Sport Pilot Rule moves forward Major Step Forward for Sport Pilot July 31, 2003 - The new sport pilot and light-sport aircraft (SP/LSA) categories passed a major milestone today when FAA Administrator Marion Blakey announced at the Experimental Aircraft Association s (EAA) annual EAA AirVenture fly-in that the FAA had completed work on the final rule. The rulemaking package has now been forwarded to the Department of Transportation (DOT) for review. This is a momentous step in the road to seeing sport pilot and light-sport aircraft become a reality, said EAA President Tom Poberezny. We expect the rule will prove to be a major safety enhancement, establishing a safety framework for an existing, unregulated segment of aviation. Likewise, we felt there was no better place than EAA AirVenture Oshkosh to announce this major step. As the aviation world gathers for this centennial of flight celebration, EAA is proud to have been deeply committed to this effort, which will open up personal flight to more people as it enters its second century. After approval by DOT, the SP/LSA rule will become official upon publication in the Federal Register. The effective date of the rule will be announced at that time

Amateur-built Aircraft Operations Approved in Bahamian Airspace A new travel option was opened to thousands of homebuilders Saturday when the Bahamas Civil Aviation Department announced at EAA AirVenture Oshkosh that registered amateur-built aircraft can now fly in that country. The creation of a special airworthiness certificate-experimental authorizes Canadian or United Statesregistered amateur-built aircraft to operate in the Bahamas subject to certain minimal, non-onerous conditions. We re pleased that the Bahamian government announced that Canada or United States-registered amateurbuilt aircraft can now operate in Bahamian airspace, and that it was announced here at AirVenture Oshkosh, said EAA President Tom Poberezny. Many foreign countries have restric- tions against homebuilts, prohibiting pilots from flying their aircraft into their airspace. The country that is the closest for GA aircraft is the Bahamas, but they have always had a restriction against experimental, so people could never take their airplanes into the most accessible part of the Caribbean. Now they can do it, and in an unrestricted way. This is historic. Conditions include having a valid certificate of registration; compliance with operating limitations; compliance with the Bahamas Civil Aviation (Safety and Navigation) Regulations 2001 while in Bahamian airspace; avoidance of large population centers except when directed by air traffic control or in an emergency; pilots are to advise Bahamas ATC of the nature of their flight upon establishing communications; and some others, none of which should create any burden for homebuilt pilots. FAA to issue new plastic, secure airman certificates Aug. 4 Administrator Marion Blakey announced late last week that the FAA plans to begin issuing new airman certificates, replacing the current paper with plastic credit-cardsized certificates that incorporate security features. "AOPA has been urging the FAA to revamp pilots' certificates," said AOPA President Phil Boyer. "This new certificate will benefit pilots because it is sturdier and less likely to become lost or damaged, and at the same time addresses many of the concerns for security officials. You can always tell when a man has lost his soul to flying. The poor bastard is hopelessly committed to stopping whatever he is doing long enough to look up and make sure the aircraft purring overhead continues on course and does not suddenly fall out of the sky.
