For a short period, there were more than 20 PSVs prompt available for charter, however by the end of the month the market had tightened considerably. The same applied within the AHTS market, with availability fluctuating in this sector as well. The coming months are likely to see much of the same, with an increasing prevalence of vessels mobilising both in and out of the region. Some owners have identified an increase in demand in the North Sea, and have been bringing vessels here on a speculative basis. Among others, this has seen UP Offshore mobilise its newbuild PSVs UP Agate, UP Coral and UP Opal to the North Sea, with Swire Pacific doing likewise with AHTS vessels Pacific Champion, Dolphin and Duchess. However, there is a long list of vessels moving in the opposite direction, with term requirements in Brazil, West Africa and Russia prompting the departures of a host of units. The associated reduction in supply may tighten the North Sea spot market significantly over the summer months. Mexico is expected to include a variety of different locations in its first international public tender for exploration and production activities within its mainland and maritime borders. This forms part of a landmark reform of the nation s energy industry, which will see the end of the 75-year monopoly that the state-run oil company PEMEX has historically held over domestic exploration and production activities. Lourdes Melgar, the deputy minister for hydrocarbons in Mexico, was quoted by Reuters as saying that the first bid round will incorporate two areas in deep waters, some areas of shale gas, some areas of the There are two methods used for awarding licences on the Norwegian continental shelf. Firstly, there is the system of Awards in Predefined Areas (APA) in mature parts of the Norwegian continental shelf. This system ensures that very large areas close to both existing and planned infrastructure are available for the industry. The second process uses a system of ordinary concession rounds, which focuses on frontier areas where there has been limited exploration nearby. On April 3, 2014, Norway announced the launch of its latest licensing round, APA 2014, which includes available acreage in the North Sea, the Norwegian Sea and the Barents Sea. Applications must be received by September 2, 2014, with awards to be announced in the first quarter of 2015. Since the last APA round was concluded, the predefined areas have been extended to include six more blocks in the Norwegian Sea (close to Aasta Hansteen) and three more blocks in the Barents Sea (near the Snøhvit field). MEXICO PLANS FOR INTERNATIONAL TENDER non-conventional Chicontepec (basin), and some areas in shallow waters. This round will potentially pave the way for the entry into Mexico of a range of international oil and gas companies. The first bid round is expected to take place in mid-2015, although this could be brought forward to the latter stages of 2014. Subsequent bid rounds for oil and gas development rights are expected to be held on an annual basis until 2019, with each bid round incorporating an area of around 20,000 km². SEABREEZE 3

OSV MARKET ROUND-UP OSV MARKET ROUND-UP FLURRY OF FIXTURES FOR FARSTAD WEST AFRICA CHARTER FOR TOPAZ FAYE Farstad has picked up a wide range of new contracts for its AHTS vessels and PSVs, covering operations in a variety of global locations. Firstly, PSV Far Spica (pictured c/o D. Dodds) will be relocating from the North Sea to South Africa in early May to undertake a four-month charter with Total. In Brazil, Petrobras has awarded PSV Far Swift a two-year plus two-year option contract, with the vessel to be upgraded for use as a shallow water dive support unit with ROV capability. Also in Brazil, AHTS vessel Far Sea has been awarded a two-month plus options contract with Van Oord, which will see another vessel, Far Sailor, fulfilling the remainder of Far Sea s contract with Petrobras. Elsewhere, AHTS vessels Far Fosna and Far Grip have received 100-day plus options contracts from Oil Field Services/Gazprom in Sakhalin; in Australia, Shell has extended its term contracts with PSVs Far Skimmer and Far Sitella while AHTS vessel Far Fosna will also start working for Shell from September; finally, PSV Far Spirit has been chartered by Chevron for one-year firm, AHTS vessel Lady Caroline chartered by PT- TEP for 60 days firm, and AHTS vessels Lady