MKSF Newsletter Dear all, I have pleasure that via this edition wish you Merry Christmas and Happy New Year to all of you and your Staff as well inform you with some of activities, visits, results and overall progress of Ministry and the KSF. In November, President of Republic of Kosovo, Hashim Thaçi has promoted several NCOs and Officers of the Kosovo Security Force from non-majority community including members from Serbian community. As Minister, upon invitation of Minister of Defense of Canada, I have participated to International Security Conference in Halifax of Canada where I used to have opportunity to meet Ministers of Defense of Canada, Switzerland, and Estonia etc. In a Ministry I have hosted for a meetings: IOWA`s National Guard Commander, General Timothy Orr, Canada`s Ambassador, Mr.Daniel Maksymiuk,as well in a farewell meeting I have hosted KFOR Commander, General Giovanni Fungo etc. I have represented MKSF to Conference NATO and Western Balkan Regional Dynamics in period of global security challenges hold in Pristina and along with KSF Commander, General Rama, we have participated to honoring ceremony for sacrifice of British soldiers fallen in Kosovo. Whereas, Deputy Minister Agim Çeku has participated to Conference,,NATO Enlargement in Western Balkan in Croatia and Istanbul Security Conference, whereas, Commander of the KSF, LTG. Rrahman Rama has participated to Conference USA- Adriatic Charter A- 5 in Skopje of Republic of Macedonia. Almost, each edition gives me opportunity and pleasure to inform you on individual and collective successes of the KSF members and Units. This time I will let you know about the KSF Lieutenant, Nysret Buzhala who was announced to be the top overseas student from School of Special Forces John F. Kennedy of United States Army and Lieutenant, Getoar Rexhepi who is announced Karate National Champion in Tirana. A delegation of Armed Forces of Republic of Macedonia has visited Kosovo`s Security Force. KFOR, KSF, Kosovo Police, EULEX and Emergency Management Agency have implemented joint exercise Silver Sabre 2017-2, which has become traditional. Also, a joint delegation of Ministry and Force have attended a workshop in Sarajevo where is discussed on cassettes bombs clearance. A delegation of Personnel Department of MKSF stayed for an official visit to Head Office of Management of Armed Forces Personnel of Germany. Sincerely, Rrustem Berisha Minister of KSF

2 Dep/Minister Agim Çeku attended Istanbul Security Conference Thursday, 02nd November 2017 Dep/Minister of Kosovo Security Force, Mr. Agim Çeku attended traditional Istanbul Security Conference 2017) which was held in Istanbul of Republic of Turkey. In this conference are being treated topics on security as well are discussing current challenges of regional and global security. In the Istanbul Security Conference are attending high dignitaries of military and politician, and security areas such as: NATOs General Secretary, Minister of Defense and Supreme Commander of Armed Forces of Republic of Turkey as well many Ministers, Commanders, and other outstanding dignitaries from region and world. among the KSF and FARM in the future. For the sake of this visit organizational team of the KSF did organize a football match where all attendants had a chance to see very professional football match of both teams. This match was attended, also by Minister for Kosovo Security Force, Mr.Rrustem Berisha, together with BG. Hazrolli as well Officers and NCOs of the KSF and FARM. Armed Force of Republic of Macedonia visited the Kosovo Security Force Thursday 02nd November 2017 A delegation of Armed Forces of Republic of Macedonia (FARM) paid an official visit in the barrack Adem Jashari of Kosovo Security Force (FSK) in Pristina. The delegation was hosted by Dep/Commander of Land Force Command (LFC) Brigadier General, Gëzim Hazrolli, Chief of Staff of LFC, Col. Naim Haziri as well Chief of Operation of the LFC,Col. Bashkim Shillova. During meeting both parties talked on so far authentic cooperation and chances for extension and growth of this cooperation In front of attendees, before starting of the match, Minister Berisha kept an occasional speech expressing his delight to have such a visit and a wish to further continue this cooperation in the future. The match was opened by Minister Berisha together with Col.Aleksandër Glavinov from the Macedonia `s

