Staff Comments: This application for Special Exception is to permit the establishment of a +/- 2,500 sq. ft. liquor store within a +/- 6,700 sq. ft. building, adjacent to a proposed gas station and convenience store. The proposed liquor store is zoned C-3 (General Commercial). Other properties zoned C-3 (or GC within Richland County) surround the property. A mixture of retail and service uses predominate, especially to the north along Garners Ferry Road, though to the south and east the uses transition to include residential uses as well. The East Lake Homeowner Association is behind the commercial properties located across Fountain Lake Road and a few multifamily developments are to the west, separated from this property by an existing car wash. The nearest liquor store is Petro Mart at 7621 Garners Ferry Road, about 395 feet to the southeast measured in a straight line. Outpost Liquors at 7457 Patterson Road (1500 feet to the north, and Hazelwood Party Shop is at 743 Hazelwood Road (1/2 mile to the southeast). A day care facility, Children s World Learning Center is immediately adjacent at 7611 Garners Ferry Road, and the nearest church appears to be Garden of Grace United Church at 1020 Atlas Road (2000 feet). 1. The liquor store shall operate in substantial conformance with the application, submitted materials, and testimony before the board regarding its operation, and shall conform to all relevant city development regulations including but not limited to building code and landscaping/buffer yard requirements. 2. Following vacancy, abandonment, or discontinuance of this use for a period of 12 consecutive months, the special exception shall be considered completed and shall expire.
