This event will be conducted with the support of an ICAO Special Implementation Project (SIP) approved at the end of 2012 by the Air Navigation Bureau in Montreal. ICAO is currently in a transition phase turning paper-based, data collection and reporting processes into a set of tools designed to support the implementation of the global strategies, including the Global Aviation Safety Plan (GASP) and the Global Air Navigation Plan (GANP). To that end and as a response to the Member State s evolving needs, a digital ecosystem of over 200 web sites and a few dozen databases supporting activities related to safety, air transport and air navigation, were produced at ICAO in the past two decades. The digital eco-system entailing a myriad of various types of applications was produced to meet specific ICAO-centric immediate needs, such as creating a web site for a particular study group or to support an ICAO data set such as the list of location indicators or the ICAO Statistics Programme. However, as recognized at the 37 th Session of the Assembly, the ICAO-centric approach was cumbersome, mostly manual and costly. To resolve these undesired effects of the ICAO-centric approach to data management, it was found that a transformation to a user-centred approach was necessary. To that effect, over the last three years, ICAO has taken significant steps towards becoming more user-centric. Within the activities developed, the following achievements in the implementation of the data management tool implementation, and to be the subject of this event, are worth mentioning: Av. - 2 - a) Launching of a platform that would become the single entry point for all Air Navigation related data at the Twelfth Air Navigation Conference (available at http://portal.icao.int/space). b) Implementation of the electronic air navigation plan (eanp); c) Creation of the Frequency Management Tool; and d) Creation of a web-based system which groups together different safety-related datasets and allows for effective integrated safety analysis called istars (available at the secure portal https://portal.icao.int/istars). The objective of these tools is to support States in the planning of air navigation and safety systems, provide information so users are always aware of the most current aviation situations and trends (including reports and alerts), permit communication and cooperation among States, and support in the taking of decisions. The event is mainly aimed for professionals in chart of air navigation systems planning. The participants will be receiving information and practicing with the following tools and data bases: SPACE, eanp, Frequency Management Tool), GIS service and istars. The event will be dictated by an ICAO expert directly involved in the design of these tools. I am, therefore, pleased in inviting your Administration to participate, informing this Office of your representatives no later than 25 October 2013. The tentative agenda, information paper containing general topics, as well as the registration form, are included as Attachments A, B and C, respectively. The documentation will be published in the ICAO SAM Office website: http://www.lima.icao.int. No documentation is foreseen for distribution during the event; therefore, it is recommended that participants bring a lap-top, or print the related documentation. The event will be carried out in Spanish and English, with simultaneous interpretation services.
