Page: 1/26 Recommendations on priorities for the EGNOS SoL geographical coverage needs across the Euromed region Prepared by Antonella Di Fazio, MEDUSA project coordinator, email: antonella.difazio@telespazio.com Background Further to the requests from the Euromed countries in relation to SoL coverage provision expressed during the 6th Euromed GNSS WG meeting (Brussels 25 September 2013) and also in occasion of the vis-à-vis discussions with the countries in the frame of the MEDUSA national workshops, MEDUSA has been requested by the European Commission to provide recommendations concerning the priorities for EGNOS SoL geographical coverage of the Euromed countries. Outcomes The recommendations are given in the form of three priorities, outlined by the MEDUSA project upon the criterion to cope with the needs of the Euromed countries for EGNOS SoL coverage, to be possibly used in the definition of a roadmap for EGNOS SoL service coverage across the Euromed region. It should be pointed out that EGNOS SoL service coverage is considered from the aviation needs perspective, and thus in relation to the need to serve a specific airdrome area, meaning that a certain country do not necessarily need to have the coverage across the whole country territory (naturally in most of the cases, EGNOS SoL coverage availability over aerodromes ensures EGNOS OS available over a larger area). Thus the priorities are defined in terms of the airports of the countries for which EGNOS SoL coverage has to be ensured in order to allow LPV operations. Methodology As above mentioned, these recommendations have been derived by the MEDUSA project considering the needs of the Euromed countries for EGNOS SoL coverage. The three priorities are based on the outcomes of the MEDUSA project s activities, in terms of: The inputs of the Euromed countries. The delegates officially nominated to represent the civil aviation domain for each beneficiary country have been asked to select their priority aerodromes, featuring favourable conditions for the implementation of SBAS based APCH procedures (in terms of achievable benefits and/or strategic reasons). The countries maturity with respect to the introduction of RNP and specifically LPV operations in terms of awareness, strategy, stakeholders readiness, institutional framework. The four necessary phases of the implementation path to be accomplished by countries for the introduction of LPV operations. As outlined by MEDUSA, such phases are:

Getting the necessary knowledge about EGNOS use and understanding/evaluating the relevant benefits (for all beneficiary countries, but for Libya, this has been done with the support of the METIS project); 2. Outlining a strategy/triggering the decision-making process in relation to the operational introduction/adoption of EGNOS (for all the countries including Libya, this is on-going with the aid of MEDUSA through specific assistance actions); 3. Establishing a bilateral International Agreement between the State and European Union/Commission (in the frame of MEDUSA, a few countries have already issued an official request to EC to start this institutional phase); 4. Negotiating and signing a Letter of Agreement (EGNOS Working Agreement EWA-like) between the country s relevant aviation body and ESSP providing a framework for the exchange of information regarding SBAS status and performance (one of the technical assistance actions undertaken by MEDUSA aims at the definition of the SES regulatory equivalence on which this Letter of Agreement will be based). Recommendations In the following the three priorities are briefly reported, the rationales for the countries/airports ranking/selection among the different priorities are detailed in the annex 1 to this letter country by country. As before detailed, the priorities are derived in terms of the airports on which EGNOS SoL coverage has to be ensured. Thus for each priority, the list of identified airports per country is provided, with relevant information: Country Airport/ICAO code RWY (runway) (Airport Reference Point, i.e. the coordinates of the airports) ID (in the maps included in the annex 2 to give a quick geographical view). Page: 14/26 Annex 1 Rationales for the countries/airports ranking/selection among the different priorities North Africa Tunisia Tunisia is showing the highest level of maturity (among the Euromed countries) in relation to the operational adoption of EGNOS in aviation, in terms of interest/strategy and commitment. The country intends to start soon: The elaboration of the PBN Plan, envisaging the widespread use of GNSS and particularly of EGNOS; The official path towards the bilateral International Agreement with the European Union/Commission (a cooperation agreement between EU and Tunisia in the field of satellite navigation is already in place since October 2012). EGNOS SoL coverage is already available today in a few airports located in the North of Tunisia. Benefitting from the support of MEDUSA, Tunisia is already evaluating the necessary steps for the publication of RNP APCH procedures specifically for the Monastir airport, where the today s EGNOS coverage makes feasible the implementation of EGNOS based operations, in particular LPV approach procedures (i.e. EGNOS SoL service performances, with regards to the APV-I performance requirements, are sufficient to enable the implementation of EGNOS based operations in line with ICAO prescriptions). Thanks to this, MEDUSA has selected Tunisia as the study case for the analysis and definition of the SES regulatory equivalence, to act as a basis for the EGNOS Working Agreement for non-eu/euromed countries (as afore specified in point 4). Thus it is expected that the Tunisia s example will drive the process for the implementation of LPV operations in the whole region. Morocco Also Morocco shows a high level of maturity in relation to the operational adoption of EGNOS in aviation. A cooperation agreement between EU and Morocco in the field of satellite navigation is already in place since December 2006. The country has already a good technical experience in relation to SBAS use gathered from EU projects (such as in procedure design, flights validation), and moreover the present PBN Plan duly considers the use of GNSS and EGNOS. In the frame of MEDUSA, Morocco is actively following the activities related to the implementation of EGNOS-based (i.e. LPV) operations together with Tunisia. In particular, Morocco is tightly looking at the Tunisia s example though for the moment there is not the intention to make an official step. Considering these points, the country needs and the geographical layout, MEDUSA foresees the deployment of EGNOS SoL coverage across Morocco in two phases: In the first phase (priority one), ensuring EGNOS SoL coverage on a few airports in the North of the country that have been selected by the country delegates; In the second phase (priority two), completing EGNOS SoL coverage on the remaining airports.