Astrid and Lady Sandra chartered by Sinopec for one-month contracts. Saipem has awarded Atlantic Offshore a contract to use the Ocean Fighter for ERRV services for a period of up to 200 days. The vessel will be used by Saipem to follow its crane vessel Saipem 7000, with operations commencing offshore Norway in April. Ocean Fighter was delivered in 1980, and she has an overall length of 61.24m and moulded breadth of 11.84m. The vessel has a gross tonnage of 891t, a 350bhp bow thruster, and an accommodation capacity for 18 persons. SAIPEM CONTRACT FOR OCEAN FIGHTER Topaz Energy and Marine, which operates primarily in the Middle East and Caspian regions, has expanded its operations in West Africa with the award of a term contract for its PSV Topaz Faye. The USD 11 million contract will see the vessel provide support for an unnamed major oil company s offshore production operations in the region. Topaz Faye is a medium size PSV, with a length of 75m and deadweight of 3,300t. She was recently delivered in China, and has a deck area of 700m² and an accommodation capacity for 48 persons. PETROBRAS AWARDS EIGHT AHTS FIXTURES Solstad Offshore has received a contract from Petrobras for a four-year plus four-year option charter of AHTS vessel Normand Titan (pictured). Operations are scheduled to commence offshore Brazil in third quarter 2014 following the vessel s arrival from the North Sea. This fixture came as a result of a Petrobras AHTS 18000 B Type tender. Equivalent contracts were also awarded to AHTS vessels Alden J Laborde (Tidewater), Maersk Handler, Maersk Terrier, Maersk Traveller, Maersk Trimmer, UOS Challenger and UOS Liberty. Day rates range from USD 43,900 to USD 52,990. BLIZZARD RETURNS TO SEAWAY Tschudi Offshore AHTS vessel Blizzard commenced operations with Seaway Heavy Lifting in April, for a 60-day contract to assist with the installation of the Sylwin I converter platform west of the German island of Sylt. The platform will be used as a transmitter to connect the Dan Tysk offshore wind farm with an onshore receiver. Blizzard is a 12,000 bhp AHTS vessel, with a bollard pull of 140t, a free deck area of 360m² and an accommodation capacity for 22 persons. 4 SEABREEZE SEABREEZE 5

FEATURE VESSEL OSV NEWBUILDINGS, S&P ISLAND PRIDE FAR SIRIUS DELIVERED FROM VARD LANGSTEN Farstad accepted delivery of its newbuild AHTS vessel Far Sirius from the Vard Langsten shipyard in Norway in early April. The long-term financing of the vessel has been arranged by Eksportkreditt Norge AS in cooperation with GIEK and Sparebank 1 SMN. Far Sirius was built to the Rolls Royce UT 731 CD design, giving her a length of 87.4m, moulded breadth of 21m, and a deadweight of 3,954t. She has a bollard pull of 259t. Far Sirius has now entered service in the North Sea spot market. CHRISTENING CEREMONY FOR BOURBON AHTS VESSEL The Sinopacific Shipbuilding Group held a naming ceremony for AHTS vessel Bourbon Liberty 311 at the Zhejiang Shipyard in China on April 22, 2014. Bourbon Liberty 311 is an SPA 80 type vessel, which was designed by SDA, one of Sinopacific s in-house design companies. The Bourbon Offshore vessel is a small-sized AHTS unit, with an overall length of 65.75m,moulded breadth of 16.0m and deadweight of 1,900t. She comes with an accommodation capacity for 26 persons and a bollard pull of 85t. Island Offshore has accepted delivery of its newbuild construction support vessel Island Pride. The unit was built by the Vard Brevik yard in Norway. The Island Pride was christened during a naming ceremony in Brevik in March, and has since commenced a five-month contract with Maersk Oil providing walk-to-work duties in the UK sector of the North Sea. The SPS-classed Island Pride was built to Rolls Royce s UT 737 CD design. She is a multifunctional subsea/rov vessel that can be used for light construction work. She comes with an accommodation capacity for 90 persons and client facilities as well as underdeck capabilities. Additionally, the ICE-C classed Island Pride is equipped with two work-class ROVs, rated for depths of 3,000m, she has a 7m x 7m moonpool, a length of 103.3m and a 130-tonne offshore crane at 30m reach. ISLAND PRIDE SPEC: Design: UT 737CD Overall Length: 103.3m Breadth: 21.0m Draught Max: 7.2m Deadweight: 4,200t Deck Area: 800m² Accommodation: 90 persons ROVs: 2 x 3,000m ROVs AHC Crane: 130t DAMEN DELIVERS PSV TO CMM CMM (Compagnie Maritime