APPROVED 7 TH SEPTEMBER 2016 BRINSLEY PARISH COUNCIL Minutes of the Brinsley Parish Council Held 6 th July 2016 In the Parish Hall, Cordy Lane, Brinsley, Nottingham At 7:00pm Present: Chairman Councillor V Wakeling Councillors T Egglestone, J Handley (Borough & Parish Council Councillor), Mrs J Page, Mrs D Sowerby (until 8:20pm), Mrs Sally Noon, Councillor Mrs. M. Topliss. 3032 Apologies for absence RESOLVED:- Apologies for absence received and accepted from Councillors B Sowerby, D Kerry, Mrs M Topliss and Miss A White. Also present were representatives from [Eastwood and Kimberley Football Club], members of the public. Clerk Sheena Trower 3033 DECLARATIONS OF INTEREST None received. 3034 MINUTES The Councillors discussed the minutes from the meeting held on 15 th June 2016 and it was agreed that the minutes should reflect a true and accurate record of the meeting. RESOLVED to make the following amendments: a) Spelling to former councillor name to be amended to Wilhardt b) Trimtrack to be amended to Trim Trail throughout the minutes c) All councillors are able to contribute to amendments to the Standing Orders d) The book relating to Stan Smith should be amended to state that the book was donated as opposed to dedicated 3035 RESIGNATION OF MEMBERS 1
The council noted the following resignations: e) Finance Committee-Councillor Mrs A White f) Neighbourhood Plan Committee-Councillor Mr B Sowerby and Councillor Miss A White g) Events Committee-Councillor Miss A White RESOLVED to accept the above resignations. 3036 TO CONSIDER THE SUSPENSION OF THE EVENTS AND FINANCE COMMITTEES RESOLVED :-to continue the Finance and Events Committees with next meeting dates to be announced RESOLVED:- that the Steering Group submit written reports in readiness for each full council meeting. Councillor Mrs J Page requested that it be noted that the Parish Council is legally bound to hold Finance Committee meetings and also wanted to stress the importance of applying for funding for the Neighbourhood Planning Group as the Committee cannot undertake any work until 4 months following the application being made. Councillor Mrs J Page also wanted it noting that there is a need for some clerical support for the Steering Group and it was agreed that this should be added to the agenda for the next meeting. It was also discussed whether there is a need for a separate Neighbourhood Planning Committee and it was agreed that this should be added to the agenda for the next meeting. Standing Orders were suspended to allow Members of the Public to speak:- 3037 PUBLIC PARTICIPATION PERIOD Commemorative coin-a resident addressed the Council regarding the coins that were provided to children of Brinsley Primary School and that this was unfair to other children in the village that did not attend Brinsley Primary School. Eastwood & Kimberley Football Club addressed the meeting to express an interest in hire of the Parish Council sports facilities and to support development of the same. RESOLVED:-that forms would be sent out with the newsletter for parents to complete and return for any other children living in Brinsley wishing to have a coin up to the age of 18. Brinsley Pavilion Café-a resident advised that he had attended the Café and thought it was very good The Chairman extended appreciation to the members of the public for attending the meeting. 3038 NOTTINGHAMSHIRE CONSTABULARY REPORT PCSO Keeley attended and provided the following details: h) Crime figures from 05.05.16 to date show 7 reported crimes as opposed to 41 for the same period last year i) 6 victim based crimes, one violence against a person without injury j) No robberies 2
k) 1 vehicle theft compared to 4 for the same period last year. This involved power tools being stolen from a van on Broad Lane l) 1 bike stolen from outside Brinsley chip shop m) Miscellaneous crimes-3 instances of antisocial behaviour as opposed to 13 for the same period last year these were: i) 1 x noisy party ii) Teenage boys at the village bowling green threw a large boulder (no injuries or damage) iii) Male threatened members of the council at the Parish Hall n) Instances at Vine Cottage near the Headstocks of school children trespassing, entering the property, stealing items and causing damage. These incidents have been continuing since May 2016 and they are endeavouring to patrol the area. PSCO Keeley advised that due to continued shortages, it is probably that they will only be able to attend 2 meetings per year moving forward and will probably attend again in January 2017. In the interim period it is possible to check crime incidents on the website www.police.uk. The Council extended appreciation for PCSO Keeley attending the meeting given the current stretched circumstances. 