Minutes of the Meeting of Shilton & Barnacle Parish Council held on 11 th November, 2014 in the Parish Council Room, Church Road, Shilton at 7.30pm 14.181 PUBLIC PARTICIPATION 14.182 Apologies for Absence Present Councillors Dan Essex (Chairman), Stephen White, Dave Redgrave & Bill King. Gary Brindley arrived during the meeting In Attendance County Councillor Philip Morris-Jones M Cartwright (Clerk) 14.183 Declaration of Interest and dispensations 14.184 County Councillor Phillip Morris-Jones The joint community forum was held in Rugby last week. Decisions for applications to the Councillors fund will be made next week. Development for a windfarm in Churchover is going to appeal. Warwickshire County boundary changes are likely to mean Brinklow & Coombe Fields will join the Fosse division, with Coton Park and the mast site being within the Rugby urban area. Strategic Alliance with West Mercia Police has been a success. Funding for Live & Local is threatened. Request for bus shelter opposite Charles Lakin Close- there is no funding available currently. Gary Brindley arrived at the meeting 14.185 Borough Councillor Chris Pacey-Day Not in attendance-apologies received 14.186 Minutes of the meeting held on 7 th October, 2014. RESOLVED: The minutes were confirmed as a true record and signed by the Chairman 14.187 Clerk s Report CCTV is due to be completed on 12 th November and a visit to view it will be arranged soon. Still not received the refund of 18.38 from Purple Storm despite sending reminder. Request made for grant funding from Rugby Rural Development Fund has now been received
(vi) Application to purchase red telephone box in Barnacle has been completed. Temporary roof repair of pavilion at Shilton Playing Fields has been ordered under powers delegated to the Clerk ( 320) Both untaxed cars have been removed from Shilton car park 14.188 Financial Matters The Council considered financial matters relating to the Parish Council, including: a) Payments made under powers delegated to the Clerk: Eon (electricity for PC room): 25.47 Cheque no 300186 (original cheque was believed to be lost in transit, however this has now been cashed so there is a credit of 25.47 on the account) b) Payment of the following cheques: M Cartwright (Clerks salary, allowances and expenses): 361.38 Cheque no. 300188 WS Gardens ( grass cutting): 300.00 Cheque no 300189 Post Office Ltd ( HMRC PAYE): 220.20 Cheque no 300190 Rugby Borough Council ( dog & litter bins): 477.05 Cheque no 300191 RESOLVED: to approve payments Cheques signed and cheque stubs initialled c) Income received - noted Rugby Borough Council ( Rural development Fund grant): 6346.60 d) Other Financial Matters: Items to be budgeted for 2015-16 and future years were considered, as follows: Roof of Shilton Playing Fields pavilion Streetlight upgrade Maintenance of Parish Council rooms Following discussion, IT WAS RESOLVED to make regular payments using either direct debit or BACS payments and to use online banking if necessary. Clerk to make the arrangements to set this up with Unity bank. Following discussion, IT WAS RESOLVED to change the financial regulations regarding delegation to the Clerk and increase the limit for expenditure to 500. VAT reclaim sent for 3634.97 ( not received yet) 14.189 Planning (a) The Council considered it s response to consultation/decision notice in respect of any new planning applications: R14/1861 THE PADDOCKS, TOP ROAD, Barnacle, CV7 9FS Proposed erection of a four bay stable block to replace previous stables and creation of hardstanding area RESOLVED: The Council OBJECTS to this application 1. The size of the proposed stable is disproportionate to the amount of grazing land available on the site. 2. Existing development has already had a detrimental impact on the surrounding Green belt area, and granting permission for this application would only exacerbate the situation more. 3. 14.190 The Council considered the new model standing orders. Draft Standing Orders circulated prior to the meeting were discussed and some minor changes were made. Following discussion, IT WAS RESOLVED to adopt the new Standing Orders for the Council. 14.191 The Council received information about the Lengthsman scheme. Warwickshire County Council has now arranged training for the contractor on 24 th November. They have also invited a member of the Council to attend. Councillors King & White to let Clerk know if they are available. 14.192 The Council considered the replacement of streetlight bracket & lantern in Lower Road, Barnacle. RESOLVED: to order the replacement bracket and refit of the original lantern (cost 343.40) 14.193 The Council received information about possible upgrade of bus stop in Wood Lane and consider any action. Unfortunately, there is no funding available for this at present. RESOLVED: to review again in the new year 14.194 The Council considered matters relating to Shilton Playing Fields The Play inspection report was received and noted Regime for regular monitoring- Councillor Redgrave inspects the play area the first weekend of every month. A record needs to be kept on file of these inspections. Clerk to send a copy of an inspection report form. Repairs to roof of Pavilion and tractor shed: Temporary repair of pavilion roof has been ordered. Possible new roof for pavilion to be reviewed in the new year. Clerk to get clarification if the roof of the tractor shed repair is urgent or not. Purchase of new mower for play area. Following discussion, IT WAS RESOLVED to purchase a new mower for the play area from Nuneaton horticultural at a cost of 460. Weed spraying- this was arranged but unfortunately could not be completed because there was no one available to attend on the day it had been arrange. This will now be delayed until next year. 14.195 The Council considered responding to the Open consultation Planning and travellers: proposed changes to planning policy and guidance
RESOLVED: to delegate authority to the Clerk to respond to this consultation by the deadline of 26 th November 14.196 Council Business Updates The Council considered on-going items of business, currently being progressed by the Parish Council: a) Untaxed vehicles in car park in Shilton- this has been resolved for now as both cars have been removed from the car park. Clerk to keep information on file about a parking management company for advice on any future problems. b) Purchase of telephone box in Barnacle- application has been successful and this is now the property of the Parish Council. c) Rolling programme of Council activities- noted d) Website visitors statistics- noted e) Issues with maintenance of Hallway Drive- Clerk to respond to officer at Rugby Borough Council that there should now be no ongoing problem with maintenance of this area, as long as the issues with access and dumping of rubbish have been resolved. If weeds are a problem residents should inform the Parish Clerk. 14.197 External Meetings a) Reports back from meetings: Councillor Redgrave attended the WALC AGM there was an interesting presentation by the NALC Chief Executive and a discussion about the frustrations of Parish Councils in regard to planning and the cumulative effect of multiple applications. b) Meetings during the Next Month: Councillor White to attend a meeting of the Gypsy & Travellers strategy group in December. 14.198 Minor Matters and items for next meeting Road sign near railway bridge obscured by vegetation- is on the Lengthsman s list Area of overgrown shrubs in Leicester Road- to be put on Lengthsman s list Ash Tree Grove- Councillor King to get the hedge cut back. Once completed Clerk to ask WS Gardens to complete the job of tidying up the area. 14.199 Date of Next Meeting The date of the next two meetings of the Parish Council are due be held on 2 nd December, 2014 and 6 th January, 2015 14.199 The meeting was closed at 10.10pm Signed Date
