Date: 5-14-18 (Monday) 2654 0550 Alarm 700 block McClaine St. Officers responded to an alarm at a business at this location. Officers located an unlocked door and checked the interior of the business. The building was clear and nothing suspicious found. A Responsible Party responded and secured the door. 2655 0802 Cardiac 1000 block N. Second St. Officers responded to a cardiac arrest at this location. Upon arrival, Officers found a female unconscious and not breathing. The Officers performed CPR and deployed their AED until medics arrived on scene. The female was determined to have deceased. 2658 0959 Welfare Check 1500 block Elm St. A California resident requested a welfare check on his daughter he had been unable to get in contact with. An Officer responded and attempted contact at the daughter s listed residence. No one was home and a business card was left requesting a call back. 2659 1111 Driving/Traffic 700 block McClaine St. A caller reported a red Chevrolet truck headed into town on Silverton Road. An Officer located the vehicle and made contact with the driver as it parked in the above location. The Officer explained the complaint to the driver. The driver stated he did not have anything lose in the bed of the truck and showed the Officer bags of pop cans and a lawnmower. Everything appeared to be secure. The Officer warned the driver of the violation of Operating with a Sifting or Leaking Load. No further action taken. 2660 1201 Trespass 300 block S. James St. An employee of a business at this location reported a homeless male sleeping in the brush on the business property. The caller requested the male be trespassed from the property. An Officer made contact with the known homeless male and informed him he needed to leave and not return. The male stated he understood and left. 2672 1832 Assist Other Agency-MCSO Wilco Hwy. NE/Hobart Rd. NE A driver was stopped in the above location waiting to turn left onto Hobart Road when another driver rear-ended his vehicle. The second driver stated he was distracted by using his radio when he hit the stopped vehicle. The second driver was issued a citation for Careless Driving and his vehicle was towed to his home.
2673 1833 Noise 900 block N. Second St. A neighbor reported loud music coming from this location. An Officer responded but was not able to hear any music. The homeowner was contacted and informed of the complaint and possible repercussions if there is to be loud music. 2674 1900 Area Check 100 Fiske St. A caller requested a welfare check on a female who was near the Police Department. Upon an Officer responding, the female was located walking. The female stated she was fine and did not need assistance. No further action taken. 2680 0037 Suspicious Davidson Field A caller reported a suspicious male in a black Toyota Corolla came to the callers house and started taking pictures of his car. The other male stated the caller had run him off the road a few days earlier but the caller denied this. Officers checked the area but were unable to locate the vehicle. No further action taken. Date: 5-15-18 (Tuesday) 2695 2301 Noise 1300 block Eska Way A caller reported someone banging on bongo drums in this area. Officers responded and checked the area but were unable to hear any drums or excessive noise. No further action taken. 2697 2354 Warrant 200 block Oak St. An employee of a business in this area requested a male be trespassed from the property. Upon Officers responding they made contact with Matthew Walker. Walker was found to have multiple warrants. He was placed under arrest and transported to the Marion County Jail. Date: 5-16-18 (Wednesday) 2702 0730 Trespass 300 block N. 1 st St. A caller reported a male had taken old equipment out of the business dumpster at this location. The caller stated the items taken had no reportable value. There was no damage to the property or business. The Officer reviewed the security video and was able to identify the male. The Officer then made contact with the male at his residence and trespassed him and a female from the business property. No further action taken.