Monégasque S.A.M.) has accepted delivery of CMM Gravity, Newbuild Damen 3300 PSV. The vessel is scheduled to commence a four-year plus four-year option contract with Petrobras offshore Brazil in June 2014. CMM Gravity SEA SPRINGER DELIVERED IN CHINA Deep Sea Supply has accepted delivery of newbuild PSV Sea Springer from Sinopacific in China. This vessel is owned by a 50-50 joint venture between Deep Sea Supply and BTG Pactual. Sea Springer was built to the PX 105 design, giving her a deadweight of 4,700t and a has a length of 80m, moulded breadth of 16.2m, and a deck area of 728m². She has a deadweight of 3,300t and a 1,500-tonne deck load capacity. The vessel has DP 2 station keeping, which relies on four generator sets, two Azimuth thrusters and two bow thrusters. deck area of 1,000m². Deep Sea Supply is scheduled to accept delivery of four more PX 105 PSVs from Sinopacific this year: Sea Supra, Sea Surfer, Sea Swan and Sea Swift. This vessel design utilises Ulstein s X-Bow hull which significantly reduces fuel consumption. 8 SEABREEZE SEABREEZE 9

OSV NEWBUILDINGS, S&P OSV NEWBUILDINGS, S&P SIX NEWBUILDS FOR COSCO The COSCO (Guangdong) Shipyard has entered into a contract with a European ship owner, understood to be Vroon Offshore, for the construction of two PX 121 PSVs. The vessels are expected to be delivered in the first and second quarters of 2016, with Vroon holding options for the construction of two additional sister vessels. Meanwhile, the COSCO (Dalian) Shipyard has secured a contract from an unnamed Asian company to build four Emergency Response / Rescue / Field Support Vessels. These units are all scheduled for delivery in the first half of 2016. The above contracts carry a total value of approximately USD 100 million for the COSCO Corporation, excluding owner-furnished equipment. GULFMARK ORDERS ARCTIC PSV In addition to the two PSVs it will be building for Fletcher Shipping, the SImec Shipyard has also received an order from GulfMark Offshore to build a third PSV to the ST-216 Artic design. The vessel, scheduled for delivery in November 2015, will have a length of 92.6m and a deck area of more than 1,000m². She will be ice classed and winterised for cold climate conditions. This unit will be a sister vessel to North Pomor (pictured c/o O. Halland) and North Cruys, which were delivered by Simek in July 2013 and February 2014 respectively. Both of those vessels are working in Northwest Europe. NORYARDS TO OUTFIT SECOND AHTS VESSEL FOR BOA OFFSHORE NorYards AS has been awarded a contract, with a value in excess of NOK 650 million, to outfit and commission a newbuild VS 491 CD AHTS vessel for Boa Offshore. Work will take place at NorYards Fosen in Norway from third quarter 2014 until the vessel s delivery in second quarter 2015. The hull is currently being built at Nantong Mingde Heavy Industries in China. ASTILLEROS GONDAN TO BUILD ANOTHER PSV FOR MØKSTER Simon Møkster Shipping has signed a new contract with the Astilleros Gondan Shipyard in Spain to build a sister vessel to Stril Luna, which is due for delivery from the same yard in the third quarter of 2014. Møkster s new PSV will be built to the UT 776 WP design, giving her a length of 93m, breadth of 20m, and an accommodation capacity for 25 persons. She will have FIFI-II and Winterisation Cold class notations. Delivery is scheduled for January 2016. FAFNIR ORDERS ANOTHER PSV FROM HAVYARD Havyard has signed a contract to build a second PSV for Fafnir Offshore, this time to the Havyard 833 WE ICE design. The contract has a value in excess of NOK 350 million, and delivery from the Havyard Leirvik Shipyard is scheduled for July 2015. This vessel will have a deadweight of 4,250t and a deck area of 1,000m². Meanwhile, the hull of Fafnir s first PSV, Polarsyssel, has arrived at the Leirvik Shipyard for outfitting following its mobilisation from Turkey. Delivery of this unit, which is being built to the smaller Havyard 832 L WE design, is scheduled for late August 2014. FLETCHER SHIPPING ORDERS TWO PSVS The Simek Shipyard in Norway has signed a contract to build two UT 755 LC PSVs for Fletcher Shipping contract in Scotland. This contract has a value for Simek of approximately NOK 420 million, and the vessels are due for delivery in November 2014 and This unit has a deadweight of 3,700t, and a deck area of 850m². April 2015 respectively. The UT 755 LC units will have a length