The county has been zoned {Peterchurch is included in Kington and West Hereford area} and very specific information has gone into identifying house prices and costs of building across the county. Local Transport Plan (LTP) had been approved last week South Wye Link Road Planning Committee meeting to be held on 6 th June 2016 City Centre Link Road has been started, which should open next summer Two planning appeals have been granted, Ledbury and Leintwardine, due to Herefordshire Council not having a five year supply of housing 4.2 West Mercia Police PCSO Lucy Morris not present see Item 12.0 2016-484

Speed checks, with a data collection box apparently had not taken place, only an Officer with a Speed Gun in a very conspicuous vehicle. Checks took place during the middle of the day Peterchurch 12.4.16 at 2pm by police station - 40 cars monitored, 1 in excess 30mph, driver spoken to and warned. Average speed 29mph. 15.4.16 at 9.45am by Lewis Way - 50 cars monitored, 3 drivers spoken to due to speed in excess of 30mph ( all of whom live in the village!) Average speed 26mph. Clerk instructed to write to the Police Commissioner stating that between the hours of 7.00am - 9.00am and 4.00pm - 6.00pm would have been preferably and was there actually a data collection box installed, if so could the Parish council have the detailed results. 4.3 Lengthsman s Report Lengthsman Mr. Terry Griffiths not present but report sent by email Highway Drainage Maintenance We have completed the work requested on U75410 near the junction with the U75409. This road culvert has had some repair work done in the past as the original stone built culvert seems to have been sealed off at the west side probably due to it collapsing under the weight of traffic passing over it. The replacement pipe culvert which has been placed alongside was partly filled with silt which reduced the capacity in turn slowing the flow causing the build-up of debris and mud and the eventual failure of the culvert. We were able to remove most of this silt with the jetter after we had cleared about 15m of the area of the stream in front of the headwall on the west of the road. This part of the job required us to enter the field and as we had no knowledge of where to contact the landowner to attain permission for access we were obliged to proceed without that permission in order to get the job done. Please accept and pass on our apologies if we caused offence or annoyance to the landowner. As to the number of motorist we held up that day all we can say that on a narrow single carriageway with no parking areas in the near vicinity any delays caused come under the heading it s the way it is. While we were in the area we found another road culvert at Cym Farm entrance which was near to spilling water on the road and was on our list of logged defects so we carried out clearance work on this culvert as well. Routine road maintenance On request we carried out maintenance work on the roadside drainage system on the B4348 north of Peterchurch which we found (with difficulty) in a sadly neglected condition which clearly contributed to the flooding of the road in the first place and certainly was the cause of standing water on the road long after the rains stopped. General Work We have sourced and ordered the materials needed for the installation of the notice board and are awaiting the availability of underground services maps before we start excavations. We have been tasked and will shortly carry out a one off cut of the grass in the play area. I trust that the members of the Parish Council will accept this report in my absence. It appears that a mass of information needs to be gathered by a team hence the early warning and some claims have been in place and not actioned for 15-25 years but some if landowners agree can be dealt with very quickly. Agenda item for the next full Parish Council meeting 5.0 Public Question Time Designated period of 10 minutes to accommodate members of the public who may wish to either raise any issues or ask the Parish Council questions A member of the public asked about speeding issues in the parish reference static data collection box - See Item 4.2 A member of the public asked about a Bus Shelter at Crossways Stockley Hill A Bus Shelter Survey had taken place in April 2011 but had not included Stockley Hill Linzy Outtrim to be contacted about ground opposite Bus Stop at Crossways for an alighting area For information Extract from Minutes of Tuesday 21 st June 2011 No PPC/MW/044 Bus Shelter Survey There were three proposed locations all of which were for Hereford bound traffic 1) At Crossways (near the notice board) 2) Outside the Community Centre 3) Near The Nags Head Each questionnaire asked if bus shelters were required Those who said yes were then asked to prioritise the three possible locations There were 500 leaflets distributed, that is one for each household There were a total of 83 responses 3 of which said NO 50% of the yes votes put Crossways as their first choice 42.5% of the yes votes put the Community Centre as their first choice 7.5% of the yes votes put The Nags Head as their first choice 2016-486

The Parish Council now have a number of options one of these might be to conduct a feasibility study to ascertain the amount of people using the site identified as being most requested, with this information the size and type required could then be included in the costing of the project. This could then become part of the Parish Council s 2013-2014 budget for consideration later this year. The Clerk was instructed to write a letter to the Stage Coach Bus Company including the results from the survey and asking if a Bus Shelter could be provided. Resolved by majority to recommend refusal for the following reasons:- When permission was granted in 2000 for the access onto the B4348, it is understood that permission was given on the bases of this would give access to and from the existing properties during flood condition which then as now can make the access onto the C1195 Crossways to Fairfield School road impassable. It would appear that if this application was to be approved the proposed development would abate the reason for this access as the original beneficiary would become isolated. The use of this access onto the B4348 on a regular bases would create a further danger to this part of the B4348 due to it being close to a crossroads which itself causes considerable concern due to serious visibility issues, the area is also a drop off and pickup point for children attending Fairfield School, therefor the Parish Council consider that anything which makes this situation even more dangerous should be refused. The Finance Working Group met with the Parish Clerk on Thursday 21 st April 2016 at The Peterchurch Village Centre at 7.30pm to discuss and consider the 1 st April 2015-31 st March 2016 Accounts. The Working Group unanimously agreed to recommend to the Parish Council the adoption of the 2015-2016 Accounts as presented, with no issues or anomalies found. The Finance Working Group also considered risk to the Parish Council and agreed to recommend that the Parish Council only use on-line banking for perusing and printing Bank Statements 2016-491
