CARDS PROGRAMME

CARDS 2003 Since 2006 CROMAC has been the beneficiary of projects for de-mining actions under the framework of the CARDS Programme. The grants were intended for mine clearance activities on the projects proposed by the Regional Operational Programme Group (ROP) in Sisak-Moslavina County. All demining operations were linked with reconstruction activities, return of refugees and displaced persons and sustainable socio-economic development of war-affected areas in Sisak-Moslavina County. 1. CARDS 2004 The purpose of project was to remove mine threat from war-affected areas in four Croatian counties and thus contribute to the creation of safe environment that enhanced the socioeconomic development of rural areas. At the same time, demining provided conditions for sustainable return of refugees and displaced persons on the areas of special state concern. The project also resulted in reduction of overall suspected hazardous area (SHA) in Lika-Senj, Brod- Posavina, Karlovac and Požega-Slavonia County and up to a point decreased the risk from mine incidents. 1. CROSSBORDER The aim of the project was removal of mine danger from the territory of Vukovar-Srijem County, Karlovac County and Dubrovnik-Neretva County. After the realization of demining operations, the suspected hazardous area (SHA) of stated counties has been considerably reduced as well as the potential risk from mine incidents. Demining also created safe environment for local inhabitants in that way ensuring preconditions for sustainable return of displaced people and socio-economic development in the borderline areas. It enhanced the reconstruction and development of local rural economy and, at the same time, contributed to the economic development of the frontier region. 1. IPA PROGRAMME

IPA 2009 The goal of this project was to remove mine danger from war-affected areas in Karlovac County and thus contribute to the creation of an environment that will enhance the economic development and overall security environment. Project area consisted of agricultural areas as family farm plots and forest areas. Realization of this demining project moved the boundaries of suspected hazardous area away from the inhabited locations. After its completion, overall safety of the whole area significantly increased. The project realization created the conditions for revitalization and development of the wider area with agricultural and tourist activities, new jobs, sustainable return of refugees and displaced persons, improvement of rural infrastructure etc. With completion of this project agricultural land like family farms and plots, meadows, pastures and forest are now returned to the local community to the safe use. Creation of safe environment has set security pre-conditions for sustainable return and socio-economic development in war affected areas in the Republic of Croatia. 1. IPA 2010 The mine problem in Osijek-Baranja and Vukovar-Srijem County represented a development issue, serious impediment to reconstruction of agricultural production and infrastructure, economy development and free movement of people. All these issues were even more emphasized with the safety problem that mine danger represented for the inhabitants of mine-contaminated areas, as well as for people travelling through. This project contributed to the creation of an environment that enhanced the economic development and overall security environment. 1. Project name «De-mining Programme in War Affected Areas» 2. IPA 2011 The purpose of this project was to remove mine threat from war-affected areas in Vukovar- Srijem and Osijek-Baranja County and thus contribute to the creation of environment that will enhance the economic development of rural areas and overall security environment in that way enabling sustainable return of refugees and displaced persons. Local inhabitants are now able to use demined areas safely for different economic purposes. Demining of forest areas in both counties contributed to better forest management, improved maintenance of forest roads and fire lines, more extensive exploitation of timber and finally increased the safety of forest workers. Demining positively affected the implementation of flood and fire protection measures as well as prevention of droughts in the border region. 1. IPA 2012 The project implementation is currently underway. Demining would create pre-conditions safe systematic monitoring over the state border and efficient functioning of the relevant services at border crossings with Bosnia and Herzegovina. The border region is potentially an area of high risk from mine incidents. Attention to this has been drawn following the migration crisis in 2015 in which Croatia has been one of the countries on the Balkan corridor. Currently, the corridor has been closed which might direct future migration paths through minefields alongside to the border with Bosnia and Herzegovina. Therefore, it is necessary to ensure control over illegal and uncontrolled entrance of migrants onto the territory of the Republic of Croatia. Demining would provide safe access of border police to the borderline in that way ensuring better control and monitoring over the state border which is currently extremely difficult due to mine contamination. Demining wold also prevent all sorts of illegal activities taking place across/around the state border such as smuggling, trafficking etc. 1. IPA 2013 The aim of this project was to remove mine danger from suspected hazardous areas in Lika-Senj, Sisak-Moslavina and Zadar County. The structure of area proposed for demining mostly referred to roads and other communication routes, house yards and neglected agricultural areas. Demining created the preconditions for sustainable development of rural areas through development of rural economy. The results were safe environment and setting of security preconditions for sustainable return of refugees and displaced people, further socio-economic development and improvement of economic and social conditions in war-affected areas. 1. IPA CBC HU-HR The vision of the project was to enhance the sustainable and attractive environment in the border region by creation of safe environment and setting of security pre-conditions for development of more sustainable and naturally valuable environment in the border area. The project covered demining operations on the territory of the Drava-Danube area on the border between Hungary and Croatia (Osijek-Baranja County on Croatian and Baranya County on Hungarian side). Demining resulted in removal of land mine threat from the Hungary-Croatia border area and creation of safe environment thus contributing to the development of landscape and its natural and rural surroundings. The project raised the awareness of the EU citizens of the importance of demining of nature protected areas and, at the same time, enhanced territorial cross border cooperation between the two countries. 1. TRANSITION FACILITY The project implementation is currently underway. Funds under this project will be used for demining operations in Lika-Senj County along the border with Bosnia and Herzegovina. The project aim is to prevent different sorts of illegal actions taking place across the state border such as trafficking, smuggling etc. In addition, the risk from mine incidents in the border area is extremely high due to migration wave which started in 2015. There is a possibility for migration wave to change the current route and move towards other routes along the border. Therefore, safe passage in case of breakthrough of immigrants across suspected hazardous area (SHA) along the border must be ensured. Demining will also contribute to the safety of local inhabitants as well as tourists and people travelling through by increasing the overall safety conditions following demining activities. 1.