3 delegation. 17-2. A good match was played by both teams. The match ended with result 6-2 in favor of the KSF team. At the end of the match both teams were awarded with medals for their shown performance. This visit was conducted upon bilateral plan of cooperation of the Kosovo Security Force and the Armed Forces of Republic of Macedonia. KFOR, KSF, Kosovo`s Police, EULEX and Emergency Management Agency conducted joint exercise Silver Sabre 2017-2 Friday, 03rd Nov 2017 In the environment of the barrack of the Kosovo Security Force Young Europeans at Civil protection Regiment at Vrellë Camp in Sllatinë was completed field exercise Silver Sabre 2017-2, which was conducted under leadership and commanding of the KFOR in cooperation with Kosovo Security Force Units (KSF), Kosovo`s Police (PK), EULEX and Emergency Management Agency (EMA). With an occasionally word, BG. Gëzim Hazrolli addressed to attendees congratulating Col.Rozenberg and planning staff to arrange this exercise. Also, he underlined KFOR contribution saying: KFOR is the most significant partner providing support to the KSF, professional upgrading in the exercise, Silver Sabre Also, KFOR Commander, General Givanni Fungo expressed to be satisfied with cooperation while conducting this exercise, who said Joint exercise are a good chance for bringing together all actors and concerned organizations which are in charge for a peaceful and secured environment in Kosovo. This exercise is organized in every six months for mission full filling that all of us, together, we have it, for three years now. With this activity, we are checking cooperation, Institutional interoperability and our whole purpose is provision of security to citizens throughout Kosovo. The field exercise, Silver Sabre 2017-2 is commanded by KFOR with participation of all

4 security Institutions in the country. The attendees of the exercise firstly saw scenarios brought into play in the KSF camp in Pomozotin with demonstration of operational capabilities of the Kosovo Security Force such as: Hazardous materials (CHBNP), urban search and rescue, demining and MEDEVAC. Director of Directorate for Policy and Plans in Ministry for Kosovo Security Force Mr. Faruk Geci attended the U. S- Adriatic Charter (A5), meeting of Directors for Defense Policies of the membership countries hold in Skopje of Republic of Macedonia In the meeting of the high officials of Defense Policies was discussed on current projects within Adriatic Charter - A-5 for the new projects, contribution of regional countries into NATO`s mission and refugee crisis. On this occasion, Director Geci in front of representatives of the membership countries presented arguments on supporting of the application for admission of Republic of Kosovo as a member with full rights to Adriatic Charter A5. Also, he spoke on concrete projects which can be realized together in the future in the area of search and rescue, Civil Protection Regiment whereas cadets of neighboring countries will be provided with an opportunity to be included to University Study Center of the KSF in the future. In the camp Vrellë all guests continued to see further activities on riots management, rescue of kidnapped people, and equipment of all participating Units to the exercise were presented at one corner. At the end of ceremony, Dep/Commander of KFOR, BG. Csombok -Director of Exercise awarded gratitude for their contribution for successful realization of this exercise. Director Faruk Geci attended meeting of Chief of Policies and Plans USA Adriatic Charter Monday, 06 Nov 2017 The KSF Lieutenant, Nysret Buzhala announced to be the best overseas student from School of Special Forces John F. Kennedy of U. S Army Officer of Kosovo Security, Lt.Nysret Buzhala, and Military Advisor of Commander of the KSF Land Force announced to be the best overseas student at a training course Career Captain which is conducted by School of Special Forces John F. Kennnedy, of the U. S Army. After getting of high rating, he also managed to be on the Commander List on the fifth place involving all

5 students including US Army, too. to further continue cooperation in the future among the KSF and the IOWAs National Guard. Minister Rrustem Berisha hosted Ambassador of Canada, Daniel Maksymiuk Lt. Buzhala during schooling has shown excellent performance in all stages of schooling such as: Regional Analyzes, Qualification Course for Civil Relationships, "Captain Career" Training, and completed Exercise called Culmination Exercise", by ranking as one of the top students. As a result of high performance, after training completion, Lieutenant Nysret Buzhala was awarded with the Commendation Medal for the period November 2016 - November 2017. Thursday 07th Nov 2017 Minister of Kosovo Security Force, Mr. Rrustem Berisha,today hosted Canada`s Ambassador to Kosovo, resident in Croatia, Mr. Daniel Maksymiuk and Assistant to Dep/Minister, Logistic Section, Department of Justice of the Canada, Mrs. Laurie Wright. Minister Berisha met General Timothy Orr Monday, 06th Nov 2017 Minister for Kosovo Security Force, Mr.Rrustem Berisha hosted today in a meeting Commander of IOWAs National Guard, Major General Timothy Orr. Attended to the meeting, COMKSF, LT. Gen. Rrahman Rama. Minister Berisha has thanked General Orr for the visit as well cooperation and constant assistance that U. S and IOWA`s National Guard are giving to Kosovo specifically to the Kosovo Security Force. Minister Berisha, also, informed General Orr with overall achievements of the KSF and challenges and plans on transformation of the KSF into Kosovo Armed Forces in the future. On his side, General Timothy Orr expressed readiness Minister Berisha has thanked the Ambassador Maksymiuk and Assistant to Dep/Minister Wright for the visit, support and open handed assistance of Canada`s Government to Kosovo as well contribution of the Canadian Army within KFOR in maintaining peace and security in Kosova. Minister Berisha informed guests with overall achievements of Ministry and of the Kosovo Security Force (KSF), successes of the KSF in in-house and abroad exercises and trainings; for representation of