of 76.6m, breadth of 16.0m, and a gross tonnage of 2,418t. They will have an accommodation capacity for 30 persons. GOLDEN ENERGY CONFIRMS PSV PAIR AT NANTONG RAINBOW Golden Energy Offshore has confirmed that it has placed an order with the Nantong Rainbow Shipyard in China for two firm PX 121H PSVs, with the option for two more sister vessels to be constructed. The two firm units are scheduled for delivery in the first and second half of 2016 respectively. The PX 121H design comes with a length of 83.4m, beam of 18m and deadweight of 4,000t. The vessels will have a deck area of 850m² and an accommodation capacity for 30 persons. SUBSEA SUBSEA SUBSEA MARKET ROUND-UP As reported in the previous Seabreeze publication, the lull in the subsea market that had been seen in recent months was not expected to last for long, and this has certainly proved to be the case. April saw the market tighten dramatically, and a lack of availability may result in testing times for the summer season ahead for any charterer that has not already secured tonnage. We have seen a couple of newbuild vessels enter the market in April, but this has not brought any immediate relief to operators because both vessels had secured long-term work prior to delivery. There are more vessels due to enter service within the next few months but owners continue to opt out of bidding on short-term work, despite it being lucrative, in favour of a long-term guaranteed contract. One area of the Subsea market that has been undergoing some interesting developments, with new entrants starting to appear on the scene, is the air diving sector. Recently, we have seen CalDive re-enter the North Sea teaming up with Ocean Installer to offer air dive services, in addition to the latest announcement from Global Diving about the creation of their new offshore diving division with plans to expand beyond their more traditional inshore market. We understand one area that Global Diving is specifically looking at is Daughtercraft based diving, which is traditionally used for work in the splash zone, carrying out mainly FPSO inspection and maintenance. We also hear rumours that some of the other large diving contractors are feeling left out and are considering joining the party by building diving Daughtercrafts of their own. As it stands, there are of course well established players already offering this type of service from the likes of KD Marine, N-Sea, Bluestream and Subsea 7 with their RHIB Seven Spray. The biggest challenge to these companies however, remains the necessity to secure a suitable mothership vessel on an ad-hoc basis with the diving market traditionally running from April to September in the North Sea, when Subsea vessel demand is at its highest and availability very limited. OLYMPIC BOA DELIVERED Olympic Shipping s newbuild offshore construction vessel Olympic Boa has been delivered from the Kleven Verft shipyard in Ulsteinvik, Norway. The MT6022 MkII designed-vessel is equipped with a 250-tonne active heave compensated crane, a 7.2 x 7.2m moon pool, accommodation for 102 people, two Oceaneering Millennium Plus heavy work-class ROVs with a Launch and Recovery System (LARS) in the hangar, and an option for one observation ROV at shelter deck. The Olympic Boa will commence a threeyear plus options charter with Boa Offshore, upon her arrival in the US Gulf of Mexico. MCDERMOTT TO RETURN TO THE NORTH SEA McDermott International expects to return to the North Sea market in early 2015 with its lay vessel North Ocean 105. The company has signed an option agreement with PD Ports giving it the exclusive right to operate a spool base for projects in the North Sea. McDermott expects to have the facility available for projects in early 2015. The North Ocean 105 is currently in Southeast Asia and has work lined up to undertake the installation of subsea hardware, moorings, risers, umbilicals and flowlines for Ichthys SURF project. OCEAN INSTALLER SECURES FIRST AIR DIVING PROJECT Fairfield Energy has awarded Ocean Installer a contract for air diving and light subsea construction work on the Dunlin field, in the UK East Shetland Basin. Ocean Installer will utilise Canyon Offshore-owned ROV support vessel Grand Canyon for the scope, which includes air diving services on the Dunlin Alpha platform for installation of sleeves, clamps and anodes, as well as light construction/ inspection and repair