CONCRETE OVERLAYS All assets deteriorate over time as a result of normal wear and tear or other factors including overloading, use beyond the original design assumptions, or defects in the original manufacture. Appropriate and planned maintenance of an asset is important for optimising its service life. Eventually there comes a time when the asset has outlived its useful or economic life and it must be replaced. However, there are other options available to substantially and sustainably extend the life and serviceability of an asset. Concrete overlays offer an intervention option to rehabilitate pavements before they reach a stage where disposal and rebuilding may be required. Through such intervention, the asset owner is able to capitalise on the existing/remaining equity in the pavement and achieve a further return on the original investment. Concrete overlays provide economic benefits to the asset owner, are very environmentally sustainable, reduce user delays during construction compared with eventual reconstruction, and improve the quality of the existing (deteriorating) pavement. CONCRETE OVERLAY TECHNOLOGY To date, the Australian pavement industry has not developed concrete overlay technology. In the USA, concrete overlays have been a successful rehabilitation technology since the early 1900s and particularly over the past 40 years. The Australian Society for Concrete Pavements (ASCP) aims to facilitate the development of this technology in Australia, drawing on the considerable technology expertise and construction experience from the USA. ASCP has engaged the services of two of America s renowned experts in the field of concrete overlays to share their experience and technology with our industry through Concrete Overlay Workshops to be held in Sydney. CONCRETE OVERLAY WORKSHOPS Two full day Concrete Overlay Workshops will be held. The first on Tuesday 7 August will be held for road asset owners (State Road Authorities) and Corporate Members of ASCP. The morning breakfast session will provide asset owners with a comprehensive overview of overlays as a viable and sustainable rehabilitation option, economic and performance benefits, and the roles and responsibilities of asset owners in this process. The remainder of the day will explore technical design and construction details on concrete overlays. The second workshop will be held on Thursday 9 August for interested industry practitioners. It contains all of the information presented on the Tuesday workshop. Registrations for this workshop must be made through the ASCP website. As these events are workshops and not seminars, ample time will be provided for interaction and discussion with the USA presenters. Consequently, numbers will necessarily be limited to facilitate such interaction. Delegates will also receive concrete overlay resource documents and a PDF document containing the workshop presentation slides. The workshops will be held in the Lachlan/Macquarie rooms at the Pullman Quay Grand Sydney Harbour, 61 Macquarie Street, East Circular Quay, Sydney. ASCP is also making the two USA experts available to Roads and Maritime Services for detailed in-house discussions on Wednesday 8 August.

THE USA EXPERTS COMING TO SYDNEY Detailed enquiries through the International Society for Concrete Pavements and other ASCP contacts in the USA have all directed us to Gary Fick and Dale Harrington as the leading experts on concrete overlays. They are also the prime authors of the vast wealth of technical information on concrete overlays in the USA, principally through the National Concrete Pavement Technology Centre (CP Tech Center) based at Iowa State University. Founded in 2000, the CP Tech Center is the national hub for concrete pavement research and technology transfer. It is supported by Federal and State authorities and industry. Gary Fick is owner and Vice President of Trinity Construction Management Services based in Oklahoma. He has many years of pavement construction experience with Departments of Transport, Federal Aviation Authority and the US Air Force. He is experienced in concrete materials, mix proportioning and mixing, and has led many research teams on concrete pavement projects. Dale Harrington is President of HEC Services in Iowa. Over many years he has managed and directed multi-million-dollar highway projects and research programs, has worked as a consulting engineer for over 10 years with Snyder & Associates as Vice President, and has worked for many years with the Iowa Department of Transport as a project engineer. He was also the founding director of the then Portland Cement Concrete Pavement Technology Center at Iowa State University. Gary and Dale have presented to Federal, State and local agencies on concrete overlays for at least the past 10 years.
