ACI World Safety Seminar Beijing 18-19 November 2008 AN OVERVIEW OF ICAO SAFETY PROGRAMMES
Outline The Global Aviation Safety Plan (GASP) Evolution of USOAP Status of implementation and areas of concern USOAP s future activities The Continuous Monitoring Approach (CMA) Assistance 2
Global Aviation Safety Plan Background: The new GASP was accepted by the ICAO Council in mid-2007 The 36th Assembly in October 2007 resolved that ICAO shall implement the GASP and keep it current The Global Aviation Safety Roadmap (GASR), prepared for ICAO by the industry, constitutes the basis on which GASP is built and is an integral part of it 3
GASP elements: 3 dimensions & 12 GSIs States - Areas for Action 4 Global Safety Initiatives (GSIs) Industry - Areas for Action 7 Global Safety Initiatives Regional Area of Focus 1 GSI
GASP at work Cooperation continues with the industry on GASP implementation GASP Workshop: Assist States and the industry in working together on gap analysis and remedial activities First workshops in Abu Dhabi (January 2008) and Abuja (April 2008) Workshop held in Bogota (May 2008) At least two others planned in support of AFI plan for 2008
Access to documents Current version of the Global Aviation Safety Roadmap and the Global Aviation Safety Plan are available at FSIX http://www.icao.int/fsix/
THE ICAO UNIVERSAL SAFETY OVERSIGHT AUDIT PROGRAMME (USOAP) 7
Objective of USOAP, 2006-2010 To promote global aviation safety through the auditing of Contracting States on a regular basis to determine their safety oversight capabilities and the level of implementation of safety-related ICAO provisions 8

ICAO UNIVERSAL SAFETY OVERSIGHT AUDIT PROGRAMME USOAP Beyond 2010 The Continuous Monitoring Approach
Continuous Monitoring Approach Required by ICAO Assembly Resolution A36-4: Examine the feasibility of a new auditing approach based on the concept of continuous monitoring Implementing the CMA to audits while continuing to maintain as core elements the key safety provisions of Annexes 1, 6, 8, 11, 13 and 14
Assembly Resolution A36-4 Make appropriate changes to USOAP to incorporate the analysis of safety risk factors, and apply them universally Following the current audit cycle in 2010, continually assess States compliance with their oversight obligations and adapt audit planning and scope accordingly
Objective of USOAP beyond 2010 To promote global aviation safety by enhancing Contracting States safety oversight capabilities through continuous monitoring of safety performance
ICAO assistance ICAO s Assistance Programmes focus on: Providing assistance to Contracting States with the aim of correcting deficiencies highlighted by USOAP Promoting the establishment of regional safety oversight systems Support to the Comprehensive Regional Implementation Plan for Aviation Safety in Africa (ACIP) Develop and implement other Regional Safety Initiatives under the GASP
Airport Safety Responsibilities Annex 14, Volume I SARPs Aerodrome certification requirements Safety Management System Facilitate and support the USOAP process
One World one Dream Civil Aviation is our World Our dream: Safe, Secure, clean and sustainable air transport
