Opiio A4 Thursday, WINNISQUAM ECHO FROM THE CAPITAL STEPS PET OF THE WEEK POGO Courtesy From left to right: Captai Mark Bodaza, Se. Forrester, Police Stadards & Traiig Director Doald L. Vittum, ad Captai Bejami R. Jea at the Goveror s Safe Family Holiday Luch. BY SEN. JEANIE FORRESTER District 2 O Nov. 25, I had the opportuity to atted the Goveror s Safe Family Holiday Luch at Church Ladig i Meredith. This luch brought together the law eforcemet commuity ad highway safety parters all workig together to reduce the umber of deaths ad persoal ijuries caused by impaired drivers.* As I listeed to all that our law eforcemet officials do to assure that our roads are safe that we are safe I felt thakful to live i New Hampshire. Did you kow that New Hampshire has bee rated the safest state i the atio the last three years i a row? A report by Washigto, D.C.-based CQ Press, titled Crime State Rakigs 2010, assessed states based o six mai categories of crime: murder, robbery, assault, rape, motor vehicle theft, ad burglary. The overall umber of reported crimes i each of those categories was evaluated based o the crime rate per 100,000 people, ad the was compared to other states for a fial rakig. Despite budget cuts that affected staffig levels i the last few years, the State Police cotiued to meet the challege of keepig Graite Staters ad visitors safe. Uder the leadership of Commissioer Joh Barthelmes, New Hampshire s Departmet of Safety (NHDOS) works effectively ad efficietly with limited resources to keep us all safe. The NHDOS eforces motor vehicle ad highway safety laws, boatig safety laws ad rules, crimial laws, commercial vehicle regulatios, fire safety, buildig ad equipmet safety laws ad regulatios. They also provide ehaced 911 emergecy commuicatios statewide, ad are resposible for homelad security ad emergecy maagemet activities. Their services are ofte related to emergecy or catastrophic evets that caot wait, ad they are prepared to respod immediately 24 hours a day, seve days a week, ad 365 days a year. Not oly do our State Police patrol our highways, they also have full jurisdictio i tows with a populatio below 3,000, which icludes 152 of our 234 muicipalities. The State Police is the sole provider of police services to 46 of these tows. Our troopers are also placed o call o may shifts by 96 other commuities that do ot have 24-hour police coverage. New Hampshire Seate District 2 ecompasses 27 commuities i three troop areas: D, E, ad F. Troop F is the largest troop i terms of lad area covered ad provides coverage to the orther portio of I-93. I additio, the Troop F area borders Vermot, Maie ad Caada, which presets uique challeges at each border. I September, I had the opportuity to joi the Troop F Commader for a ride-alog i District 2 ad experiece first-had the challeges our troopers face. More tha 80 percet of the tows withi this troop qualify for coverage, ad most are located off mai travel arteries which ca dramatically icrease the time it takes to respod, especially durig iclemet weather. WINNISQUAM ECHO The equipmet keeps o gettig better, but still, o certaities i this kid of work By Joh Harriga Columist News reports about loggig accidets make me crige, just as do farmig ad hutig accidets. Everyoe who huts, rus farmig equipmet or gets the wood out of the woods with tractor ad chaisaw all of those would be me, ad thousads of others wat to kow what happeed, i as much detail as possible. I ve writte off ad o about this almost desperate eed to kow. But with every passig year, legal cosideratios, fear of lawsuits, dwidlig of media s actual face time with rescue ad police ad fire officials, ad the ogoig (ad growig) tedecy of officials of all stripe to clam up, hobble what should be a free flow of iformatio so all ivolved ca lear, ad remember, ad perhaps be spared similar fates. There were two fatal loggig accidets i the ews durig the past moth, oe ivolvig a widow-maker a dead limb that fell o a ma ruig a chaisaw ad the other ivolvig a storm-weakeed tree that fell o a compay worker cuttig a tree with his back to the oe that killed him. Perhaps oe or both of these tragedies could have bee avoided, but we ll ever kow the how or why of it. Would a more careful look aroud the tree have revealed the potetial widow-maker? Was there ay way the tree compay chaisaw operator or others could have spotted the storm-weakeed tree? It is impossible, ad i fact wrog, to submit to cojecture without the facts. Like everyoe else who is earig 70 (I m tryig to hold at 66) ad has spet time i the woods loggig or beig aroud others who do, I ve see the whole evolutio, from horses to bulldozers to skidders ad feller-buchers, which move alog o caterpillar treads cuttig trees while holdig oto others, like a buch of celery, before layig them dow to be collected by super-skidders with earwig-like tarsal picers o their rear-eds. Ad as each evolutio of loggig has come alog, the safety of loggers has steadily improved. Now, i this era, big loggig compaies (ad their isurers ad safety officers) do ot wat ayoe whatsoever o the groud, but istead i heavily protected cabs. Oly a few holdouts, sigle or two-perso teams who log with horses or cable skidders, hag o to the