICAO position for WRC-2012. A number of specific issues of particular interest to aviation on the WRC-2012 agenda were presented and discussed in details. 2.5 The Seminar highlighted the role of the States in aviation sector, and its activities that need to be undertaken by the aviation community in preparation for WRC-2012. This included the information exchange on actions at the international level through ICAO and regional and national preparatory activities. 2.6 The Seminar focused on the development of an effective action plan to be implemented at the national and regional levels. Also noted the material and strategies that should be used by States during discussions with respective Regulators and at Regional Preparatory Group Meetings. 2.7 The participants expressed their gratitude to ICAO and the ACP members for organizing such an important Seminar. 3. OUTCOME 3.1 As a result of discussions, the Seminar developed the following outcome: 1) MID States are encouraged to participate on a regular basis in meetings of the ACP WG-F. 2) Encourage active participation by MID States, along with members of TRAs in activities related to frequency spectrum for aviation. 3) Encourage ASMG to support the ICAO position on all agenda items and ensure providing access to all ASMG reports by MID States. 4) MID States Civil Aviation Authorities to participate in States delegations to CPM and other meetings in preparation for WRC-12. 5) MID States to provide updates to the ICAO Regional Office on their national activities to support the ICAO Position. ---------------------
