I hope your holidays were full of fun and family! As promised in last month s issue, our next quarterly Community Engagement meeting is scheduled for the middle of this month January 16 to be exact. I hope you saved the date! See the meeting announcement elsewhere in this issue for the meeting details. The entire Grand Lake community is invited to join in the dialogue and participate as we continue to shape our future with your input. Please plan to attend. There is a lot happening and we want to keep you updated and involved. After January 16, the next quarterly Community Engagement meeting is tentatively scheduled for April 10 th. Please save that date and plan to attend to stay involved! Also as promised last month, this month s newsletter has our first community engagement committee update. We kick-off this new monthly feature with a word from the Steering Committee. This committee is made up of representatives from each of the others committees as well as the Town and the Chamber. It has four working objectives: synchronize the other committees, develop partnerships within the community, identify funding opportunities and plan the quarterly meetings. To address the funding objective, a subcommittee has formed. Please read the update elsewhere in this issue. Let me know if you have any ques- tions! As you would expect for January in Grand Lake, we are well into winter. It s cold, there is lots of snow on the ground (including the streets) and the lakes are frozen, so do not miss the chance to partake in some of the fun that Grand Lake has to offer this winter. If you are not already here, get here soon! Shops, restaurants and lodging are open, as is RMNP and Arapaho National Forest. There are enough activities available in the Grand Lake winter wonderland to keep you busy and warm all winter long. While snowshoeing is my favorite, Cathie and I plan on trying to do it all skiing (cross-country and downhill), fishing (the through-the-ice type), snowmobiling (fast thrills), skating (free skates are available for the ice rink at Town Square Park), sleigh rides (bundle up) and more! What a great place to live and work and play! Additionally, there are enough events in the area to fill your calendar, too! Here is what is happening between now and mid- February: the 3 Lakes Ice Fishing Tournament (last full weekend in January), the perennial Grand Lake Winter Carnival (first Saturday in Feb), Snowmobile Racing and the Flight for Life Poker Run. And do not forget about the programs at the Nordic Center, Juniper Library and Kawuneeche Visitor's Center in RMNP. Something for everyone! See the events column in this issue for more details on all these events. In particular, Cathie and I are looking forward to our second Winter Carnival. Last year was a blast and we look forward to again joining in the fun to raise funds for fireworks in Grand Lake. This year s theme is Superstars of Music. There will be a parade, bed sled races, teapot curling, human bowling, snow golf, kids steeplechase, snowman contest, parent/child sled pull, and more! And Fireworks! And the Winter Carnival Ball (including the Grandy Awards and the crowning of the King & Queen)! Wow I cannot wait! Let me close with a look to much later in 2014. Were you aware that RMNP will turn 100 years old in September 2015? To honor that significant milestone, RMNP will begin a year of centennial celebrations in September 2014. There are a number of individuals and groups from the Grand Lake community that are planning on a number of events in Grand Lake and in Grand County. Page 2 Community Engagement Press Release Grand Lake Community Engagement Meeting Grand Lake, CO January 16, 2014: Grand Lake will hold a Community Engagement meeting on Thursday, January 16 th at 6:30 pm in the Grand Lake Community House at 1025 Grand Avenue. The town s community engagement committees, which include Branding, Marketing, Design, Economic Development, Funding, Steering and the Grand Lake Creatives, will provide updates on their progress over the past year. Brief presentations will also be provided by Grand Lake s Town Manager, David Hook, and the new Executive Director of the Grand Lake Chamber of Commerce, Samantha Miller. The various committees were formed last March during the Downtown Assessment conducted by Downtown Colorado, Inc. (DCI). The committees have been meeting once or twice a month with the overall goal of enhancing the Grand Lake experience for the town s residents, visitors, second home owners, and businesses. There is still an opportunity for members of the community who haven t joined a committee to get involved and help make a difference in Grand Lake s future. Some of the highlights of the meeting will include the unveiling of Grand Lake s new brand, and a schedule of potential events coinciding with the Rocky Mountain National Park s 100 th anniversary in 2015. There will also be committee breakout sessions in which people can learn more about the workings of the various committees and get involved. Snacks will be provided. Steering Committee Update Community engagement in Grand Lake continues! The various committees (Design, Marketing, Branding, Economic Development, Creatives, Funding, and Steering) have been actively working on their objectives over the winter. The Steering Committee (comprised of representatives of each committee, the Town Manager and Chamber Director) has been developing partnerships, identifying funding, and planning the quarterly Community Engagement meetings. Since each committee has a long list of tasks for the coming year, the Steering Committee also helps coordinate efforts and ensures they are in line with the overall goals for the community. For instance, the Branding and Marketing Committees are working with the Design Committee to make sure the style and message of proposed new signage complements the town s new brand, while the Funding Committee is exploring grant sources that will help make the new signage a reality. Each of the committees will present updates on their progress at the upcoming Community Engagement meeting at 6:30 pm on January 16 th at the Grand Lake Community House (1025 Grand Avenue). Come and hear what the committees are doing to move Grand Lake forward for its residents, businesses and visitors. It s not too late to get involved!

