PHIL HOLDEN Chief Executive, The Lion Foundation In the year to April 2011, our desire to make a positive difference to New Zealand communities amounted to 4,175 grants worth over $53 million. That s 11 good causes every day! The Lion Foundation was formed over a quarter century ago to help New Zealanders achieve great things in their communities. Over that time, The Lion Foundation has granted almost $600 million to thousands of good causes positively impacting millions of New Zealanders. As a not-for-profit Charitable Trust, The Lion Foundation supports a broad range of local causes, from large to small, in areas as diverse as health, education, sports and community. What they all have in common is that they make a real and lasting difference to the community around them. We aim to return 90% of funds available for grants to the local area of origin. The remaining 10% supports national causes like St John, Plunket, Coastguard and Surf Life Saving that save, nurture and protect Kiwi lives around the clock and across the country. community gaming: HOW THE MODEL WORKS Community gaming returns more to the player and more to local communities than all other forms of gambling. Charitable Trusts, like The Lion Foundation, operate gaming venues within licensed outlets around the country. Community gaming is the most highly regulated form of gambling in New Zealand. The Government has in place a wide range of controls for Class 4 Gambling (Community Gaming) to facilitate high returns to the community and protect players from exploitation. Wager sizes and prizes are limited. The return to player is set higher than other forms of gambling. Venue operators are licensed and trained. Community Gaming Venues are not allowed to promote gaming unlike other forms of gambling. All proceeds must be reconciled and banked within five working days and all gaming machines are linked directly to the Department of Internal Affairs by an electronic monitoring system. Community Gaming needs reform. The Lion Foundation believes that although New Zealand s community gaming model already delivers an incredible amount of good across New Zealand, it can and should be enhanced through industry reform. We welcome the opportunity to work with the Government, Department of Internal Affairs, Local Authorities, Grant Recipients and the Community on what specific reforms are required to deliver even greater benefits to our communities. maximising benefits & minimising harm Community Gaming Trusts are a substantial source of community funding. The proceeds from non-commercial gambling provide significant funding for a wide variety of community purposes. If well directed, these funds can enhance empowerment, participation and the quality of life across all types of communities. Department of Internal Affairs Of the $750 million donated by Trusts and Foundations in New Zealand, around 40% is provided by Community Gaming Trusts. That s over $300 million each and every year. Philanthropy NZ Gambling is primarily a discretionary entertainment option. 40% of donations from trusts and foundations comes from Community Gaming Trusts. Gambling can be a harmless entertainment activity from which people derive personal enjoyment and which provides other positive social benefits. Around 90% of gamblers are purely recreational gamblers. Department of Internal Affairs The expenditure in Community Gaming Venues closely mirrors the trend of general consumer discretionary spending. The consistency of this trend over five years indicates that this entertainment option lies within most New Zealander s discretionary budgets. The Lion Foundation For the majority of New Zealanders, gambling is not a problem. Around 90% of gamblers are purely recreational gamblers. At any given time, between 0.3% and 1.8% of adults living in the community in New Zealand may score as problem gamblers on standard questionnaires. Department of Internal Affairs Problem gambling is a serious issue that requires an integrated approach to prevention and treatment. Significant measures are in place to manage problem gambling. Staff at Lion Foundation venues are trained to detect and intervene when a player demonstrates problem gambling tendencies. In recent years, the Community Gaming sector has invested an estimated $75 million implementing a Player Intervention Display System on all gaming machines that interrupts players after 20 minutes of continuous play to advise them: how long they have been playing; how much they have wagered; and how much they have lost. The Community Gaming Sector provides approximately $15 million to the Ministry of Health each year to fund developing, managing and delivering problem gambling treatment and prevention services through providers like The Problem Gambling Foundation and Woodlands Trust. Fewer Community Gaming Venues does not result in less Problem Gambling. The number of Community Gaming Venues has reduced by over 300 in the past 5 years and expenditure at these venues has decreased by $178 million (Department of Internal Affairs Statistics). Despite this, the number of problem gamblers seeking treatment has increased by 258% in the last 3 years (Ministry of Health Statistics). 25% 25% fewer community gaming venues than 5 years ago. 258% more new problem gamblers seeking help than 3 years ago. 258% Growth of gambling in New Zealand is not being driven by the Community Gaming Sector. Growth is being fuelled by other forms of gambling including internet gambling that pose a potentially greater risk due to lack of regulation. Many of these other forms of gambling offer little benefit to grassroots New Zealand communities. Continued and long term reduction in the number of Community Gaming Venues will not significantly reduce problem gambling, but it will reduce community funding.
