Capability Statement 1

Introduction and Company Overview DeGrey Civil has a proud history in the Pilbara region dating back to the early nineties. The business has evolved through a variety of different formations to become the DeGrey Civil as it has been known since early 2010. The past couple of years have seen the business develop from a plant hire operation to a civil contractor performing works such as concrete, culverts, earthworks and pavements, employing over 50 staff in both operational and support roles. With offices in Wedgefield and Perth, the business has grown rapidly with an annualised turnover in excess of $40 million however we have not lost sight of our unassuming beginnings within the Pilbara. The key focus of the business is to provide value-add services to its clients through development of sustainable business relationships with key stakeholders that enable the experience of the personnel at DeGrey Civil to resolve seemingly complex issue. As a result of this attitude, DeGrey Civil won the CCF Earth Award for 2012 in Category 4 Projects valued from $20 million to $75 million for their Port Hedland Area G Project. 2

Core Competencies and Achievements DeGrey Civil staff have extensive construction experience in airport, road and harbour infrastructure projects specialising in regional Western Australian environments. There is no one size fits all approach taken at DeGrey Civil and we are keen to work with our customers to deliver bespoke solutions to any new or existing project or issue. DeGrey Civil offers an extensive range of civil engineering and contracting services ranging from urban land development and marina construction to road works and project management. At DeGrey Civil we pride ourselves on delivering outcomes that exceed our customers expectations. We take an individual approach to each of our projects no matter how big or small to ensure that we deliver to the highest possible standard. In the construction industry safety should always be the number one priority in any work environment. DeGrey Civil takes this responsibility very seriously and ensures that all employees and contractors are aware of the risks associated with working in these types of environments and understand the risk mitigation strategies to be engaged. Our staff are proactive in working with contractors to ensure that they are aware of and comply fully with our and any site specific safety procedures. We also recognise the importance of preserving as much of the original and surrounding environment as possible. Where feasible, we construct or clear around delicate flora and fauna to avoid disturbing the natural habitat. We are well aware of the impact that major bulk earthworks can have on the adjoining areas and take particular care to work with our customers to mitigate these issues. Whilst we may be a relatively small Company we are making our mark with major projects already being completed on time and within budget. Our honest, can do and professional approach enabling us to deliver projects not only on time to the quality required, but with no harm exemplified by over 231,000 hours LTI free. 3

Local Community DeGrey Civil identified an opportunity in early 2011 to partner with a local service provider; ALM Contracting on the Roy Hill Bund Construction Works Reclamation Area G Project. ALM Contracting is an indigenous owned and operated contracting business in Port Hedland specialising in non-mining specific works such as fencing, weed spraying, labouring, plant operating, provision of training and verification of competency assessments. Through this successful working relationship and ongoing partnering occasions over the ensuing years, an opportunity to provide even greater employment prospects for indigenous employees through an established and structured business model was identified. This was formalised in early 2013 through the signing of a Joint Venture arrangement focused on further developing local employment and training opportunities. This arrangement similarly ensures that DeGrey Civil s commitment to supporting and engaging local businesses and service providers is maintained. DeGrey Civil are pleased to support the Hedland community and are committed to putting back into the local area. To date this involvement has included sponsorship of the Hedland Speedway, the FINI Club, the Port Hedland Pro-am Golf Championship and the Port Hedland Cup. We are also proud members of the Port Hedland Chamber of Commerce and the Civil Contractors Federation and are fully supportive of the initiatives that these groups pursue in the interests of the region and in particular, the civil contracting industry. 4

Management Profiles John Swioklo (General Manager Director) and Stuart Douglas (Business Development Manager Director) have extensive experience in the resource and civil infrastructure industry with major companies. John s role prior to DeGrey Civil was General Manager Regional Operations for Downer EDI Works and Stuart cut his teeth on ten years of regional projects with HWE and was employed with BGC Contracting as an Operations Manager before joining the DeGrey team. They bring a vast knowledge of what makes a successful project for the client and how to delivery repeatable outcomes through the deployment of efficient management systems. John and Stuart have experience in relationship contracting through Alliances, ECI and Joint Ventures ensuring value for money outcomes as well as the standard Schedule of Rates and Lump Sum contracts. They are fully aware of the benefits that relationship contracting can bring to both parties by, not only understanding the client s requirements, but ensuring that there are no surprises during the project. 5