6 the minor community members of the KSF and integration of Serbian community, as well, Minister talked on progress and challenges of the transformation process. On his side the Canadian Ambassador after congratulating Minister for his new assignment, He thanked for hosting as well affirm his commitment to make deeper the cooperation and constant support given to the KSF and Ministry in interest for both countries. Delegation of Department of Personnel from MKSF paid an official visit to Head Office of Personnel Management of German Armed Forces Friday, 10th Nov 2017 Based upon Bilateral Plan with Armed Forces of Republic of Germany, a delegation from Department of Personnel of MKSF consisted of Col.Skender Zhitia,Mr. Arian Hasani and Captain Fatlum Demiri, dated from 7th up to 9th Nov 2017 stayed for an official visit to Head Office of Personnel Management of German Armed Forces. appraisal for the members who want to be part of German Armed Forces. It shall be mentioned that the delegation from MKSF visited and conducted meetings with members who are having bilateral trainings in Germany and with KSF cadets, who studies at Military Academies in this country by closely receiving information on their challenges and requests of these members. Commander of KSF, Lt. Gen. Rrahman Rama is participating to U. S Adriatic Charter A-5 Conference. Friday, 10 Nov 2017 Commander of Kosovo Security Force (KSF), Lt. Gen. Rrahman Rama is participating at the 21st Conference of Chief of Staff of the Armies participating countries to U. S Adriatic Charter A- 5. The Conference is taking place in Skopje, Macedonia. The MKSF delegation during this visit had various meetings with Heads of Personnel Management of German AF where they got known with ways and procedures of Personnel Management in these Forces, organizational structure of Personnel, management way of members of this Force specifically for Officer as well methods on recruitment and performance The conference`s key topic is "Enlargement of cooperation among members of the U. S Adriatic Charter A-5 for full integration to NATO and contribution to Alliance`s security". The Chiefs of Staff, today have signed a joint statement which affirms strong commitment to further strengthen relations, enlarge and deepen cooperation in the military areas with purpose giving support and strengthening of the regional security. Lieutenant General Rrahman Rama, in making his presentation to "US-Adriatic Charter (A5)" held in Skopje has stressed the need to expansion cooperation at the regional level, with aim interaction increase, trust and exchange experiences in the Security and

7 Defense sector. you are leaving as a good friend of Albanians and Kosovo, with the great thanks for your personal activity and contribution and for all that you have done for us. General Rama and Iowa National Guard Commander Major General Timothy Orr, accompanied by US military attaché, Colonel Jeffry Fischer, held a joint meeting with Deputy Commander of the United States Army for Europe (EUCOM), Lieutenant General Timothy M. Ray where they discussed for the possibility of expanding joint activities. On this occasion, General Rama informed General Ray about the professional development of the KSF, the integration of the non-majority community, the excellent cooperation with the US National Guard of Iowa and the challenges on the way ahead of the KSF. Lieutenant General Rrahman Rama also had bilateral meetings with the Defense Chiefs of the Republic of Macedonia, Albania, Montenegro and the Director of the Croatian Army General Staff, Counter-admiral Robert Hranj, with whom they agreed to create greater opportunities in exchanging experiences within regional and bilateral cooperation. Minister Berisha hosted for a farewell the Commander of KFOR General Giovanni Fungo Friday, 10 Nov 2017 Today, Minister for the Kosovo Security Force, Rrustem Berisha, hosted in farewell meeting, the KFOR commander in Kosovo, Major General Giovanni Fungo. On this occasion, Minister Berisha thanked KFOR Commander, General Fungo, for the commitment, cooperation and continuous professional help that KFOR has given and is giving to the Kosovo Security Force. Also, Minister pointed out saying that In the meeting of Minister Berisha and General Fungo was talked on extension and expansion of cooperation in the future as well promotion of the KSF relations with KFOR. Whereas Commander of KFOR, General Fungo has thanked Minister Berisha for hosting as well so far cooperation. He stated that his mandate`s objective was deepening the cooperation between KFOR and the KSF with the current capacity, and he is pleased to have achieved this goal. This is best demonstrated by joint field exercises like "Silver Sabre", conducted with great success. On this occasion, General Fungo highly assessed the professionalism and commitment of the KSF, pointing out that many units are interoperable with KFOR units. At the end, Minister Berisha and General Fungo exchanged gifts among themselves, with the best wishes for success in the future. Minister and Commander of the KSF paid homages to the fallen British soldiers in Kosovo Monday 13 Nov 2017 Minister Rrustem Berisha and Kosovo Security Force Commander, Lt. Gen. Rrahman Rama, together with senior KSF officers, at the re-dedication ceremony of the new British Memorial, honored and commemorated the 14 UK military personnel who had fallen in

