Meeting Open Honorary Secretary Mr Jacky Wu declared the 16th Annual General Meeting (AGM) of the Institution of Civil Engineers, Hong Kong Association (ICE HKA) opened at 6:20pm. 2. Confirmation of the Minutes of the 15th AGM held on 1 June 2016 2.1 Mr Jacky Wu invited members for comment on the draft minutes of the 15th AGM held on 1 June 2016. There being no comment received, Mr Jacky Wu invited proposer and seconder to adopt the draft minutes. Page 1 of 5

2.2 Mr CM Lee (FICE) proposed and Mr Gerry Tucker (FICE) seconded the motion to adopt the draft minutes of the 15th AGM. As there was no objection from members, the draft minutes were adopted as true record of the 15th AGM of ICE HKA. 3. Adoption of Chairman s Report for Session 2016-17 3.1 Chairman Ms Eva Kong welcomed all to the 16th AGM of ICE HKA. She thanked all committee members and Regional Support Team for their efforts in the 2016-17 session. 3.2 Ms Eva Kong presented the Chairman s Report and highlighted the followings in the 2016-17 session:- a) The number of ICE members in Hong Kong had increased to more than 5,700 in this session. b) 96 events had been organised, including conference, breakfast forums, seminars, site visits and social functions. About 6,000 participants had attended these activities. Details of the activities were summarised in Appendix A of the Chairman s Report. c) ICE HKA had three new events in this session as detailed in the Chairman s Report: 1) 10,000 Steps Challenge, 2) Family Visit to T-Park and 3) ICE Board Game Design Competition. Details of the activities were summarised in Appendix A of the Chairman s Report. d) Continuing with last year s One Belt One Road delegation to China, a delegation to one of the Belt and Road countries, Malaysia, was organised in December 2016. With the assistance of ICE Malaysia, delegates had opportunities to meet the Institution of Engineers Malaysia and engineers and students in Kuala Lumpur. Delegates also visited one of the major infrastructure developments in Kuala Lumpur, Klang Valley MRT and other infrastructures in Kuala Lumpur. e) Presidential Visit ICE President Professor Tim Broyd visited Hong Kong from 11 to 14 January 2017. He delivered his speech on Engineering a Digital Future. During his visit, the President met the ICE members, key local influencers, decision-makers and university researchers. He also visited the Hong Kong Express Rail Link West Kowloon Terminus project. f) In addition, an Innovations and Digital Technology Forum had been organised jointly by ICE HKA and the Construction Industry Council HK. It served as a platform for high-level exchange and in-depth discussion by industry stakeholders on the application of innovative technology and digital engineering. 17 subject experts were invited to the Forum and positive feedback was received. g) In April 2017, Annual Conference Strengthening Competence and Competitiveness for Internationalisation of Hong Kong s Construction Industry, which was themed around the One Belt One Road, had been successfully organised with 269 participants. The conference covered well-balanced topics from contractor s, professional services and client s perspectives,, on legal risks and market opportunities and was well received by the audience. h) ICE 200 The ICE was established on 2nd January 1818. Thus, in 2018 the Institution will celebrate its bicentenary. In this session, ICE 200 Planning Subcommittee was set up to plan our programme ahead. A business plan had been submitted to ICE headquarters for information. Organising committees had been formed and preparation work was in progress. 3.3 Chairman expressed her sincere gratitude to all members for their support to the ICE HKA activities and thanked s and Regional Support Team for their contributions to the success of these activities. 3.4 Mr Jacky Wu invited comments from members. As there was no comment raised, he invited proposer and seconder to adopt the Chairman s Report for 2016-17. Mr YC Lam (FICE) proposed and Mr Nigel Mattravers (FICE) seconded the motion to adopt the Chairman s Report of session 2016-17. As there was no objection from members present, the motion was adopted. 4. Adoption of Annual Financial Report 2016 4.1 The Honorary Treasurer Mr Louis Wong presented the Financial Report on the Reserve Fund for Financial Year 2016. He explained the background of the Reserve Fund to members that before 1 January 2009, ICE HQs had allocated annual funding for ICE HKA to organise activities. With ICE HKA s good financial control, the spending was kept under budget and the surplus fund was kept in the ICE HKA bank account. Starting from 1 January 2009, ICE HQs had changed its policy in funding all overseas branches including ICE HKA by reimbursing expenses for each activity. With the agreement of ICE HQs, the money that remained in ICE HKA bank account on 31 December 2008 became a Reserve Fund under ICE HKA s management. Mr Louis Wong reported that the balance in the bank statement as of 31 December 2015 was HK$786,514.60. The total income in 2016 was $291,370.99K and the total expenditure in 2016 was $158,364.17. The majority of the income in 2016 was coming from the donation from corporations / individuals for ICarE project for Huaji Water Supply and the donation to ICarE from 2016 annual dinner, under the Caring Engineering account. In summary, the amount carried forward to 1 January 2017 as in the bank statement was HK$919,521.42. The compositions and transactions were summarized in the AGM paper. He further reported that the Financial Report for 2016 had been audited by Mr Kenneth Lau and Dr John Luk. It was noted that the service of Mr Kenneth Lau and Dr John Luk as Honorary Auditors for Financial Year 2016 was greatly appreciated. 