2706 0950 Property Police Department A male came to the Police Department and reported he had lost his wallet at an unknown location in Silverton. The male stated he needed to file a report so he could get on the Amtrack train to return home due to having no identification after losing his wallet. No further action taken. 2713 1844 Welfare Check 600 block Hicks St. Officers assisted the Department of Human Services conduct a welfare check on a family in this area. Officers and DHS made contact with the involved parties and found that all were safe. Nothing criminal found and no further action taken. 2714 2045 Drug TNT Market Officers contacted Ashley Speasl and Christopher Davis trying to get their vehicle running at this location due to the vehicle having no tags. During the conversation, Officers noticed drug indicators and both admitted to having drugs in the car. They allowed a consent search where drugs were located. Officers confiscated 8 drug pipes and 3.4 grams of presumptive positive methamphetamine crystals. Speasl and Davis were both placed under arrest for Possession of Methamphetamine. They were released from the scene. Date: 5-17-18 (Thursday) 2726 1237 Animal Call Fairview St./South St. A caller reported an aggressive dog at large that broke through the fence at a residence in this area. Officers responded and contacted the owner of the dog. The owner was able to catch the dog and stated he would secure the fence to prevent this from happening again in the future. 2729 1914 Alarm 1700 Eska Way Officers responded to an alarm at a business in this area. They contacted an employee who stated he was closing up shop for the night and accidentally set off the alarm. 2728 1734 Motor Vehicle Accident Oak St./First St. A caller reported her vehicle was hit while parked at a business in front of this location. There was a note left with a name and phone number. Both parties were contacted and insurance information was exchanged. No citations were issued. No further action taken. 2730 2007 Suspicious Person 400 block Ike Mooney Dr. A caller reported a red Honda had been parked in the driveway of her residence for roughly fifteen minutes. The caller was not familiar with the vehicle. Officers responded but the vehicle had left. Officers were not able to locate the vehicle.
2732 2103 Violation of Stalking Order 1400 block Pine St. Lee Helstrom was placed under arrest for Violation of a Stalking Order and transported to the Marion County Jail. 5-18-18 (Friday) 2741 0928 Assist Other Agency-Mt. Angel 100 block N. Main St. Mt. Angel requested a Silverton Officer assist in searching for a subject in this area that had run from a Mt. Angel Officer. Officers located the subject in a backyard and took him into custody. The Silverton Officer assisted with the arrest and returned to the city. 2749 1601 Trespass 1400 block N. 1 st St. A male was trespassed from a business in this area after he had frequented the business, making inappropriate sexual comments to female employees. Officers made contact with the male and explained he was trespassed and he will be arrested if he returns to the business. No further action taken at this time. 2751 1721 Department of Human Services 600 block Hicks St. Officers stood by to assist DHS in removing multiple juveniles from a home in this area and place them in protective custody. Nothing criminal found at this time and no further action taken. 2754 2113 Welfare Check 900 block N. Second St. A caller requested a welfare check be completed on a family member after receiving a concerning text. Officers responded and made contact with the family member and her spouse. Officers stood by until medics were able to assist. No criminal activity found and no further action taken. 2756 2207 Welfare Check 900 block N. 2 nd St. A group of juveniles approached an Officer and stated they heard a child screaming in this area. Officers made contact with the residence and spoke to the father. The father stated his child was upset because the mother had left to go to the store. The child was smiling and appeared to be just fine. No criminal or suspicious activity found. 2755 2130 Driving Complaint C St./N. First St. A caller reported a possible drunk driver last seen pulling into the Safeway parking lot. An Officer responded and checked the area as well as the vehicles registered address but was unable to locate the vehicle.