8 Kosovo. President of Kosovo promoted the KSF members from non-majority community Nov 13 2017 In the barrack New Born of the KSF in Gjilan was held ceremony of promotion of the KSF members from non-majority community. On his speech, President of Kosovo, Mr. Hashim Thaçi, congratulated building of a professional and compressive Force in service of all citizens of Kosovo. KSF leaders and United Kingdom ambassador Ruairi O'Conell, accompanied by British officers, paid homage with respect and gratitude to the memorial of the fallen, while the members of the KSF Ceremonial Platoon were paying homages as well. On this occasion, Ambassador O'Connell stated, "The 14 British soldiers whose names in this memorial will be remembered forever, who gave their lives so that Kosovo could recognize peace. Their sacrifice is the strongest and most unbreakable bond between our countries. " The ceremony held in honor of the British military was also supported by the KSF Musical Band and the Ceremonial Platoon. "Today we mark the promotion of the five members of the Kosovo Security Force. These five members of the Kosovo Security Force comes from non-majority communities, thus increasing their presence in the KSF and contributing to the realization of the aspiration we have for our Security Force. After training and tests passed these five KSF members from today will hold the rank of NCOs. The trainings and tests through which goes each KSF member are prepared according to NATO standards. " President Thaçi, further added that this promotion aims achieving of the professionalism of the KSF and NATO level. "KSF has raised the level of professionalism and preparation at the highest level. It has carried out with responsibility, professionalism

9 and impartiality every task assigned to it so far. The KSF has become a force that enjoys confidence from all citizens. It has become an institution that contributes to peace and stability in Kosovo, for a peaceful and secured life of all citizens. Considering these achievements of the KSF, we are convinced that this force is ready to assume new responsibilities, new tasks, and contribute to peace and security beyond Kosovo. " Balkan - Regional Dynamics in the period of Global Security Challenges held Prishtinë. Minister Berisha was key member in the last panel on topic of: Peacekeeping Mission from consumer to provider of the security. While the Minister of KSF, Rrustem Berisha, in his speech, said: "Today's ceremony enjoys me greatly because it proves that KSF has become a credible force for all citizens of Kosovo, a multiethnic force, open to all and in the service of all". KSF at the workshop for the clearing of cassette bombs in Sarajevo Thursday, 16 Nov 2017 In Sarajevo (Bosnia and Herzegovina ) dated 08 up to 10th Nov 2017 is held workshop for clearing of cassette bombs for the Western Balkan countries organized by Norway and Netherland as cocoordinator for education and downsizing of crisis and risk based on Convention on Cassettes Bombs. Attended from Kosovo: Director of Demining Coordination Center, Mr. Ahmet Sallova and LTC. Rifat Sylejmani, Chief of Section for Plans and Operation in Ministry for KSF. There were discussed, also contamination problems from the cassettes bombs remained after war, as well time and needed sources to be cleared up. Mr.. Ahmet Sallova has presented report on overall situation in Rep. of Kosovo. He mentioned fact that

