CITY OF NORTH LAUDERDALE PARKS AND RECREATION DEPARTMENT TO: FROM: BY: Mayor and City Commission Ambreen Bhatty, City Manager Michael Sargis, Parks and Recreation Director DATE: May 29, 2012 SUBJECT: New Turf - Jack Brady Sports Complex Field 4 and Highland Park As you know, the year round participation in the City s Parks and Recreation programs is usually steady and in some cases, continues to increase. This year, we saw a slight increase in youth soccer and a slight decrease in youth baseball; all other recreation programs continue to be well received by the public. Please be advised that program surveys indicate that this drop is mostly a result of economics and not due to customer dissatisfaction. The main facilities that host youth and adult programs are the Jack Brady Sports Complex and Highland Park. Along with the use of the fields by the organized programs, the Sports Complex is used heavily by Somerset Prep, City run afterschool program, City day camps and neighborhood kids/adults looking for a safe and secure place to play. The turf at the Sports Complex is Bermuda Turf, which usually has a life expectancy of 10 to 15 years, is approximately 25 years old and has only been re-sodded in small areas over the years. Last year, fields 2 and 3 of the Complex were re-sodded and this year staff is proposing to do field 4 and Highland Park Soccer Fields. This project, which is planned for the 2012 summer includes, re-grading and sodding approximately 101,100 square feet of sod with certified Bermuda sod, laser leveling, and preplant fertilization at the Jack Brady Sports Complex (Field 4) and Highland Park Soccer Fields. Please be advised that these facilities will be closed during this time so that the work can be completed and the sod can set properly before the start of the new sports seasons. At tonight s meeting, we are seeking Commission s approval to award the project in an amount not to exceed $85,000 to Sports Turf One, Inc. Sports Turf One is the leader in design, construction and maintenance of athletic fields. Currently, Sports Turf One has an existing contract with the City of Dania Beach to provide the same project at CW Thomas Park Football Field Award # 2012-039 and we are requesting authorization to piggyback off that contract to complete our project. Funding in the amount of $85,000 is available in the Department s 2011-2012 Capital Budget 3117071-563100. RECOMMENDATION: The City Administration recommends Commission s consideration and approval of the attached resolution authorizing the City Manager or her designee to enter into an agreement with Sports Turf One, Inc in an amount not to exceed $85,000.00 for the re-sodding project of Field 4 of the Jack Brady Sports Complex and Highland Park Soccer Fields utilizing the City of Dania Beach s contract - award #2012-039.
RESOLUTION NO. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, APPROVING THE AGREEMENT WITH SPORTS TURF ONE, INC., IN AN AMOUNT NOT TO EXCEED $85,000.00; FOR THE RE-SODDING OF FIELD 4 OF THE JACK BRADY SPORTS COMPLEX AND HIGHLAND PARK SOCCER FIELDS UTILIZING THE CITY OF DANIA BEACH BID # 2012-039; AUTHORIZING THE CITY MANAGER, OR HER DESIGNEE TO EXECUTE THE AGREEMENT WITH SPORTS TURF ONE, INC.; PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, pursuant to the relevant provisions of Florida law, and the Charter and Ordinances of the City of North Lauderdale, Florida, the City of North Lauderdale has the authority to enter into contracts with contractors for goods and services based upon existing contracts with other governmental entities; and WHEREAS, Sports Turf One, Inc. submitted a quote to the City of North Lauderdale for the re-sodding of field 4 of the Jack Brady Sports Complex and Highland Park Soccer Fields based upon an existing contract with the City of Dania Beach, as proposed pursuant to City of Dania Beach Bid #2012-039; and WHEREAS, the City Commission, finds that the proposed contract with Sports Turf One, Inc., which is attached hereto as Exhibit A, and incorporated herein by reference, with the City of Dania Beach was procured through a competitive process RFP #12-005, and provides the most advantageous price and product to the City of North Lauderdale, all factors considered; and WHEREAS, the City Commission, upon recommendation of the City Administration, desires to enter into an Agreement with Sports Turf One, Inc. for the re-sodding of Field 4 of the Jack Brady Sports Complex and Highland Park Soccer Fields, and authorizes the City Manager or her designee to execute such an Agreement consistent with the terms of this Resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are true and correct and hereby ratified and confirmed by the City Commission. Section 2: That the City Commission hereby approves the Agreement with Sports Turf One, Inc. for the re-sodding of field 4 of the Jack Brady Sports Complex and Highland Park, (the Agreement ), which is attached hereto as Exhibit A, and incorporated herein by reference, at a total contract price/amount not to exceed Eighty Five Thousand Dollars ($85,000.00), and authorizes the City Manager, or her designee to execute the Agreement consistent with this Resolution.
Section 3: That the funds allocated and appropriated pursuant hereto, and for the purpose of carrying out the intent of this Resolution, shall be for $85,000.00 from the Capital Budget account 3117071-563100. Section 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. Section 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. Section 7: adoption. This Resolution shall become effective immediately upon its passage and PASSED and ADOPTED by the City Commission of the City of North Lauderdale, Florida this 29 th day of May, 2012.
