EMBSAY WITH EASTBY PARISH COUNCIL Minutes of the Parish Council held on Wednesday,11 th October 2017, 7:30pm in the Methodist Chapel Main Street, Embsay. PRESENT: Chair Cllr Brian Shuttleworth, Cllr s: Vince Smith, Andrew Ayrton, David Hill, Stella Kirkbride, and Robert Stead. Also in Attendance: Parish Clerk and 3 members of the public. Welcome: Chairman welcomed everyone for their attendance - and opened the meeting. 1. APOLOGIES FOR ABSENCE: Vice-Chair Cllr Judith Benjamin, County Councillor G Quinn 2. DECLARATION OF ANY PERSONAL/FINANCIAL INTERESTS: None 3. APPLICATION FOR ANY DISPENSATIONS: None. 4. PUBLIC PARTICIPATION 5. MINUTES OF THE LAST MEETING & MATTERS ARISING The last Ordinary Parish Council Meeting was held on the 13th th September 2017. The minutes of this meeting had been circulated previously. Approved and Signed 5.1Mirror Gift Cllr Shuttleworth met with Mr Stokes and asked if he would consider an alternative gift. Mr Stokes would like to provide a commemorative bench at the reservoir - permission will be sort from Yorkshire Water on his behalf. 6. REPORTS FROM DISTRICT AND COUNTY COUNCILLORS 6.1 County Councillor Quinn did not attend but sent points via email The Winter Gritting routes are now available on the website to view. Alternative route of the A59 at Kex Gill is high on the NYCC agenda with its substantial effect on all local communities. There is also a speed concern form available on line. (However, EwE Parish Council Speedwatch has this very much in hand.) Cllr Hill: Had not received the suggested monthly update from County Councillor Quinn for the Embsay with Eastby News. Cllr Kirkbride suggested this was a vital link to forge communication from County to the local community. 6.2 District Councillor Shuttleworth Report Circulated and Attached. Response to parishioner concern on road safety at new development in Skipton (Pig Field) District Cllr Shuttleworth had written to express these concerns to both Craven District Council and County Highways. No response from Highways yet and awaiting the 20day responseperiod to end before pursuing.

Local Development Plan further delayed due to matters raised by Council s consultant barrister around figures quoted for housing needs. Final publication is still planned before theend of the calendar year. Result of the Public Enquiry into Affordable Housing resulted in a reduction from 40% to 20% on all new developments. This will be determined by CDC on a site-by-site basis. (Appeals can be lodged) and 5 applications from developers to reduce numbers have already been received. A Public Enquiry in South Craven has been successful in securing Green wedges of land between villages. Central Government propose to change the rules and guidelines relating to CIL and s.106 agreements, apparently with a view to less conflict between developers and local authorities. Central Government is also proposing to standardise assessment of local housing need, a proposal that could result in some authorities being required to increase their present figures by up to 66% (although it is understood most of these authorities will be in the SE of England.) No news on the removal of the Bring Bins in the Car Park. However, there is a waste collection review taking place and this may influence the situation. Cllr Kirkbride asked if the Levy monies could be used to improve school facilities to accommodate the increase in school places needed? Or could the Chatsworth Estate development help with the Cricket or Football fields? District Cllr Shuttleworth replied this only applies to new developments and not existing approved planning decisions. 7. Village Car Park Update Cllr Shuttleworthinformed the members that the lease takeover is continuing slowly due to a question raised over ownership and responsibility of the road entrance to the Car Park. 8. PCSO Report Circulated Cllr Stead raised his concerns of residents walking on the road where there is no pavement on one side of the road towards the local shop. It s a blind corner and extremely dangerous. Could we ask PCSO to point this out and perhaps highlight in the Embsay Eastby News Report? 9. Planning Applications received since last meeting: 9.1 Planning Updates Circulated 9.2Responses Clerk Verbal Report on - C/26/760A C/26/649A C/26/671A 2017/18382/VAR 2017/18552/HH 10. REPORTS FROM LEAD MEMBERS, COUNCIL WORKING PARTIES AND OUTSIDE BODIES. 10.1 Village Maintenance Report circulated prior to the meeting. Relocation of Dog Bin in Eastby has now been approved by Bolton Abbey Estate CDC will now be informed. A request has been received from a local resident to tender for Grass Cutting. Discussion took place and all members agreed the PC would not be asking for tenders at this time.

