ORIENTATION OF EXPRESSWAY DEVELOPMENT IN VIETNAM The Master plan of national expressway network is established of 22 routes with a total length of 5,873km, including: - The North - South expressway: 02 routes with the length of 3,262km; - The Northern expressway system: 07 routes with the length of 1,099km; - The Middle and Central Highlands expressway system: 03 routes with the length of 264km; - The Southern expressway system: 07 routes with the length of 984km; - The ring road system in Hanoi and Hochiminh city: 07 routes with the length of 264km. 1

Demand for capital: The total captital for investment in the expressway network (5,753km) is approximately 47.9 billions USD), in which: To year 2020: total construction of 2,639km/24.7 billions USD After 2020: total construction of 3,114km 23.2 billions USD. VI. Expectation of land: The planning area for construction of expressway is 41,104 ha (the appropriated area of the routes which have been built is 2,916ha, the adding area shall be 38,188ha). 6

Ha Noi - Thai Nguyen. 62 Km, 2-4 lanes, Total investment: 324 mil USD (ODA 238 mil USD, government fund 86 mil USD). Completed 3. Route Ha Noi - Lao Cai: 264 Km, 2-4 lanes, Total investment Phase 1: 1,249 millions USD (ADB: 1,096 millions USD, Completed 4. Route Lang - Hoa Lac: 29.2 Km, 6 lanes, Total investment: 7,527 billions VND. Completed 7. Route Noi Bai - Ha Long: 169 Km: 6 lanes, Total investment: 940 millions USD, FS. 8. Route Ha Long - Mong Cai: 150Km, 4-6 lanes, Total investment 850 millions USD 59 Km under construction. 1. Ninh Binh - Thanh Hoa: 121Km, 6 lanes, Total investment 27,000 billions VND (1,588 billions USD), Feasibility Study; calling for PPP invesstment 3. Thanh Hoa - Ha Tinh: 96 Km, 4-6 lanes, Total investment: 22,185 billions VND (1,305 millions USD), Feasibility Study, calling for PPP invesstment. 4. Hue - Da Nang: 105 Km, 4 lanes, Total investment : 10.695 billions VND (627 millions USD), 66 km under construction 5. Da Nang - Quang Ngai: 127 Km, Phase 1: 4 lanes, Total investment: 1,600 millions USD (JICA + WB). Under construction 6. Quang Ngai - Qui Nhon: 180 Km, 4 lanes, Total investment: 1,562 millions USD, Feasibility Study. 7. Nha Trang - Phan Thiet: 200 Km, 4-6 lanes, Total investment: 1,600 millions USD (27,200 billions VND), Feasibility Study. 10

Calling PPP investment 9. HCM - Long Thanh - Dau Giay: 55 Km, Phase 1: 4 lanes, Total investment: 932 millions USD, JICA loan 516.5 millions USD + ADB 410.2 millions USD + Reciprocal Capital (6 millions USD). Completed. 10. Long Thanh - Ben Luc: 58 Km, Phase 1: 4 lanes; Total investment 1,122 millions USD (19,074 billions VND), Planned to borrow ADB & JICA loans. Under Construction. 11. HCM - Trung Luong: 40 Km, Phase 1: 4 lanes. Completed. 12. Trung Luong - My Thuan: 51 Km, Phase 1: 4 lanes, FS completed. BOT Invested. Under Construction 13. D. EFFECT OF CLIMATE CHANGE - According to the Ministry of Natural Resources & Environment of Vietnam : In Vietnam, the sea levels will rise between 3 and 15 cm by 2010 and by 15 to 90 cm in 2070. Affected areas include: Ca Mau, Kien Giang, Ba Ria - Vung Tau (south), Thanh Hoa (in Central), Nam Dinh, Thai Binh (north). 16