11 Kosovo is the most contaminated country in Europe by cassette bombs, at the same time asking for potential donor in order to have a constantly progress in clearing of affected areas from the cassette bombs in Kosovo. Also, it has been discussed possibility of arranging of workshop, before drafting the new strategic plan for the action against mines in order to include all actors in clearing of affected areas by cassette bombs including time limit for clearing of all remained areas and necessary sources. In this workshop have participated all countries with cassette bombs expect Serbia delegation who rejected participation of the Kosovo`s delegation but officials of Ministry of Foreign Affairs of Norway and Netherlands made clear to the Serbian delegation that every delegation is equal and if they are not ready to participate in the workshop, with all other delegations, they can return to their country, and they did so. The third RRB Battalion successfully completed field exercise 'WOLF 18' Nov, 17th 2017 3B Company of the third Battalion of Rapid Reaction Brigade has implemented 3 months training cycle dated 11th Sept 2017 up to 16th Nov 2017. Training is finalized with implementation of the three-days field exercise coded WOLF18, dated 14-16 Nov 2017. The training was conducted in village Morinë of Skenderaj. 3B Coy members proved to be professionally prepared for military operations such as: patrolling,,ambush, searching and cordon, terrain reconnaissance, offensive at platoon level, target acquisition, first aid, treatment of the injured as well as transportation from the incident site to the hospital. Col.Xhevahir Geci, on this occasion congratulated members of the third Battalion on successful completion of the field exercise WOLF 18.He, among others said : I request from you to continue with this tempo and to use lessons learned in the next Commander of the Third Battalion, Lieutenant Colonel Sylejman Cakaj, thanked the participants for their support during the field exercise. Minister of MKSF, Rrustem Berisha upon invitation of the Canadian host, Minister of Defense of Canada, Harjit Sajjan is sitting at International Security Forum in Halifax of Canada. This is the ninth time of this Forum to be held, once in a year, with focus gathering of state leaders and highest dignitaries from many countries of the world. This forum intends strategic cooperation among democratic countries in the world. Participants who gathered in November month in Halifax represents more than 60 countries and with participation of more than 300 participants. At the Halifax Conference, Minister Berisha will talk about Kosovo's perspective on the challenges facing our region in the security field. The International Security Forum in Halifax is known as an annual meeting venue, which creates space for decisionmakers to jointly find solutions to the dangers and threats facing the democratic world. Minister Berisha thanked the people of Switzerland and the authorities of this state for sustainable support and contribution for peace and security to the Republic of Kosovo and wider. Minister Berisha briefed to his Swiss counterpart on advancing Kosovo in many areas. Indicator for this is the reduction of the military presence from 50,000 soldiers in 1999 to less than 5000, which is a proof of the advancement of security and peace in Kosovo. Based on the fact that Kosovo and Switzerland have high cooperation in the field of economy, culture and many social fields, Minister Berisha emphasized the need to establish this cooperation in the field of security as well. Minister Permelin mentioned that Switzerland will be a constant supporter to Kosovo. There was never a lack of cooperation and will continue to be like this even in the future. Speaking about the importance of the training he said "I congratulate you on the work, the engagement and the results achieved during these trainings. We have a mission to prepare members of the KSF and our instructors and they are doing this very well. These knowledge and experiences that we are offering to you and through you to other units of the KSF are a sufficient basis for believing that the Kosovo Security Force has sufficient capabilities and preparation to change the mission and take on new tasks. It is worth mentioning that these courses were conducted by TRADOC Instructors with the use of combined methods theory and practice, a method that makes it easy for members to gain knowledge of these areas very much needed for the Kosovo Security Force. The officer's integrated course was attended by officers who graduated from the Academy of Turkey and Macedonia and assist young officers to familiarize themselves with the tasks at the Kosovo Security Force. The NCO's core course lasts five weeks and with which course starts the NCO's career. This course prepares the soldier to take on new assignments and gives them opportunity to be promoted in the rank. Meanwhile, the course of the first responder on the battlefield is one of the courses that plays a dual role. On the one hand it helps in the military field and on the other hand offers the opportunity for members to assist their colleagues in the medical aspect. In this important event of national karate has participated Lieutenant of Kosovo Security Force Getoar Rexhep member of the third Battalion in Mitrovica, who in a strong competition won the title of the Albanian National Champion in the category Senior - in the discipline of karate and was adorned with gold medals. Getoari has completed his studies at the Military Academy at the Center for University Studies of the

Rexhepi, during his career, has managed to win numerous medals in various championships and tournaments both at national and international level. He has won ten times the title of the Kosovo Champion, twice the title of the Albanian Nationwide Champion, twice the title of the Albanian National Champion (2014 and 2017), as well as many gold medals in various international tournaments. Host of the meeting, Deputy Minister Agim Ceku said that the good relations and cooperation between the Ministry for the KSF and the relevant Parliamentary Committee for the Supervision of the KSF were good in all the legislatures of the Assembly of the Republic and this form of co-operation and coordination guarantees efficiency and overall prospects.