10.2 Volunteers Report circulated prior to the meeting- no questions raised A reminder will be sent to all volunteers that bench materials are available should they wish to prepare for the winter months A winter tidy up of the Car Park will be planned for early November date to be agreed. 10.3 Road Safety Report Cllr Smith circulated a report at the meeting: Owner of the property opposite Embsay Station entrance have agreed to accommodate the traffic mirror, subject to NYCC approval. NYCC highways have no objection to this and the project will now move forward. Alternative site for VAS sign may be the car park at St Mary's on Kirk Lane. Permission has now been sought from Yorkshire Water who own this site. Requests for 20mph speed limit along Main Street under consideration. A Community Speed watch will take place shortly to establish average speeds. 10.4 Speedwatch Report - Cllr Hill circulated a report at the meeting. Three deployments on Kirk Lane and Skipton Road during September recorded 10 drivers speeding between 36-42mph. All were on Skipton Road and car details have been forwarded to the Traffic Bureau to action. Skipton Road remains the area of concern, 10.5 Nature Reserve Report Cllr Hill circulated a report at the meeting. Friends of the Nature Reserve have received a grant of 976.61 from YDNF Sustainability Development Fund. This will be used for re-gravelling existing paths and to install a chute to aid delivery of the gravel. The work will be carried out by FNR and Craven College Staff and Students. The Parish Council wish to express it thanks to John Oldfield and Volunteers for an amazing job and the ongoing support of Phil Richards. 10.6 Recreation Ground Cllr Stead no report 10.7 Communication & IT No report 10.8 Fair Trade/Village Hall Cllr Kirkbride A village litter pick is due to take place on the 14 th October. A Swop Shop will be taking place on Wednesday 25 th 7-9pm. More Chairs have been restored for the village hall. Cllr Shuttleworth asked if the energy efficiency work was still on track? Cllr Kirkbride said as far as she knew it was. 11. PC ADMINISTRATION 11.1 Locality Budget Field Gates Kirk Lane Cllr Ayrton has met with Ian Piper to look at the stone gateways, widening needs on three sections, plus a ramp and the conditions of the wall.

A quote will be sent to the Clerk shortly. Cllr Ayton will talk with Brewster s regarding permission for removal of one post. Clerk will request a quote from Dragonfly for clearing the path of overgrown vegetation. The Clerk will combine quotes and apply for grant/s to undertake this project. 11.2 Grant Allocations- Village Show/Art for All. No application has been received from Village HallShow Committee. Cllr Hill is expecting one before next PC meeting. The Clerk received a request from Victoria Alderson for a grant of 70 to help mount and display local Art work in the Village Hall. Proposed by SK seconded VS All agreed Clerk to Action 11.3 Friends of the Recreation Ground - Facilities Cllr Stead proposed that the Parish Council support the Friends of the Embsay with Eastby Recreation Ground Charity in its choice of designer for planned improvements. Mark Walters gave a brief background presentation on how the charity came about and what its overall plans were to enhance the recreation ground for the benefit of all the residents - not just specifically targeting the very young. A discussion took place and clarification that all funds needed to make these improvements would come from fundraising efforts by the Friends and grant applications. The Parish Council would not be responsible for any costs and precept monies would not be used. Vote by show of hands took place and all agreed to support the Charity s choice of designer. Clerk to Action 11..4 Reservoir Access Path The Clerk has received a request from Phil Richards YDNPArea Ranger Littondale/Wharfedale/Properties Eastwith a full description and a map of suggested improvements to the path around the reservoir for the Parish Council to discuss and support. A discussion took place and two points of concern were raised. 1. Disabled Access will result in more parking or dropping off space needed. 2. Dangers of BMX or Trail Bikes using the pathways The Clerk asked if any further comments from member could be sent via email by Monday 16 th October these would be forwarded to Phil Richards who will be attending the November PC meeting to answer any questions. 12. FINANCIAL MATTERS (Clerk detailed invoiced report up to 30/09/2017 was circulated and attached for approval of payments to the value of 2065.56 Approved 12.1 Monthly Expenditure/Bank Reconciliation (Circulated) Approved.13. REPORT OF THE PARISH CLERK 13.1 Report Circulated Issues discussed: New Data Protection Laws come into force in May 2018. Clerk sent out full details prior to the meeting. Requested that any personal information held by Cllrs (either data based or paper based) be sent to the Clerk as the appointed Data Protection Officer. Forward Planning of State Funeral Clerk informed members of the Craven District Plan and its effects on parishes. Remembrance Day Planning - Clerk informed members that this years service will take place on Sunday 12 th November at St Mary s Church and the War Memorial, starting in church at 10:00am. The poppy wreaths are already with Cllr Shuttleworth.

Suggested Change of dates for December Meeting. Clerk to Action Clerk introduced Simon Hesson to the members as the applicant for Co-Opted Councillor Casual Vacancy. Proposal for appointment will take place at Novembers meeting. Bolton Abbey Allotment Lease is still being pursued, email correspondence with Estate Manager Harvey Thomas, Clerk has requested at least a further 10year lease. Online Banking - Still awaiting mandate approval for new signatory. PC Members to attend at Community Information Day 28 th October.