old ways, with safety ad the lessos of accidets ever i mid. Ad yes, the accidet statistics show a steady declie i ijuries ad deaths. But what the geeral pubic might ot kow is that it takes a millio-dollar-plus assortmet of machiery the feller-bucher, a up-to-suff moder grapple skidder, a slasher ad a de-limber to make this sara-wrapped, ever-touchthe-groud operatio possible. I hard times a oe-ma heavily mechaized loggig operatio is pushed to the limit, ad beyod, to make paymets o all that equipmet ad pay for diesel fuel. I ve see several such operatios pushed over the brik durig the past several years, forced to sell their ewer equipmet ad scale back to oe-ma cable-skidder operatios, ad they re right back to where everyoe, icludig the logger themselves, do t wat them to be o the groud. I d bet that what o-thegroud loggers fear most is the widow-maker, the killer of yesteryear ad today. Most ofte this is a dead limb o the tree to be cut, or o a adjacet tree, that breaks off from the vibratio or is kocked off by the fallig tree, ad strikes the logger o the head or shoulders. We are ot talkig about little braches here, but istead huge limbs that although dead ca weigh several hudred pouds. Ad the logger, although he s walked roud the tree to be cut several times ad has t spotted the dead limb, ofte ever kows what hits him. I got a early lesso o all this oe frosty fall morig whe Ralph Jekis, a Colebrook udertaker ad family fried who was short of help, called to ask my parets if I could give him a had with what those i the busiess call a removal. Ad so, at the age of 15 or so, I got a first-had look at what ca ed a life, all of a sudde ad with o warig at all, i the woods. Ralph drove us i the ambulace far ito the woods, where he parked ad hauled out a stretcher, light but rugged. Fortuately for us, the scee of the tragedy was ot far off, for the dead ma was a big Frech-Caadia guy, what local loggers called a bod, because he was south of the lie ad had to be covered by a loggig compay s cash bod goverig his whereabouts ad activities. What first struck me about the mortal scee was that there was o oe else aroud. The ma was lyig there face up, a hole i his skull the size of a teacup, dead as a doorail, all aloe there i the woods, with o oe to stad by but blue jays ad chipmuks, o oe to bear witess as we rolled him oto the litter, o soud but the sigh of the breeze i the trees. Over the decades I ve bee to the scees of may such accidets, whether ivolvig loggig, farmig, sowmobilig, or (rarely) hutig, ad writte about may more. Ad I like to thik that every accidet somehow teaches me somethig, eve a little, ad that I ve leared. So wheever I veture forth with the tractor, chaisaw ad gas ad tools ad protective gear o board, I m thikig about, whether I m aware of it or ot, all that I should have leared durig 66 years o the plaet. Ad with every tree to be felled I walk aroud oce, twice, three or four times, peerig skyward for dead limbs, ad all aroud for escape routes, just as hikers i storm coutry have bee doig forever. But as history ad persoal experiece have taught us, eve with the greatest cautio ad care, you ever really kow. Joh Harriga s address: Box 39, Colebrook, NH 03576, or campguyhooliga@gmail. com) OPINION COMMUNITY CORNER BY CHRISTOPHER BOOTHBY Meredith Whe I heard that my metor, Ray Burto, had passed, I felt a acute loss ad deep sadess. Ayoe who lives i Executive Coucil District 1 probably saw Ray at some parade, ribbo cuttig, or selectma meetig. This was Ray s charm. He kew just beig there was importat; but more importat was listeig to cocers, discussig the evets i Cocord, ad followig up with letters or phoe calls. Fiscal resposibility Executive Coucilors esure the executive brach of state govermet is fiscally coservative ad above reproach. These are ot my words, these are from the Executive Coucil Web site (www.h.gov/ coucil/overview.html). Executive Coucilors have a duty to eforce fiscal restrait. I do ot support a icome, sales, or ay broadbased tax. I do support mechaisms to reduce regulatio ad assure executive departmets use resources i the most efficiet meas possible. To show why this is importat, let s use a baker as a example. If you speak to your local baker, that perso will tell you how much time (ad moey) is spet with regulatory requiremets. While regulatio is ecessary, excessive regulatio hiders ecoomic growth. I state govermet, whe we remove, modify, ad simplify regulatios the eforce existig regulatios with similar efficiecy we provide state employees a better way to do their jobs, ad we make life easier for all of us. Support local ecoomic developmet As Executive Coucilor, I will work to icrease collaboratio betwee the state ad local groups such as the Belkap Couty Ecoomic Developmet Corporatio, Claremot Idustrial Developmet Authority, ad the Mout Washigto Valley Ecoomic Coucil. New coach Amy Dutto takes over after previously guidig the JV program for over a decade, ad the first-year head coach has a relatively diverse ad deep roster of players at her disposal this seaso. I d like to play more of a uptempo style with them this year, said Dutto. That s somethig they have t doe much of over the last couple of years.
