HILGAY PARISH COUNCIL Draft minutes of the Parish Council meeting held on Thursday 5 th March 2015 7.00pm in Hilgay village hall. Before the Parish Council meeting commenced Dr. Clive Bond, Chairman of the West Norfolk & Kings Lynn Archaeological Society gave a short presentation about the Society. The society is in the initial stages of planning an archaeology investigation in the Ouse washes to the South of Downham Market. The project will focus on the parishes of Denver and Hilgay. Dr. Bond would like to organize training field work events, field walking and test sites in the Parish. It is hoped that families, small groups and young people will become involved and keen to learn about the local historic archeology. There is a festival weekend planned for late July/early August. Proposer: Cllr C Wills 2 nd : Cllr A Hall. Declarations of interest Members are invited to declare personal or prejudicial interests in items on the agenda. It is a requirement that declarations from a member include the nature of the interest and whether it is personal or prejudicial. None declared. Chairman s reports/updates Mr. A Ball requested permission from the Parish Council to start up a canoe club at Hilgay River and would like the use of the toilets and facilities at River Field. Parish Council was happy to allow the use of facilities. The Council was assured that the club/coaches would hold correct insurances for the activities planned. It is hoped that a club will be started on Saturday mornings, available for all children in the county. The light on the pole at the bridge (Bridge Street) has been removed. Amey have assured the Council that this is not a light which belongs to Norfolk County Council. Cllr A Hall gave a brief report on Denver complex visioning study following a recent workshop attended. The Visioning Study is looking at how to improve the Denver Complex as a waterway destination for both local people and visitors and enhance their understanding of its functions, its history and its importance. A number of improvements and activities on both land and water for a wide range of visitors and users, including people from local communities were proposed. Page 1 of 5

All Councilors have now have received their nomination papers for elections. Maintenance reports/updates The metal spikes/up stands from the old rocking horse are still awaiting a top. Cllr G Carter to organize as a matter of urgency. All recycling bins have now been removed from the recycling centre but there is a lot of rubbish which has been dumped there. It was proposed to hire a skip for a short time to enable this rubbish to be cleared as well as the old concrete bin on the field to be removed. Proposer: Cllr P Bates 2 nd : Cllr A Hall Cllr C Wills and Cllr R Houghton will organize this. People have been seen dumping rubbish on the area near the cemetery, this area will be cleared and the rubbish burnt. Anybody reported dumping rubbish may be liable for prosecution. It has been reported to the Council that people are allowing their dogs to run loose in the old cemetery, and there is now a problem with dog faeces in this area. Cllr A Hall has rechecked the water meter at the River Field which remains the same as the previous reading, suggesting there are no leaks at this site. Anglia water has now reviewed the estimated bills and they have been reduced accordingly. Another request has been received to have the path which runs behind the allotments to the telephone box maintained and cut. Cllr G Carter, Cllr P Bates and Cllr C Wills will look at this area to see what can be done. The rear fence around the playing field at Ten Mile Bank is falling over, Clerk will write to school. The Fit Together walks range from a Grade 1 beginners walk through to a Grade 3 for those looking for something more challenging. All walks are free. Participants are asked to complete a short health questionnaire before the start of the walk and should arrive 15 minutes early. Walk programs are available from libraries, council offices and doctors surgeries. They are also available to download at www.activenorfolk.org/fittogether Norfolk County Council is holding a street lighting workshop in March to cover topics such as: Legal responsibilities, lighting issues and future developments and maintenance and energy options. Ouse washes Hidden Stories Project: Workshop to explore opportunities for discovering and exploring the history, heritage and countryside of the Ouse Washes. Workshop to be held 17th March 2015 6-8pm Nordelph Parish Hall. RSVP required 13th March. Grants are available for up to 2000 for groups or individuals whose project ideas have clear public benefits and support the OWLP objectives. The community projects would also be involved in the sensational OWLP event of the year Ousefest, a whole fortnight of thrilling local events planned for 20th July 2nd Aug 2015. Various grants available from Norfolk Community Foundation. Trade refuse collection service available 2015/16, prices available to view. Norfolk association of Local Councils has announced new pay scales for 2014-15 to be implemented from 1st January 2015 and a non-consolidated one-off payment for employees on SCP 5-49 in December 2014. West Norfolk Sports Council in partnership with Alive Sports Development wishes to appoint a Village Sports coordinator. The post will receive 300 per annum in addition further funding agreed projects may be available. Appointed coordinators will encourage the development of sports in their village/rural area. No objections raised to the development but concerns were raised regarding the owls which are present at this site and it is hoped that alternative nest sites will be provided. 15/00270/F: Construction of outbuilding at 1 Chapel Row Hilgay. Clerk reviewed insurance renewal with Cllr C Wills; all equipment correct. Matters requiring attention Council agreed to appoint Ms. Stubbins to carry out the internal auditor. Quotes received for grounds maintenance of the River Field and playing field was discussed and it was agreed to appoint CGM Group to carry out the work. It was also agreed, subject to the Councils satisfaction with the work, a 3 year contract be signed with CGM. The prices will remain the same for the period of the contract. Proposer: J Evans 2 nd : C Dawe The Parish Council discussed the purchase of a computer for the Clerks use. It was agreed that a computer will be purchased by the clerk up to a maximum of 500.00. Clerk will look at different computers and suppliers to get a competitive price. Proposer: Cllr C Wills 2 nd : Cllr J Evans Matters requiring attention to be brought forward to the next meeting of the Parish Council. These issues have been raised by the Council to be addressed at the next meeting of the Parish Council; no decisions will be made by the Council at this meeting. A suggestion was put forward that the Council purchase another dog waste bin in Hilgay. Prices will be discussed at the next meeting. Cllr C Wills proposed a salary increase for the Clerk. A review on what if any maintenance can be carried out on the footpath behind the allotments. There is no bus stop sign at the stop opposite the war memorial. The New Row sign is currently not fixed; it is lying on the path. Page 4 of 5

Dog waste is being left in bags at West End instead of being taken home or disposed of in the correct bins. It was suggested that there is a supply of walk and bridle path maps available at sites around the village to encourage people to use the correct routes. Cllr M Storey gave a brief update: Members of Norfolk County Council on 16th February 2015 agreed a budget for the year ahead and to freeze the Authority s share of council tax. The net revenue budget of 318.428m for 2015-16 included a proposal by County Council Leader George Nobbs to invest 100,000 to delay the implementation of a reduction in the amount the Council spends on transport for people using Adult Social Care services. The amendment that was agreed will see a proposed 500,000 efficiency saving for 2015/16 returned into the Adult Social Services budget, and recycling centre hours and related charges returning for discussion to the council s Environment, Development and Transport Committee. Incinerator for Norfolk is now not on the current agenda. Public comments/questions No decisions will be made by the Council; matters will be put forward to the next meeting of the Parish Council for discussion. Members of the public were concerned with the speed at which some vehicles travel through Hilgay and requested a flashing speed sign was made. More information on the PCSO partnership scheme was requested. Cllr M Storey informed the Council that another local parish is looking into this scheme and is investigating the possibility of involving 5 other parishes to share a PCSO. Clerk will gather information for the next meeting.