CALENDAR OF EVENTS January 15 Free Trail Pass at Grand Lake Nordic Center January 16 Community Engagement Meeting 6:30 p.m. CH January 24-26 26th Annual Three Lakes Ice Fishing Contest February 1 Winter Carnival Superstars of Music : Tea Pot Curling, Bed Sled Races, Flag Football, Parade, Fireworks, Ball, Costume Contest & more Town of Grand Lake Newsletter Nightly Rental Licensing For many years now, the Town of Grand Lake has required anyone renting their property on a nightly basis (a rental of less than 30 consecutive days to one entity) to have a Nightly Rental License. This Municipal Code requirement applies to anyone renting or advertising their property for rent on a nightly basis. The Nightly Rental License program was established to address several issues. The program ensures that neighbors have someone locally they can contact if there are issues with the renters or property, that trash from the renters will be handled, and that parking must be onsite so as to not interfere with the neighbors. Also, the Town Board can place special conditions on a rental if they are warranted by complaints and concerns of the neighbors. The yearly renewal process also helps make sure that contact information is updated in case of issues and requires a hearing process to handle justified complaints on the property. A justified complaint is a signed letter to the Town with the complaint(s) listed or a police report of an incident at the property. Also, Colorado state law requires the County Assessors to assess a personal property tax on anyone renting their property. The State Department of Revenue and the County Assessors have been actively working on getting people to comply with this law. All of the licensed nightly rentals in Grand Lake are in compliance with this law as the Town is required by Municipal Code to notify the County Assessor when the nightly rental license is issued. The license costs $400.00 Page 3 and is valid from January 1 st to December 31 st each year. If you are going to rent your property for the first time, the license is prorated on a monthly basis for that first calendar year only. If your property is in any Zone other than Commercial, Commercial Transitional, or Resort, there is an additional application fee of $150.00 for the new license. This fee helps cover the cost of the required certified mailings which serve as notification to and request for comments/concerns from your neighbors. Notifications to neighbors are also required in Commercial, Commercial Transitional, and Resort Zones, but those notifications are not required to be certified. February 1 Kauffman House Museum Open 1-4 February 8 Flight for Life Poker Run February 9 Pet Pals Romp & Stomp at GL Touring Center Winter Parking Restrictions on Grand Avenue The Town plows all of Grand Avenue between Vine Street and Hancock Street on Mondays and Fridays during the winter, including the parking spaces. Please keep in mind that there are parking restrictions in effect from 3 a.m. to 7 a.m. for snow removal operations on those days, excluding holidays. Let it snow! 2014 Dog Tags Its time to get 2014 Grand County Licenses. Dog tags are available at Town Hall. Come by to register your dog for the year. The license fee for fixed dogs is $5.00; for intact dogs, the fee is $10.00.

