SESAR Solutions at ATC Global Surface Management Beijing 18 th September 2014 Roland Kaps-Becker, Zurich Airport SEAC Contribution Manager SESAR European Airport Consortium
Overview SEAC members Airports in SESAR Surface Management current situation developments within SESAR Guidance with Airfield Ground Lighting: Validation Results Next steps
Airport cooperation in SESAR via SEAC Why have many airports become an SJU member through SEAC? Airport involvement in the Definition Phase was less than 5% of total work ATM related resources among airport companies are very rare Only a group of major airports can make a meaningful contribution SEAC: SESAR European Airports Consortium SEAC is a consortium (no legal entity) created for the duration of the SESAR Programme Together with the WP leader AENA, SEAC manages WP6 Airport Operations SEAC contribution is limited to projects and tasks relevant for airports (mainly WP6) SEAC is a relatively small player in SESAR: 16.7 Mio contribution (< 1.5% of total effort) all SEAC Airports are major hubs located across Europe
Airports in the context of SESAR Ground Trajectory Management Airports and Network Management Airport Integration of Taxi and Turnaround Processes Airport Performance Management
A-SMGCS: Implementation and enhancements (Baseline of ATM Masterplan) Runway Incursion Monitoring and Conflict Avoidance System: Alarming for ATCO in case of conflict between two moving objects Safety nets around runways Few airports in Europe & Asia Different parameters for aircraft and vehicles Stop bar overrun monitoring added proved beneficial in daily operations and helped avoid critical situations
Further developments in SESAR programme Addressing - Controllers: Clearance Delivery, Ground, Tower - Pilots - Vehicle drivers Different aspects: Safety nets and Routing/Guidance - Conformance monitoring: taxi vs. clearance - Conflicting clearances: e.g. landing vs. take-off - Routing & Guidance: planning & indication Channels - Data Link: text and visualisation on-board - Controller Working Position - Airfield Ground Lighting - Airport Moving Map: cockpit and vehicles
Surface Management: Benefits & Implications Tower & Ground Control: Common view of traffic situation for Controllers Controllers can always overrule the system Minimal interactions in nominal conditions Voice communication reduced to minimum Reduced controller workload Cockpit: Pilots follow indicated route (via centerline lighting) Display of route on NAV display/efb if data link available Risk of route deviations and runway incursions considerably reduced
Follow-the-Greens Validation: Basics, Scope & Objectives Exercise Basics: Focus: Taxi-in & Taxi-out movements flight crew s perspective Partners: SEAC, ENAV (Italy), DFS (Germany) + ATRiCS & Flightdecksystems FRA layout and 2019 traffic (114mov/hr.), no traffic reduction in LVC Objectives: Demonstrate AGL capabilities on highly congested hub airport Validate specific technical parameters, esp. in LVC Validate the contribution of AGL to multiple KPAs Platform: 2 icwps (ATRiCS TPADs + TSMS) & Supervisor 2 Airbus A320 Cockpits (Flightdecksystems)

Human Factors Results AGL ( Follow the Greens ): Increases FLIGHT CREW S SITUATIONAL AWARENESS Reduces FLIGHT CREW S WORKLOAD Achieves very good USABILITY values (easy to understand and credible) Qualitative Interviews & Debriefings: Flight Crews prefer a clear indication of a stop (e.g. stop bar) Flight Crews see potential for improvement at intersections
Low-Visibility Performance Results AGL ( Follow the Greens ): Reduced TAXI TIME (>35% reduction) Reduced FUEL BURN (>40% reduction) Increased SAFETY (4 route deviations in pre SESAR, none with AGL) Increased TRAFFIC FLUENCY (>65% fewer stops) Reduced EMISSIONS (>30% reduction) Improved AIRPORT TAXI PERFORMANCE (in LVC ~100% CAVOK performance)
Next steps Pre-industrialisation readiness - assure concept is ready to be deployed - system requirements available Update respective operational concepts description - identify deployment packaging - identify needs for standardisation Validations - Follow-the-Greens: focus on ATC procedures - Vehicle Drivers: alerts and situational awareness - Air Traffic Controllers - Cockpit: datalink and moving map to be achieved within SESAR Programme until 2016
