7. NEW BUSINESS A. REQUEST RECOMMENDATION TO DEDICATE A BENCH IN MEMORY OF CAROL ANN EDELMAN. Dana Riley presented Staff Report Item 7A for review and consideration by the Parks and Recreation Advisory Commission on behalf of Ron Bachman. Staff received a request from Ron Bachman to dedicate a bench in memory of Carol Ann Edelman. The selected bench is located on the Lake Merritt walking path across from the Scottish Rite Center and is adjacent to the bench dedicated to Dean Galloway. The dedication plaque will read: Carol Ann Edelman 1937-2018 Truly Beautiful Inside and Out Motion: Commissioner Kadera-Redmond entertained a motion to approve the plaque language as written for dedication of a bench in memory of Carol Ann Edelman. Moved by: Commissioner Aikens. Second by: Commissioner Cole. Vote: Yes Aikens, Cole, Ha, Kadera-Redmond, Moore, Reilly, Wolfson Motion: Passed. B. REQUEST FOR APPROVAL TO DEDICATE A BENCH TO WILLIAM PATRICK HARWOOD. Michelle Doppelt presented Staff Report Item 7B for review and consideration by the Parks and Recreation Advisory Commission on behalf of Ms. Helen Anderson and Family. Staff received a request from Ms. Helen Anderson and Family to add an additional plaque to the bench already dedicated to her daughter, Antoinette Anderson. The additional plaque is dedicated in memory of Antoinette s husband, Patrick, and will be place below hers on the bench located by the Rotary Nature Center Playground along the Lake Merritt path. The plaque will read: William Patrick Harwood May 18, 1964 - Feb. 24, 2018 Friend and Family Motion: Commissioner Kadera-Redmond entertained a motion to approve the plaque language in memory of William Patrick Harwood as written and for placement so described on the bench located by the Rotary Nature Center Playground along the Lake Merritt path. Moved by: Commissioner Cole. Second by: Commissioner Aikens. Vote: Yes Aikens, Cole, Ha, Kadera-Redmond, Moore, Reilly, Wolfson Motion: Passed. 2

REQUEST TO ALLOW CARIBELINQ OMNIMEDIA LLC TO COLLECT VENDOR REGISTRATION FEES AND FOR VENDOR SOLICITATION OF FEES FOR FOOD CONCESSIONS AND SALES OF GOODS AND WARES AT OAKLAND CARNIVAL AT MOSSWOOD PARK ON JUNE 2, 2018. Erin Burton presented Staff Report Item 7C for review and consideration by the Parks and Recreation Advisory Commission on behalf of CarebelinQ Omnimedia. Staff received a request from CarebelinQ Omnimedia to collect revenue from concessionaires, vendors, registrations fees, and merchandise sales at their June 2, 2018 Oakland Carnival at Mosswood Park. The event is culturally diverse and will feature food, music, drumming and more. 2018 will mark the fourth year CarebelinQ Omnimedia has hosted the event at Mosswood Park. In Accordance with Oakland Municipal Code Section 12.64.080, approval from the Parks and Recreation Advisory Commission is required to collect revenue in City of Oakland parks and park facilities. Motion: Commissioner Kadera-Redmond entertained a motion to approve the CarebelinQ Omnimedia request to collect revenue as written at the Oakland Festival on June 2, 2018 at Mosswood Park. Moved by: Commissioner Aikens. Second by: Commissioner Wolfson. Vote: Yes Aikens, Cole, Ha, Kadera-Redmond, Moore, Reilly, Wolfson Motion: Passed. D. REQUEST APPROVAL TO ALLOW THE OBSESSIVE-COMPULSIVE FOUNDATION/SAN FRANCISCO BAY AREA TO COLLECT ONSITE REGISTRATION FEES AND DONATIONS AT THEIR WALK/RUN ON SATURDAY, JUNE 9, 2018, 9:30AM-12:00PM AT THE LAKE MERRITT AMPHITHEATRE. Zermaine Thomas presented Staff Report Item 7D for review and consideration by the Parks and Recreation Advisory Commission on behalf of the Obsessive-Compulsive Foundation San Francisco Bay Area. Staff received a request from the Obsessive-Compulsive Foundation San Francisco Bay Area to collect onsite registration fees and donations at the Walk/Run event on June 9, 2018 at the Lake Merritt Amphitheatre. 3

