Countries converge to plan tremendous modernization in global Air Transport International experts representing a wide range of disciplines converged at the UN aviation agency, in Montréal for the ten-day long 13th Air Navigation Conference. The landmark global event is seen as pivotal to how governments and industry will collaborate internationally to adjust to emerging aviation challenges and technologies, a point which was clearly underscored by ICAO Council President Dr. Olumuyiwa Benard Aliu in his keynote conference remarks. Aviation today is on the brink of some major transformations the President declared. This is reflected in the fantastic growth in aircraft passenger and cargo traffic volumes that are poised to more than double by 2035, the increasing deployment of drone technology, the launch of autonomous, suborbital, and supersonic activities, as well as other innovations such as artificial intelligence and block chain technologies. Accordingly he commented our goal for the next two weeks is to define our collective vision of a safe, interoperable, seamless and global civil air traffic management system for the 21st century. President Aliu concluded his opening remarks by recognizing that the ICAO Council had made a series of recommendations at its 2018 off-site strategy meeting on how ICAO can better lead aviation in responding dynamically and effectively to the exponential changes occurring now and in the decades to come, noting its focus on the commercial space sector. He stressed as well the Council s sector-wide call to invest in and develop the next generation aviation professionals who will be needed to operate and lead a modernized air transport system in the years ahead. Dr. Aliu also took part in a special ceremony where seven of the 14 States eligible for ICAO Council President Certificates for noteworthy safety oversight progress last year were called to the stage and presented with their accolades personally. NCLB Mission to Sudan Khartoum, Sudan, 2 4 September 2018 ICAO International Air Law Course Cairo, Egypt, 9-13 September 2018 The International Air Law Course was successfully conducted in Cairo, Egypt from 9 to 13 September 2018. With 13 Participants from Bahamas, Costa Rica, Egypt, Malta, Rwanda and MID Office. The aim of the course is to enable representatives of Civil Aviation Administrations, Civil Aviation Authorities, Airports and Air Navigation Service Providers to support their organization in compliance with international air law, through application of appropriate knowledge and advocacy. The ICAO MID Office conducted a mission to Sudan from 2 to 4 September 2018, which was thankfully supported by GCAA-UAE. The main objectives of the mission were to follow-up on the previous missions, address issues of mutual interest related mainly to air navigation services and aerodromes and provide guidance and assistance related to the ICAO s Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP-CMA) as appropriate. The mission concluded with the developments of the NCLB Plan for Sudan as well as the detailed Plan of Actions to be implemented under the framework of the MID NCLB Plan. ANS Mission to Egypt Cairo, Egypt, 16 17 September 2018 An ANS mission to Egypt was successfully conducted by RO/AIM/ATM and RO/CNS on 16 to 17 Sept.2018. The objectives of the mission were to discuss with the appropriate authorities (ECAA and NANSC) matters related to Air Navigation Services (ANS) and provide assistance and guidance, as appropriate.

ICAO Training Instructors Course (TIC2) AML, Mauritius, 17-21 September 2018 Third African Telecommunication Union Preparatory Meeting for World Radiocommunications Conference (WRC19-3) Cairo, Egypt, 17-21 September 2018 The Third African Telecommunication Union Preparatory Meeting for World Radio communications Conference (WRC19-3) organized by the African Telecommunications Union (ATU) was attended by 201 Participants from 33 Member States and African countries, 17 associate members, 1 African Regional Economic Community (EACO), the International Telecommunications Union (ITU), 4 Partner Organizations (Arab Spectrum Management Group, CEPT, CITEL and RCC), 4 partner organizations (EUB, IARU, ICAO and ITSO) and 13 observer organizations/companies. ICAO provided information on the Instrument Landing System (ILS) usage of the spectrum band 328.6 335.4 MHz in Africa to help in conducting the studies related to ITU WRC Agenda Item1.11 Railway Radiocommunication Systems (RSS). Moreover, ICAO raised the concerns regarding the potential interference to existing radio services by Wireless Power Transfer for Electric Vehicles (WPT-EV) unwanted emissions and supported the on-going sharing and compatibility studies between Wireless Power Transfer (WPT) systems and existing services. The classroom delivery of the ICAO Training Instructors Course (TIC) Part 2 was held at the Airports of Mauritius Co Ltd (AML) at he Sir Seewoosagur Ramgoolam airport of Mauritius from 17 to 21 September 2018. The one week Course trains instructors to deliver Standardized Training Packages, based on ICAO's instructor competency framework. Fourteen participants from Mauritius and Kenya successfully completed the training.