2757 2230 Driving Complaint B St./N. Second St. A caller reported a possible drunk driver in this area. An Officer attempted to locate the vehicle but was not able to do so. The vehicle had been headed out of town and the information was relayed to Marion County Sheriff s Office to attempt to locate it. 2759 2305 Noise 200 block Division St. A caller reported a neighbor was playing loud music in this area. Officers responded to the residence and found it dark and quite. The Officers attempted contact at the residence but no one answered. No further action taken. 2760 2376 Barking Dog 60 block Denmark St. A caller reported hearing a dog barking in this area again. An Officer arrived and could hear a dog barking but found it had been taken inside the residence. The Officer told the caller to call back if the dog was outside barking again. 2761 2340 Noise Ike Mooney Rd./Pioneer Dr. While in the area, an Officer made contact with a residence having a party with loud music. The resident was warned to turn the music down and remain in compliance with the noise ordinance. The resident was compliant and agreed to keep the music down. 2762 0015 Assist Other Agency/Elude Monroe/Main St.-Mt. Angel A Mt. Angel Officer requested assistance after a male ran from the Officer. A Silverton Officer responded and assisted in searching the area. Officers attempted contact with residences in the area but were unable to locate the male. The Silverton Officer cleared the call without incident and returned to the city. 2764 0135 Suspicious/Unauthorized Entry into a Vehicle 1000 block N. 1 st St. An employee of a business in this area reported seeing a male walking around the employee vehicles. The caller thought he saw the dome light of his own vehicle turn on. The caller stated nothing was damaged or missing and he did not want to file a report. Date: 5-19-18 (Saturday) 2770 1114 Motor Vehicle Accident N. Water St./E. Main St. A call initially came in as a hit and run vehicle accident. The caller stated he saw a Chevrolet Traverse struck a parked/unoccupied white Kia Optima while turning around after driving the wrong way down Water Street. The caller stated the female driver got out of her vehicle, looked around and then left. An Officer was able to contact the driver who stated she was not aware she hit anything. The driver was cooperative and provided her insurance information. The damage was estimated under $2,500 and a crash report was not completed. The Officer attempted to
contact the Kia s owner but was unable to do so. The Officer left a business card on the Kia s windshield for contact. 2771 1300 Assist Other Agency-MCSO Rogers Wayside Park An Officer responded to Rogers Wayside Park to assist Marion County Sheriff s Office. Upon arrival, a Deputy was already on scene and had separated the parties. Silverton Officers assisted with securing the scene. 2772 1351 Suspicious 1000 block N. 1 st St. A caller reported a male was looking into his vehicle but never entered it or attempted to enter it. An Officer made contact with the male and a female. Nothing criminal was found and no action taken. 2774 1503 Property 400 block S. Water St. A female found a wallet at the library and turned it in to Police. An Officer was able to contact the wallet owner s mother and return the wallet. 2775 1655 Animal Mill St./Boedis Dr. A caller reported a group of males were working on a vehicle in a garage and had a pitbull that charged at the caller and his Chihuahua. The caller stated when he picked up his dog the males yelled at his to get a bigger dog. Upon arrival in the area, no males were found and the caller did not want contact. No further action. 2777 2015 Missing Person 300 blog Fairview St. A caller stated a female wandered off from this area and they were concerned for her safety. An Officer was able to contact the female on South Water street and reunite her with her family. Nothing criminal or suspicious found. 2779 2118 Vandalism Reservoir An Officer was checking the reservoir when he found damage to the female s bathroom. Someone had broken the women s stall door off the hinges. It appeared they smashed it against the wall until it ripped out the hinges. The Officer removed the door to ensure it did not fall on anyone. 2787 2030 Field Interview 900 block N. First St. An Officer stopped to speak with a person loitering at a closed business. The Officer contacted a known female who admitted to using the businesses WiFi as she did not have her own internet access. No crime was found and the female returned clear. No further action taken.
Date: 5-20-18 (Sunday) 2790 0726 Suspicious Welch St./Fairview St. A caller reported seeing a male take tools out of a work van that had been parked at the location for a few days. An Officer made contact with the suspected vehicle and male associated. The male stated he had just started working for the company and was sleeping in the van until he gets his first pay check and can find housing. Nothing suspicious or criminal was found. 2793 1410 Noise 800 block Ames St. A caller reported loud noise coming from a residence in this area. An Officer contacted the homeowner who agreed to keep the volume down. 2804 0423 Trespass 300 block Fairview St. An employee of a business in this area reported a female had been trespassed from the location but returned and was refusing to leave. Upon Officers arrival, the female had left. The female then called from the Police Department after hours phone. Officers responded to the Police Department and assisted in having medics respond to help the female.