In Accordance with Oakland Municipal Code Section 12.64.080, approval from the Parks and Recreation Advisory Commission is required to collect revenue in City of Oakland parks and park facilities. Motion: Commissioner Kadera-Redmond entertained a motion to approve the Obsessive- Compulsive Foundation San Francisco Bay Area request to collect revenue as written at the Walk/Run event on June 9, 2018 at the Lake Merritt Amphitheatre. Moved by: Commissioner Ha. Second by: Commissioner Moore. Vote: Yes Aikens, Cole, Ha, Kadera-Redmond, Moore, Reilly, Wolfson Motion: Passed. E. REQUEST APPROVAL TO ALLOW SELF-eSTEM TO COLLECT DONATIONS, SELL RAFFLE TICKETS AND HOST A LIVE AUCTION AT THE JACK LONDON AQUATIC CENTER ON SATURDAY, JUNE 2, 2018. Zermaine Thomas presented Staff Report Item 7E for review and consideration by the Parks and Recreation Advisory Commission on behalf of SELF-eSTEM. Staff received a request from SELF-eSTEM to collect donations, and raffle tickets and live auction proceeds at their fundraiser on June 2, 2018 at Jack London Square. SELFeSTEM teaches young women of color between the ages of 7 and 17 science, technology, engineering and mathematics to build self-esteem. In Accordance with Oakland Municipal Code Section 12.64.080, approval from the Parks and Recreation Advisory Commission is required to collect revenue in City of Oakland parks and park facilities. Motion: Commissioner Kadera-Redmond entertained a motion to approve the SELF-eSTEM to collect revenue as written at the June 2, 2018 fundraiser at the Jack London Aquatic Center. Moved by: Commissioner Aikens. Second by: Commissioner Reilly. Vote: Yes Aikens, Cole, Ha, Kadera-Redmond, Moore, Reilly, Wolfson Motion: Passed. 4

REQUEST APPROVAL TO ALLOW OAKLAND S VERY OWN PERMISSION TO SELL FOOD AND BEVERAGES, AND TO ALLOW VENDORS TO SELL MERCHANDISE AND OTHER ARTISAN WARES AT LAKE FEST ON SATURDAY, JUNE 23, 2018 FROM 11:00AM-7:00PM AT THE LAKE MERRITT SAILBOAT HOUSE AND PARKING LOT. Zermaine Thomas presented Staff Report Item 7F for review and consideration by the Parks and Recreation Advisory Commission on behalf of Ron Bachman. Staff received a request from Oakland s Very Own to sell food and beverage, and to allow other vendors to sell merchandise at Lake Fest on Saturday, June 23, 2018 at the Lake Merritt Sailboat House and Parking Lot. The event will feature music, a kid s zone, food and art and the talent young entrepreneur, trend setters and old school innovators. In Accordance with Oakland Municipal Code Section 12.64.080, approval from the Parks and Recreation Advisory Commission is required to collect revenue in City of Oakland parks and park facilities. Motion: Commissioner Kadera-Redmond entertained a motion to approve the Oakland s Very Own request to collect revenue as written at the June 23, 2018 Lake Fest at the Lake Merritt Sailboat House and parking lot. Moved by: Commissioner Cole. Second by: Commissioner Wolfson. Vote: Yes Aikens, Cole, Ha, Kadera-Redmond, Moore, Reilly, Wolfson Motion: Passed. G. REQUEST THE PARKS AND RECREATION. ADVISORY COMMISSION REVIEW AND ACCEPT THE INFORMATIONAL REPORT FROM THE OAKLAND LAWN BOWLING AND CROQUET CLUB. Zermaine Thomas presented Informational Report Item 7G for review and consideration by the Parks and Recreation Advisory Commission on behalf of the Oakland Lawn Bowling and Croquet Club. The Oakland Lawn Bowling and Croquet Club informed the Commission of their preparation for the U.S. Croquet Association Western Regional Tournament scheduled to take place at Lakeside Park on August 21-25, 2018 and the 2019 Bowls USA National Tournament to be hosted by Bay Area Clubs. The Commission received information regarding programs for families and were encouraged to attend. The Club also offered to make regular financial reports. 5

Oakland Parks and Recreation staff offered to help promote the Oakland Lawn Bowling and Croquet Club through social media and other resources. Motion: Commissioner Kadera-Redmond entertained a motion to accept the Informational Report presented by the Oakland Lawn Bowling and Croquet Club. Moved by: Commissioner Aikens. Second by: Commissioner Wolfson. Vote: Yes Aikens, Cole, Ha, Kadera-Redmond, Moore, Reilly, Wolfson Motion: Passed. 8. PLANNING AND CONDITIONAL USE PERMITS None 9. COMMITTEE AND/OR ADVISORY COUNCIL UPDATES Commissioner Aikens: Participated in a walking tour of Arroyo Park with residents. Observed broken pipes on the grounds and sited the condition as a public safety hazard. A subsequent report was made to Oakland Public Work through See, Click, Fix. Commissioner Cole: Reported that the Naming Task Force scheduled a meeting to take place on April 18, 2018. The Lawn Bowling staff offered their location as a venue for the meeting. Their offer was accepted. Commissioner Reilly: Attended a Rotary Nature Center (RNC) community meeting on Saturday, April 7, 2018 at the Studio One Arts Center. Staff informed the PRAC that the purpose of the meeting was to update the community on the status of the site and to receive feedback and comments on the future of the RNC. The RNC Team will accept proposals through the end of April 2018. The meeting was hosted by Director Williams and Karis Griffin and lead by Strategist Alan Briskin. 10. ANNOUNCEMENTS AND COMMUNICATIONS Commissioner Reilly requested a town hall meeting to be held in May for reviewing Oakland Municipal Code (OMC) language related to park rules and to provide the previous community participants the opportunity to make comments. The item will be heard at the May 9, 2018 meeting of the PRAC. 11. DIRECTOR S REPORT None 6