Page 4 Town Snowmobile Rules Snowmobiles are allowed on the streets of Grand Lake under certain rules and restrictions. Regulations are strictly enforced by the Grand County Sheriff s Department. Please follow Town regulations and remind your guests to respect our residential areas. Snowmobile drivers may be ticketed for violations of the following regulations: DO NOT JOY RIDE AROUND THE TOWN. GO DIRECTLY TO AND FROM YOUR DESTINATIONS. DO NOT SPEED. OBEY ALL AUTOMOBILE TRAFFIC LAWS. DO NOT RIDE IN TOWN BETWEEN 11 P.M. AND 6 A.M. CHILDREN UNDER 10 YEARS OF AGE MAY NOT OPERATE SNOWMOBILES IN TOWN. CHILDREN BETWEEN 10 AND 16 YEARS OF AGE MUST BE UNDER DIRECT SUPERVISION OF AN ADULT OVER THE AGE OF 18. ONLY STOCK MUFFLERS ARE ALLOWED. RIDE IN SINGLE FILE AS FAR RIGHT AS POSSIBLE IN THE SAME DIRECTION AS AUTOMOBILE TRAFFIC. SNOWMOBILES MUST YIELD TO ALL AUTOMOBILE AND PEDESTRIAN TRAFFIC. SNOWMOBILES MUST HAVE CURRENT REGISTRATION. DO NOT RIDE ON SIDEWALKS OR BOARDWALKS. DO NOT RIDE UNDER THE INFLUENCE OF ALCOHOL OR DRUGS. SAFETY ALERT! RIDING ON THE LAKE IS EXTREMELY DANGEROUS DUE TO OPEN WATER AND THIN ICE. Create or join a carpool at SkiCarpool.org. East Shore Trail Public Meeting Rocky Mountain National Park is considering whether to allow bicycle use on the northern 2 miles of the East Shore Trail in the park. The segment under consideration extends north from the Shadow Mountain Dam to the park boundary. An environmental assessment (EA) has been prepared to evaluate the potential effects of allowing bicycle use on the trail. The EA will be available for public review and comment in mid-january. The comment period will extend for 45 days. http://parkplanning.nps.gov/romo The EA contains two alternatives: A "No Action" alternative which would maintain the status quo with no bicycle use, and an "Action" alternative which proposes allowing bicycle use on the trail with minor trail modifications for safety and sustainability of the trail. Park staff will be hosting a public meeting to explain the proposal on Tuesday, February 11, 2014, from 7:00 p.m. to 8:00 p.m. at the Grand Lake Fire Station located at 201 W. Portal Road.

Page 5 Grand Lake s April 1st Municipal Election A Polling Place Election for all eligible residents will be held at the Grand Lake Town Hall, 1026 Park Avenue from 7:00 AM to 7:00 PM on Tuesday, April 1, 2014 to elect three Trustees each to serve a 4- year term. This is the only polling location for all electors in the Town of Grand Lake. Electors are no longer listed as having a PERMANENT MAIL-IN VOTER STATUS in the County s Voter Registration List because of HB 1303 which took effect on July 1, 2013. To vote in this election, you must go to your designated polling place which is Town of Grand Lake Town Hall, 1026 Park Avenue on Election Day, or apply for an Absentee Ballot. Absentee Ballot applications are available at the Grand Lake Town Hall, or on the Town s website, www.townofgrandlake.com, click on Election located on the left hand side of the home page under Quick Links, and print out a copy of the Absentee Ballot Application. The last day to apply for an Absentee Ballot and to vote early by Absentee Ballot is Friday, March 28, 2014 at 4:30 PM. Your completed and signed application may be: e-mailed to glclerk@townofgrandlake.com; mailed to Town Clerk Ronda Kolinske, CMC, PO Box 99, Grand Lake, CO 80447; or, dropped off at the Grand Lake Town Hall, 1026 Park Avenue. Absentee Ballots will be mailed on Friday, March 21, 2014 to all those who have applied. All voted ballots must be received at the Town Hall no later than Tuesday, April 1, 2014, by 7:00 PM in order to be counted. Town Hall hours are: 8:00 AM-4:30 PM, Monday through Friday and on Election Day, from 7:00 AM-7:00 PM. No Open Burning Allowed in Town RMNP Ranger Led Programs Winter Rocky Mountain National Park has ranger led ski and snowshoe programs for ages 8 to Adult only. To participate in the following programs call for reservations at 970.627.3471 from 8:00 a.m. to 4:30 p.m. daily. Ski the Wilderness Snowshoe in the Kawuneeche Valley (Beginner) 9:30 a.m. on Saturdays thru January 25, 2014 (1 1/2 hrs.) Cross country mostly level ski tour. Bring your own skis and poles. 1:00 p.m. on Saturdays, thru March 8, 2014 (2hrs.) Snowshoe Tour. Bring your own snowshoes and ski poles. Snowshoe in the 1:00 p.m. on Sundays, thru March 8, 2014 (2hrs.) Kawuneeche Valley More rigorous snowshoe tour with elevation gains of up to 500. (Intermediate) Requires the ability to maintain a good pace over uneven terrain. Bring your own snowshoes and ski poles with large baskets.