Jonathan Miller (Area Manager Port Hedland) is a recent addition to the DeGrey Civil team and brings with him many years experience in the Pilbara and Kimberley areas gained through diverse and complex civil construction projects. Most recently working as a Project Manager on the BHP Miscellaneous Civil Works Jonathan s focus is on building and developing sustainable and proactive relationships within the Port Hedland area. A local for the past few years, Jonathan has embraced all that this area has to offer and brings a fresh, meticulous and proven approach. Allan Holland (Senior Project Manager) joined DeGrey Civil in 2011 bringing with him extensive geotechnical and project management experience gained over ten years in the industry. Working on diverse projects throughout regional WA Allan has most recently overseen the project management of Area G Containment Bunds and Gateway Village. His technical skills combined with his quality management principles and thorough approach to management of each project ensures that he delivers results every time. 6

Project History RPG5 Ballast Haulage and Road Maintenance DeGrey Civil s project history commenced in August 2010 on our first civil contract with Laing O Rourke carrying out ballast haulage and road maintenance between Port Hedland and Newman. This project involved the duplication of rail including new sidings for the purpose of increasing capacity. Commencing in late July 2010, we started cartage of ballast and by January 2011 we had thirty-two road-trains, twenty water trucks, six graders and four 980 loaders plus light vehicles engaged between Port Hedland and Redmont rail camp half way to Newman delivering 280,000 tonne of ballast. In addition we maintained 200km of road by upgraded identified sections with gravel sheeting, maintenance grading and dust suppression. Certain sections of the access road were cyclone damaged in January 2011 in particular the Turner River crossing that required full reconstruction. 9

Area G Dredge Containment Bund Construction Works completed April 2012 To facilitate the storage of the reclaimed dredge material from dredging by Jan De Nul for Roy Hill of two new berths at Stanley Point 1 and Stanley Point 2, DeGrey Civil constructed the Area G Dredge Containment Bund. Commencing in October 2011 and stretching over 5km in length and tying in with a 1.5km pipeline bund key project highlights included: 35 road-trains deployed to meet Stage 1 requirement for importation of 500,000 BCM of Pindan Sand. 11,000 road-train movements completed on the highly trafficked Great Northern Highway and Utah point Road without incident half a million square metres of geotextile materials were placed over the three stages of the project Stages 2 and 3 of incorporating both detailed and bulk earthworks Utilising dredge spoil, construction of the base filter medium and subsequent raising of the containment area Mitigating the impact of three cyclones Project finished on schedule in challenging ground and tidal conditions. 10

Gateway Village South Hedland completed June 2012 DeGrey Civil (DGC) was awarded the Bulk Earthworks and Drainage contract for the Gateway Village, a 1200 man camp for Transient Workers Accommodation in South Hedland, for the Compass Group, Spread over 12 hectares it required the importation of 110,000BCM of fill in challenging ground and weather conditions. Commencing in January 2012 key project highlights included: 13 semi-side tippers deployed for the importation of 110,000 BCM of Pindan Sand (Only single side tippers were able to access the site as the project was located in the residential area of South Hedland) Averaged over 290 trips per day without incident. Haulage of Pindan material completed on schedule. Early order for the long lead items ensured that no delays occurred to the construction Program Installation for the main sewer Pump Station in less than 2 weeks instead of the original 6 weeks by working with the client to raise early Purchase Orders Construction of a 320 meter limestone retaining wall and steel security fence with 240 meters of erosion protection matting at the base Construction of 10m wide main access to site over an existing 12m long drainage channel giving a structure for dual lane and pedestrian access. Protection provided via three tier guardrails and pedestrian rail cast insitu. Construction of 1km access road to MRWA standards whilst protecting the existing fibre cement sewer line that transverses the road. 11

Certification DeGrey Civil s Management System is accredited to the following Australian and International Standards: ISO9001:2008 ISO14001:2004 AS/NZS4801:2001 With certification being obtained in October 2012, came the recognition of the determination of the DeGrey Civil team to establish a Management System that met the met the most stringent of Australian and International requirements whilst retaining their straightforward approach to delivering quality services to their clients. 12