Page: 15/26 In this way, the country can follow a gradual approach towards LPV operations, firstly in the airports in the North in order to build the basis for a suitable decision-making process (also benefitting from the Tunisia s example) and then to possibly extend to all airports. is very promising for the implementation of SBAS based APCH procedures, in terms of possible benefits thanks to the traffic, typology of aerodromes with favourable conditions, etc. Yet, the country shows some difficulties primarily in the decision-making process, that slackens the path towards LPV operations. Despite this, in the frame of MEDUSA, the country has shown interest towards EGNOS and it has also expressed its needs in relation to airports expected to benefit a lot from EGNOS introduction. Moreover, some important progresses have been made by the country, one of the main triggering factors being the example of neighbouring countries (such as Tunisia and Morocco). Considering these points, the country needs and the geographical layout, MEDUSA foresees the deployment of EGNOS SoL coverage across in three phases: In the first phase (priority one), ensuring EGNOS SoL coverage on a few airports in the North of the country that have been selected by the country delegates (with the exception of the airport of Tamanrasset that has not been considered, though included in the list of the airports selected by the n delegates, due to its position in the far Southern part of the country); In the second phase (priority two), extending EGNOS SoL coverage on the airports located up to the mid of the country; In the third phase (priority three), completing EGNOS SoL coverage on the remaining airports in the South part of the country (including the airport of Tamanrasset). In this way, the country can follow a gradual approach towards LPV operations, starting from the North while benefitting from the experience of the neighbouring countries to possible support/facilitate the decision-making process. Libya Libya has a scenario for EGNOS similar to. The country has started in being involved in EGNOS initiatives only recently in the frame of MEDUSA (Libya was not included in the Euromed GNSS I/METIS), and thus has to recover this gap in terms of knowhow, awareness, benefits evaluation, etc. In the frame of MEDUSA, the country has expressed interest towards EGNOS and a strong commitment to learn and swiftly implement the necessary steps, including the official ones. Libya is about to launch the elaboration of the PBN Plan soon and it is expected to duly consider GNSS and EGNOS. Considering these points and the country geographical layout, MEDUSA foresees the deployment of EGNOS SoL coverage across Libya in three phases:

