C. M. RECOMMENDATION: 1. Approve the Award of Contract Number 16-240-ITB in the amount of $559,996.31 to Bennett Group and approve an allocation of $56,000 as a contingency for change orders for a total contract authorization of $615,996.31. 2. Authorize the Purchasing Agent to execute the contract documents, subject to review of by the County Attorney. ISSUES: This is a request for approval of a construction contract for the playground and trails improvements at Woodlawn Park. County Board approval is required for award of construction contracts in the amount exceeding $250,000. There are no outstanding issues. SUMMARY: This is a Neighborhood Conservation Program project for the Waycroft Woodlawn neighborhood which was approved by the Neighborhood Conservation Advisory Committee in the Fall 2013 funding round and approved by the County Board on February 25, 2014. The focus of the construction project is to remove old and outdated play equipment, replace old trails and provide new playground areas and connecting trails. The project will provide an environmentally sustainable park by relocating play equipment farther away from the stream edge and reforesting a buffer along Lubber Run stream. The new improvements include play areas for both school age (5-12) and tots (2-5 years old), including playground equipment, accessible playground surfacing, site furnishings, accessible trails, constructing new connecting asphalt trails and a reforestation buffer along Lubber Run. Following a community process that involved neighbors from the community, the Waycroft Woodlawn Civic Association (WWCA) and staff from the Arlington County Department of Parks and Recreation, the design for the playground improvements was developed. BACKGROUND: The 3.2 acre Woodlawn Park is a heavily used County park which borders the Hospice property to the north, and North Buchanan Street to the west and North Abingdon Street to the east. (See attached vicinity map). Lubber Run stream daylights in the park, and the park contains environmentally-sensitive floodplain and resouce protection area (RPA) areas. In Fall 2013, a community process was initiated to develop conceptual designs for the new features at Woodlawn Park. Interested stakeholders came together through several meetings to discuss the playground design and address community concerns. Through the guidance of a communitybased design group, a conceptual plan was developed (see attachment) that was approved by the WWCA. This Neighborhood Conservation project also includes site clearing, site drainage, reforestation, new playground equipment, safety surfacing, site furnishings, connecting trails, inground solar path lighting and a water fountain. Project funding also included additional reforestation and invasive plant removal. In Spring 2014, a five-year invasive plant removal project, funded by this NC project began. In Fall 2014, a grant from the Virginia Department of Forestry was awarded, and partially funded a reforestation project consisting of 180 trees that were planted in the southern half of the park, and along the eastern edge of the stream between the 13th Street North and 14th Street North entrances. DISCUSSION: On April 26, 2016, the County s Office of the Purchasing Agent received the following four (4) bids in response to ITB No. 16-240-ITB: 1. Bennett Group $559,996.31 2. Avon Corporation $560,787.83 3. HRGM Corporation $773,424.19 4. Jeffrey Stack, Inc. $850,200.00 The lowest bid for the construction of the park improvements was received from Bennett Group in the amount of $559,996.31. The bid was found to be responsive and Bennett Group was found to be a responsible bidder. It is recommended that the contract be awarded to Bennett Group. FISCAL IMPACT: The overall project budget approved by the County Board for the Woodlawn Park Playground and Trail project is $795,000. In addition to construction the total budget also includes soft costs for design and project management. The NC program will cover the project from the Neighborhood Conservation Bond (316.437405.N549.C12.0000). - 2 -