Second Arab Security Conference Cairo, Egypt 23 24 September 2018 First Meeting of the MIDANPIRG Air Traffic Flow Management Task Force and First Meeting of the MIDANPIRG World Cup 2022 Task Force Muscat, Oman, 23 27 September 2018 Under the Auspices of the Supreme council for Cyber-Security in Egypt, the Second Arab Security Conference was organized in Cairo from 23 to 24 September 2018. The Cyber Security is becoming a major area of concern, with every new application, newer vulnerabilities crop up, posing immense challenges. The ANS security is crucial to the continuity of the ATM operations, therefore, MIDANPIRG/16 established ATM Data Security Action Group (ADSAG). The ADSAG keeps abreast of Regional Cyber Security events. The RO/CNS participated in the second Arab Security Conference. The main purpose of the conference was to enrich Security awareness through technical discussions and provide update on cyber security threats and solutions. The conference discussed the need for National Computer Emergency Response Team (CERT), apprised of the breakthrough technologies Blockchain and Ethereum technology. And apprised of the Strategies and methodologies to manage risks in critical infrastructure control systems, disaster recovery plan, and Cyber resilience. The First meeting of the MIDANPIRG Air Traffic Flow Management Task Force (ATFM TF/1) and the First meeting of the World Cup 2022 Task Force (W2022 TF/1) were gratefully hosted by the Public Authority for Civil Aviation (PACA) of Oman. and held back-to-back in Muscat, Oman, from 23 to 27 September 2018. The Meetings were attended by a total of forty one (41) participants from ten (10) States (Bahrain, Egypt, India, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, UAE and USA) and six (6) International Organizations and Industries (AEROTHAI, CANSO, EUROCONTROL, IATA, MAAR and MIDRMA).

First ICAO Middle East Regional Aviation Security and Facilitation Group Kuwait, Kuwait 24 26 September 2018 First Meeting of MENA RSOO Steering Committee Riyadh, Saudi Arabia, 1 October 2018 The first meeting of the ICAO Middle East Regional Aviation Security and Facilitation Group (MID-RASFG) was held in Kuwait, 24-26 September 2018. The MID-RASFG/1 meeting was attended by forty seven participants from ten States and nine organizations/industries. Representatives from ICAO HQ, ICAO European and North Atlantic Office (EUR/NAT) and ICAO Eastern and Southern African Office (ESAF) were also present at the meeting. The establishment of the MID-RASFG was one of the commitments made in the Riyadh Declaration, which was signed by 21 States from Middle East and North Africa together with ICAO back in August 2016. The MID-RASFG was formally established by the Fourth meeting of the Directors General of Civil Aviation-Middle East Region (DGCA-MID/4) held in Muscat, Oman, 17-19 Oct. 2017, through Conclusion 4/8. The main outcomes of the MID-RASFG/1 meeting were the endorsement of the MID Region SECFAL Plan, Targets and Roadmap. The First Meeting of MENA RSOO Steering Committee was successfully held on 1 October 2018 in Riyadh, Saudi Arabia. Fifteen States from MENA area signed the revised Letter of intent leading to the establishment of the MENA RSOO. Saudi Arabia led this important initiative to enhance aviation safety in the region by hosting the MENA RSOO and providing generous financial contribution for its operation. The First MENA RSOO was coordinated between the ICAO MID Regional Office and the Arab Civil Aviation Organization under the umbrella of the fruitful collaboration between ACAO and ICAO.

