Background: The Olentangy Greenway Trail is one of the most popular greenways in Ohio. The 14 mile trail connects communities, businesses, major City of Columbus parks and the Ohio State University. The trail originates at the confluence of the Olentangy and Scioto Rivers in downtown Columbus and travels north terminating at a trail head north of Interstate 270 at Worthington Hills. The trail follows the designated state scenic Olentangy River. The central Ohio region has long anticipated connecting the greenway to Highbanks Metro Park located further north along the Olentangy River. Highbanks Metro Park with visitation of over 1 million visitors a year offers a variety of experiences and opportunities. It s Metro Park s intent to explore a physical connection of the greenway trail to Highbanks Metro Park when property and access become available. B. Project: The Request for Qualifications is for the selection of a design professional to complete design development services including construction documents of a one mile shared use path and bridge over the Olentangy River that will connect the River Bluff Area off SR 315 to the Big Meadows Area at Highbanks Metro Park. C. Project Location: Project start: River Bluff Area, 8400 Olentangy River Road, Columbus, Ohio. Project end: Big Meadows Area, Highbanks Metro Park, 9466 1
Columbus Pike, US 23, Lewis Center, Ohio. The trail and bridge is primarily in Delaware County. See attached graphic. Section III PROJECT REQUIREMENTS A. Scope of Work 1. Construction Documents: Prepare contract construction documents for approximately one mile of 12 -wide shared use trail from River Bluff Area to Big Meadows Picnic Area at Highbanks Metro Park including a pedestrian bridge over the Olentangy River. Preparation of graphics and construction documents for public engagement, public bidding, construction and completion of the project. 2. The Consultant shall coordinate with all local, state and federal governmental agencies and comply with all applicable state and federal regulations and construction guidelines and shall be responsible for obtaining all necessary permits including environmental coordination with local and state officials and USACOE. Coordination shall include crossing of the Olentangy River, a state scenic river. 3. The Consultant shall be responsible for all surveying and geotechnical services needed to complete the project. 4. This project is funded through Metro Parks general fund with no state nor federal funds being used. B. Consultant Services: 1. Initial meeting with Metro Parks to review scope and trail alignment. 2. Meet with stakeholders: Delaware Co Regional Sewer District, Soil and Water Conservation District, OEPA, ODNR Scenic Rivers, Friends of the Lower Olentangy River, community open house. 3. Construction Documents a) Completion of plans, elevations, section and details needed for a complete construction bid set and to complete the project b) Complete specifications documents using front ends supplied by Metro Parks c) Provide 50% and 80% completed contract documents for review and comment by Metro Parks d) Provide probable cost estimate e) Provide digital and hard copies of complete set of plans and specifications for bidding f) Be available for a pre-bid meeting, to answer questions, field all inquiries from contractors, and prepare any addenda required during the bid phase. 2
4. Construction Contract Administration: a) Consultant shall file any required documents for the approval of government authorities having jurisdiction over the project. Metro Parks will pay the cost of these permits as a reimbursable expense. b) Consultant shall be available for bi-weekly project meetings with the contractor and Metro Parks representative at the job site. c) Consultant shall work closely with the Metro Parks representative and shall monitor and enforce the project schedule. d) Consultant is responsible for examining the work as it progresses and shall notify Metro Parks' representative and the contractor whenever the work is not in conformance with the contract documents. e) Consultant shall review and approve all shop drawings and submittals for conformance to the contract documents and submit one copy of the approved drawings to Metro Parks. f) Consultant shall coordinate the services of other consultants that may be required to complete the project. g) Consultant shall prepare a punch list for the project and ensure that the contractor completes the items within thirty (30) days after date of substantial completion. h) Consultant shall provide electronic copies of all graphics, contract drawings and specifications in most current AutoCAD Release and in PDF format. C. Anticipated Schedule: Review Consultant Qualifications Week of January 14, 2019 Interview Selected Consultant(s) Week of January 21, 2019 Park Board of Commissioner Approval February 12, 2019 Development of Contract Documents February to April 2019 Permitting March - May 2019 Project Bidding May 2019 Construction June November 2019 Section IV SUBMITTAL REQUIREMENTS A. Each firm s name, address, telephone, and email. B. Names and qualifications of Consultant and Sub-consultants along with all persons who will be involved on this project. C. Work load: provide a list of all projects for which team members are currently responsible, percentage of design completion, and/or construction completed. D. Schedule: submit (in graphic form) your team's assessment of proposed completion dates. Ability to conform to schedule set forth by Metro Parks is crucial. 3
Section V QUALIFICATION BASED SELECTION PROCESS A. Owner's selection process will follow these steps. 1. Review qualifications for the proposed design team. 2. Weigh criteria below. 3. Identify the most qualified team. B. Criteria to be used by Owner in evaluation of proposals will include the following: 1. Professional abilities of the design team. 2. Qualifications of all personnel to be directly involved with this project, including sub-consultants and staff members. 3. Working relationship of firm(s) with previous clients, including Metro Parks 4. Responsiveness of Design Team s proposal to program outlined in this request for proposal. 5.