Page: 16/26 In the first phase (priority one), ensuring EGNOS SoL coverage on a few airports in the North of the country that have been selected as showing favourable conditions to give the country the opportunity to becoming familiar with LPV operations and validate the relevant benefits; In the second phase (priority two), extending EGNOS SoL coverage on the airports located up to the mid of the country; In the third phase (priority three), completing EGNOS SoL coverage on the remaining airports in the South part of the country. In this way, Libya can follow a gradual approach towards LPV operations, aimed at recovering the gap for not being involved in METIS and gathering the necessary knowledge (also benefitting from the experience of the neighbouring countries), so that to be ready for the operational introduction of LPV in the whole country. Egypt Egypt belongs to both the North Africa and the Middle East areas of the Euromed region. Although Egypt is one of the Euromed countries involved since the beginning and the aviation community is extremely interested to EGNOS, presently the country suffers from the lack of the necessary commitment at institutional level that is required for the introduction of EGNOS operations (as above detailed in points 3 and 4). Egypt has almost completed the elaboration of the PBN Plan envisaging the widespread use of GNSS. MEDUSA has gathered the needs of the aviation community in relation to airports expected to benefit a lot from EGNOS introduction. Considering these points, the country needs and the geographical layout, MEDUSA foresees the deployment of EGNOS SoL coverage across Egypt in two phases, starting from the priority two: In the priority two, ensuring EGNOS SoL coverage on the airports up to the mid of the country, also including those selected by the Egyptian aviation community; In the priority three, extending EGNOS SoL coverage on the remaining airports in the South part of the country. In this way, Egypt can develop the preparatory actions necessary for LPV operations, to be ready when EGNOS SoL will be available across the country for the possible relevant smooth adoption. Middle East Israel Israel has very favourable conditions for EGNOS use, for: Technical maturity, awareness and know-how; Promising aerodromes for the implementation of SBAS based APCH procedures; Present PBN Plan, considering GNSS (and to be updated envisaging also EGNOS as recommended by the working groups in the frame of the BLUE MED FAB project)

Page: 17/26 Institutional framework and commitment (Israel has already a cooperation agreement with EU in the field of satellite navigation, and additionally the country has also officially made the request to start the necessary institutional process, Israel is actively involved in the BLUE MED FAB project). For the above reasons, also considering the country needs and the geographical layout, ensuring EGNOS SoL coverage across Israel is considered as a priority one (also in coherence with the BLUE MED FAB that has relation with Israel and Lebanon). Lebanon Despite the low level of know-how and awareness, Lebanon is a good candidate in the area for the introduction of LPV operations: The airport of Beirut has a very promising scenario for EGNOS; The country aviation community is extremely interested; The country has the necessary institutional commitment (Lebanon has also officially made the request to EC to start the necessary institutional step). As above mentioned, the country does not show a sound technical maturity, but the Lebanese aviation community is concretely demonstrating a strong interest to learn and to consider GNSS and EGNOS in their PBN Plan to be drafted. Additionally, Lebanon is bordering the BLUE MED FAB airspace. For the above reasons, also considering the country needs and the geographical layout, ensuring EGNOS SoL coverage across Lebanon is considered as a priority one. This enables the country to develop the preparatory actions necessary for LPV operations, to be ready when EGNOS SoL will be available, and in parallel also to possibly foster Lebanon higher involvement in all BLUE MED activities. Jordan Jordan has the necessary technical maturity, awareness and know-how in relation to GNSS and EGNOS. Yet, due to the requests of the country airspace users (primarily the national carrier) and the perspective of EGNOS coverage due to the country geographical position, the interest of the country towards EGNOS is limited: Mainly for foreign aircrafts; For one airport (i.e. the King Hussein Airport in Aquaba), while for the remaining two airports the use of GBAS is presently under evaluation; To be used in the long-term. The country is presently developing a PBN Plan considering the use of GNSS and also assisted GNSS, at first primarily GBAS and EGNOS in the perspective of the necessary service coverage. Considering these points, the country needs and the geographical layout, MEDUSA foresees the deployment of EGNOS SoL coverage across Jordan in two phases, starting from the priority two: In the priority two, ensuring EGNOS SoL coverage on the King Hussein Airport in Aquaba; In the priority three, extending EGNOS SoL coverage on the remaining airports.

Page: 18/26 Syria Due to the present political situation, the only realistic recommendation that can be given is to include EGNOS SoL coverage across Syria as a priority three.