Fourth MID Region Safety Summit Riyadh, Saudi Arabia, 2 3 October 2018 The Fourth MID Region Safety Summit and the High-Level Briefing to DGCAs and CEOs successfully held in Riyadh, Saudi Arabia from 2 to 3 October 2018. The events were gratefully hosted by Saudi Arabia Civil Aviation Authority. The Summit was attended by a total of two hundred and thirteen (213) participants from nineteen (19) States (Bahrain, Benin, Comoros, Egypt, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, S. Arabia, Somalia, Sudan, United Arab Emirates and United States) and six (6) International Organizations/Industries: (ACAO, ACI, Boeing, IATA, IFALPA, IFATCA) NCLB Workshop/Coordination Meeting Iraq Cairo, Egypt, 22 23 October 2018 In line with the ICAO No Country Left Behind (NCLB) initiative, the Iraqi ICAO Coordination Meeting and NCLB Workshop was held at the ICAO MID Regional Office, Cairo, Egypt from 22 to 23 October 2018. The meeting was attended by H.E. Mr. Ali Khalil Ibrahim, Director General, Civil Aviation Authority of Iraq and his team. The ICAO team was led by Mr. Mohamed Khalifa Rahma, Regional Director, ICAO MID Office and the technical team. The objective of the Workshop/Meeting was to discuss the current situation of the civil aviation system in Iraq and follow up on the previous technical assistance missions with a view to develop and implement a NCLB Plan for Iraq and address specific needs and challenges. The NCLB Plan aims at supporting Iraq with the implementation of ICAO policies, plans and SARPs under the five ICAO s Strategic Objectives, in line with the MID Region NCLB Strategy, with a focus on the priority areas: Safety, Air Navigation and Security.

Global Humanitarian Aviation Conference & Exhibition (GHAC) Sharm El Sheikh, Egypt, 23 25 October 2018 ICAO Civil Aviation Authority Senior and Middle Managers Training Course Cairo, Egypt, 28 October 1 November 2018 Patronaged under H.E. LT Gen. Younes Elmasry, ICAO MID RD Mr. Mohamed Rahma attended the WFP 10th GHAC at Sharm El Sheikh. The main topics discussed were: Humanitarian Aviation (HA) response during emergencies. Innovation & technologies in HA. Business & operational aspect in HA. The International Society of Air Safety Investigators (ISASI) event Dubai, UAE, 29 October to 1 November 2018 ICAO MID RO/SAF-IMP attended the International Society of Air Safety Investigators ISASI event held in Dubai UAE from 29 October to 1 November 2018. The event focused on Future Developments and Challenges to Investigation. Safety aviation stakeholders presented several presentations including: Improving Safety With Few Accidents Occurring. Augmented Reality in Future Investigations. Current and Future Challenges of Recorded Data. Selecting and Training the Next Generation of Air Safety Investigators. Artificial Intelligence in Accident Notification. The International Civil Aviation Organization (ICAO) Civil Aviation Authority Senior and Middle Managers Training Course (SMMTC): Managing Compliance of ICAO SARPs (MCIS), funded by the China South-South Cooperation Assistance Fund, was successfully held at Le Meridien Hotel Cairo Airport, Egypt from 28 October to 1 November 2018. The course was opened by H.E Mr. Liu Yong, Counselor of Chinese Embassy in Egypt and Mr. Mohamed Khalifa Rahma, ICAO Regional Director, Middle East Office. Twenty-Five participants successfully completed the course.

The Seventh meeting of the Middle East Regional Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation Cairo, Egypt 29 31 October 2018 Runway Safety Go-Team Visit Muscat, Oman 29 October - 1 November 2018 The Seventh meeting of the Middle East Regional Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA-MID/7) was held at the Conference Room of Egyptian Civil Aviation Authority, Cairo, Egypt, from 29 to 31 October 2018. The meeting was attended by 72 participants from 7 States (Bahrain, Egypt, Jordan, Kuwait, Oman, Saudi Arabia and Sudan) and 2 Organizations/Industries (WHO CDC). The meeting was hosted by the Egyptian Ministry of Civil Aviation and the Egyptian Civil Aviation Authority. A Runway Safety Go-Team Visit was carried out to Muscat International Airport in Oman from 29 October to 1 November 2018. The main objective of the RS Go-Team Visit was to provide necessary assistance to Public Authority of Civil Aviation (PACA) and the Aerodrome Operator (Oman Airports) to promote Runway Safety Team (RST) at Muscat International Airport (MIA). Other objectives included supporting the State to improve runway safety and the implementation of Aerodrome Certification as well as provision of necessary guidance as required. The RS Go-Team was successfully conducted and finalized with Observations/ Recommendation on the following technical areas: Runway safety Team effective implementation, Air Traffic Control, Aerodrome Operations and Ground Aids.