4.2 Mr Louis Wong further presented 2016 ICE HKA Actual Expenses which had been audited by an external accountant and was provided in the AGM for information only. The total net expenditure for 2016 was HK$629,493.60, within the total budget of HK$728,554.60. 4.3 There being no further comment or enquiry received, Mr Jacky Wu invited proposer and seconder to adopt the Annual Financial Report 2016. Dr Eric Li (FICE) proposed and Mr Paul Appleton (MICE) seconded the motion to adopt the Annual Financial Report 2016. As there Page 3 of 5

was no objection from members present, the Annual Financial Report 2016 was adopted. 5. Appointment of Honorary Auditors for Year 2017 Mr Jacky Wu advised that the ICE HKA Committee had invited Mr Kenneth Lau and Dr John Luk to serve as Honorary Auditors for ICE HKA for the year 2017. Mr CM Lee (FICE) proposed and Dr Derrick Pang (MICE) seconded the motion to appoint Mr Lau and Dr Luk as Honorary Auditors for year 2017. During this session, we have organised a total of 121 events, with ICE HKA being the supporting organisation for another 18 events. The total number of participants in our events was over 7,200. These events are summarised in Appendix A. To commemorate the bicentenary, ICE HKA has launched a programme of flagship events aimed at enthusing the profession, enhancing our public image and inspiring the next generation. The highlights are presented below: (a) Innovation Summit on Transform and Protect Lives, which featured many world renowned experts sharing their knowledge and insights with some 300 delegates. The Honourable Mrs Carrie Lam, Chief Executive of HKSAR Government, gave the opening address as the Guest of Honour. Professor Lord Robert Mair, ICE President, delivered a Special Address and highlighted the importance of application of emerging and advanced technologies by the civil engineering profession to support smart infrastructure.. (b) ICE 200 Distinguished Lecture was delivered by Dr Robin Sham, CBE, and Dr Ana Ruiz-Teran from Imperial College. They gave an interesting and intellectually stimulating talk on the topic There is no bridge too far. Mr Andrew Heyn, British Consul-General to Hong Kong and Macao, gave the opening address as the Guest of Honour. (c) Public exhibition of the world-record ICE LEGO suspension bridge. The Honourable Mr Matthew Cheung, Chief Secretary for Administration, was the Guest of Honour for the Grand Opening Ceremony. Some 80 students from 8 schools contributed to pre-assembling the bridge components. The LEGO bridge was displayed to the public in ELEMENTS for one month and attracted more than 10,000 visitors along with extensive social media coverage. (d) ICE 200 Board Game Design Competition, which attracted more than 300 participants and 26 entries from a wide spectrum of background including secondary school students, university students, civil engineering consultants and contractors, planners, board game cafes or producers, and individual participants of the general public. (e) Masterclass for Tomorrow s Global Leaders - over 100 students from 19 local and international schools plus 5 tertiary institutes attended, with Lord Robert Mair, President of ICE, as the keynote speaker. (f) ICE 200 Shaping Our Future City Campaign, which comprises a series of technical visits, workshops and competition targeting about 50 high schools students from 9 schools. Other Highlights Other special highlights of the session include the following: (a) ICE President Lord Robert Mair visited Hong Kong from 10 to 14 January 2018. He delivered a speech and met members and guests at the Presidential Reception. During his visit, he also met and addressed local captains of industry, policy-makers, British Chamber of Commerce Construction Group, the CIC Innovation and Technology Application Centre, the British Consulate General, visited a number of signature project sites. (b) A special technical seminar series entitled New Advances in Civil Engineering featured various esteemed speakers covering topical issues. (c) An UK delegation comprising around 30 practitioners visited signature sites and The University of Cambridge and attended Lord Mair s Presidential Address at ICE Headquarters building. (d) Our flagship Caring Engineering Group, ICarE, which provides a platform for our members to use engineering skills to help the needy, are tendering technical support to a number of projects in conjunction with several other community service groups and NGOs. Financial Situation The Financial Report prepared by the Honorary Treasurer, Mr Louis Wong, was audited by our Honorary Auditors Mr Kenneth Lau and Dr John Luk on 7 May 2018.