tasks. Offshore work will commence in June while Ocean Installer s office in Aberdeen has already begun onshore preparations. SUBSEA 7 TAKE UP OPTIONS ON THE SKANDI SEVEN Subsea 7 has exercised the final option on its contract for offshore construction vessel Skandi Seven. DOF Subsea s 2008-built vessel is equipped with a 250-tonne crane and was due to complete its charter with Subsea 7 in April 2015 but it will now run from April 2015 to March 2017. OFFSHORE COMPRESSION PROJECT POSTPONED ON ORMEN LANGE The Ormen Lange partners have decided to postpone the Offshore Compression Project for the Ormen Lange field, and stop the ongoing concept select work Shell has awarded Subsea 7 a USD 110 million lump-sum contract for the BC-10 Phase 3 project in the Campos Basin offshore Brazil. Subsea 7 will utilise the construction/flexlay vessel Skandi Neptune to carry out the installation of jumpers, umbilicals, and associated due to increased cost and doubts on revenues. The partners have been working since 2008 towards a concept select decision for offshore compression, either a SHELL AWARDS BC-10 PHASE 3 PROJECT subsea structures commencing during the third quarter of 2015, while project management and engineering will be performed from its offices in Rio de Janeiro. The VS 470 MKII de signed vessel was built by Tebma yards and has a length of 75.55m, moulded breadth of 19.2m and is SPS-classed with accommodation for 60 persons. The shipyard has a further two sister vessels under construction for delivery in 2015. Meanwhile, N-Sea-chartered diving support vessel Siem Stork has begun work for Maersk to support IMR activity for up to 150 days per year, depending on work scope, for the next three years. The contract is valued at GBP 45 million. The maximum operating water depth for the Tiger drillships is 900m (2,953ft), athough this is upgradable to 1,500m (4,921ft). Meanwhile, Samsung Heavy Industries in South Korea has received an order from an unnamed company in Oceania to TWO JACKUPS FOR MALTA O&G Drydocks World in the UAE has entered into a contract with Malta Oil & Gas Ltd to build two jackup drilling rigs based on the Gusto MSC CJ54-X135-A design. The jackups will be outfitted to work in water depths of 450ft, and will be capable of drilling HPHT (High Pressure High Temperature) wells. They will also come with an accommodation capacity for 150 persons. ENSCO ORDERS TWO JACKUPS Ensco has placed an order for two newbuild jackups to be built to the LeTourneau Super 116E design. The rigs will be built by Lamprell in the UAE, with deliveries scheduled for mid-2016. The high-specification rigs, to be named ENSCO 140 and 141, will be primarily targeted for work in the Middle East. They will be capable of working in water depths of 400ft, and will cost USD 215 million per rig. Meanwhile, Ensco has sold the 1981-built jackup ENSCO 85, which is currently idle in Southeast Asia, for a price of USD 64 million. build two drillships for a price of USD 1.27 billion. CONUNDRUM CORNER, DUTY PHONES JACKUP CONTRACTS FOR SEADRILL Seadrill has confirmed the receipt of new contracts for four of its jackup drilling rigs, as well as receiving a four-month contract extension for West Mischief with Eni Congo. The new contracts consist of: a one-year plus one-year option charter for West Ariel, also with Eni Congo; a 24-month firm contract for West Tucana with Cabinda Gulf offshore Angola; a two-well plus two option wells charter for West Telesto with Origin Energy offshore Vietnam; and a one-well firm contract for West Prospero with JVPC offshore Vietnam. The total revenue potential for Seadrill has been estimated at around USD 319 million. KEPPEL AND SEAFOX STUDY Keppel FELS Limited has entered into an engineering services agreement with Workfox B.V, a subsidiary of the Seafox Group, to embark on an engineering study for a purpose-built accommodation jackup rig that will also have well intervention and Plug & Abandonment (P&A) capabilities. The project, to be named Seafox 8, is being developed to address a gap in the current P&A market, where a substantial number of wells in areas such as the North Sea and Gulf of Mexico are reaching the end of their productive lives and will need to be properly sealed over the next few years. The Seafox 8 jackup will come with an accommodation capacity for 282 persons, and will be able to work in water depths of 112m (367ft).