3039 NOTTINGHAMSHIRE COUNTY COUNCIL REPORTS Councillor Mr J Handley addressed the meeting confirming that he had attended a session on fracking and confirmed that there were 2 planning applications for this although they were situated in the north of the area and should not affect Brinsley or the surroundings areas. 3040 BROXTOWE BOROUGH COUNCIL REPORTS Councillor Mr J Handley addressed the meeting on the following: o) Broxtowe Borough Council are currently considering some next steps regarding hate crimes p) Further details regarding Neighbourhood Planning workshops should be forthcoming shortly q) Query regarding the bus stop outside the chip shop as this is now quite exposed and there is no seating provided 3041 FOOTPATH WARDEN REPORT No report received although noted that the next planned walk was schedule for 18 th July 2016. 3042 NEIGHBOURHOOD WATCH REPORT No report received 3043 TO RECEIVE REPORT OF CHAIRMAN r) Tree planting-councillor Handley to confirm location for this s) Stan Smith book a proposal of 200 was put forward towards publishing costs, Councillor Mrs J Page confirmed that she would speak to Russell Press and look at whether the cover 3
should be colour as opposed to black and white. Also must check with Sheena Trower whether subscription has been renewed. t) 2 nd Brinsley and Underwood Scout Event 18 July 2016-Councillor Mrs V Wakeling attending u) Broxtowe Borough Council Annual Meeting 28 July 2016-Councillors Mrs V Wakeling, Mrs D Sowerby and clerk Sheena Trower to attend v) Broxtowe Annual Civic Service 25 September 2016- Councillor Mrs V Wakeling to attend w) Pavilion door in poor condition-1 quote received for 198 plus VAT which will be a fire door, painting of the door would be an additional 90 3044 PARISH COUNCIL VACANCIES It was reported that three vacancies were available on the Parish Council following the resignations of:- a) Former Councillor P Hill b) Former Councillor P Woollam c) Former Councillor J Wainwright It was noted that the above positions had been advertised in the Parish newsletter. 3045 REPORTS FROM OUTSIDE BODIES a) Nottingham Constabulary Cluster Meetings-written report provided b y Councillor Mr D Kerry although Councillor Mr D Kerry not present b) Greenwood Forum Presentation 11 th July 2016-Councillor Mrs V Wakeling attending c) Scouts Association-Councillor Mr B Sowerby not present at meeting 3046 NEIGHBOURHOOD PLAN Steering Group report-full report and list of items needed to be circulated by Councillor Mrs J Page, summary of main points being: a) Urgency to submit funding application, must be done 4 months prior to work being carried out and will be approximately 10 weeks before a response is received b) Council needs to consider expenses already incurred by the Steering Group c) A draft neighbourhood plan must be submitted within 12 months of making the application d) Need for public liability insurance for members of the group and for members attending external places-perhaps check whether possible to extend the cover already in place with the Council to cover this e) Need to obtain an ordinance survey map f) Possible need for legal services g) The need to hold a Finance Committee meeting urgently to discuss the budget h) The need for clerical assistance Neighbourhood plan committee-the need for a distinct Neighbourhood Plan committee was discussed. Councillor Mrs J Page expressed concerns over this Committee and believed that the Committee was necessary. It was agreed that this should be added to the agenda for the next meeting. 4
Bimby event-no on attended 3047 FINANCIAL REPORT No comments were made 3048 BAR LICENCES None 3049 CLERK AND PREMISES REPORT Clerk not present. 3050 PLANNING MATTERS It was noted that there were no further details available relating to the proposed car port for Hall Lane 3051 CLERK REPORT WEDNESDAY 6 th JULY 2016 a) Facilities for the Youth of Brinsley RESOLVED: this would be too expensive b) Hiring of Parish Hall-noted that the hall had several regular booking and ongoing enquiries c) Children s activities the cost for this event will be borne from the Youth Account d) Correspondence received from Councillor Page: RESOLVED:- That the following items be added to the agenda for the next meeting: a) The recording of council meetings and the availability of the recording equipment b) The process for requesting items to be added to agendas prior to meetings taking place c) Costs incurred for the picnic in the park and 40s event There being no further business, the Chairman closed the meeting. 5
