In his absence, the Chairman congratulated Cllr Pritchard on his nomination to become Deputy Mayor of Wrexham County Borough Council. 20 Police Lynne Maurice reported: 1. Drink driver arrested in Woodhouse Lane Marchwiel. 2. A male walking 2 dogs across the football pitch has been fined 75 LM responded to Members regarding their concerns of vehicles parked opposite the Red Lion Pub. An obstruction is illegal, however, the parking on the pavement is not an offence, provided room is left for people to pass on the footpath. Members mentioned that the tenants in the rented property opposite the Red Lion are parking on the road. Enquiries need to be made and the Agent contacted regarding the parking issue. Members are concerned of a road traffic accident happening in particular at this section but by the speed in which the lorries are travelling through the village. Members requested the speed camera visit the village again. Members mentioned that they want the speed awareness signs to be calibrated to the correct speed. Members reported that dog fouling was still a concern. More signs are required. The Clerk asked if a copy of the design/notice was available she could get some laminated. Members reported receiving complaints of a visibility hazard from the hedge owned by Mr Nigel Lloyd at the Marchwiel Hall Lane junction joining A525. 21 Confirmation of Minutes Resolved That the Minutes of the Meeting held on Wednesday 6th May 2015, be proposed by Cllr Tim King and seconded by Cllr Dave Jones as a correct record. 5

b) Audit: The Clerk reported to Members the 2015/16 year end a/c s Total balance c/fwd 29,081. She reported she would deliver the Audit to JDH Services in Pontblydden. She agreed to inform external auditor Hacker Young of this. Once the Internal Audit is complete she would collect on 18 th June and arrange for the Return and recommendations be approved by Members. She hoped to meet at the Cross Lanes on 19 th June at 7pm but would confirm with Members beforehand. The return must be signed before June 30 th 2015. She informed Members that she would be away during the week of 22 nd June. c) WAR STOCK: The Clerk reported to Members that she had spent several hours contacting different agencies and departments in her attempt to discover where the War Stock Shares are. She reported that she was informed by the Bank of England in London that apparently all the Nat West Banks War Stock shares they were holding have been transferred to a company to manage. The Clerk contacted the company in London but was told that the shares would be in the name of the person who was Clerk at the time and without the certificate they were unable to discuss anything with her due to Data Protection. When the Clerk suggested writing with a Freedom of information request, they confirmed that a cheque was distributed in March for the shares to MCC but sent to the address they have on their file. They confirmed that the shares were dated in the 1950 s. I told them that the Clerk at the time would probably be deceased by now. There is nothing they can do without the certificate. The Clerk would make further attempts to find the certificate. No one from Marchwiel has contacted us to say they have received a cheque so hopefully it hasn t been cashed. d) Clerks Payroll increment: The Clerk handed a report to Members with a break down of the increment figures, non-consolidated payment and additional hours previously agreed. Members RESOLVED to pay the Clerk the increment which Members had agreed previously to follow the NJC s agreements. This is an increase of 9.60 per month less tax. Back pay from January 1 st 2015 would also be paid. Members agreed to continue with WCBC s Payroll Service and signed the 2015/16 Contract. The Clerk was asked to write a letter to Payroll to amend the salary and pay the outstanding amounts. The Chairman would countersign it. 23 S137 Financial Assistance Resolved that, in accordance with Council policy, applications for financial assistance from the following organisation be noted and that they be considered, when they are received. 1) The Clerk read a letter from St Marcella s Church requesting a Burial Ground Maintenance donation. Members RESOLVED to donate 250 A cheque (no:002285) was written and given to the Chair to deliver by hand. 24 Planning The Clerk reported no Planning Application received: 25 Clerk s Report 7
The Clerk reported that the Chair and herself had attended a meeting at the Guildhall with the Chief Executive regarding rural community concerns on Tuesday evening. The two hour meeting discussed three main concerns: Overlooking rural areas of the County Borough Standard of repairs carried out in particular pot holes. Responses to Highway repair requests do not appear to happen. Communication is poor. 26 County Councillor s Report Cllr Pritchard did not attend this meeting. 27 Burial Ground The Clerk handed Members a draft copy of the revised Marchwiel Community Council s Burial Ground charges. Members discussed at length and amended bringing them in line with the County Councils charges. RESOLUTION: The Clerk amend the Burial Ground Fee sheet as agreed and distribute to Funeral Directors when new Burials are requested. 28 Street Lighting Nothing new to report. 29 Marchwiel s Website The Clerk reported that she still required Landscape photographs. She asked if it would be possible for her to gain access to the Church tower to take some pictures herself. The Chairman agreed to enquire. Cllr Mrs Rose Edwards reported that she had written an introduction paragraph for the Website by hand. She agreed to post it to the Clerk. 30 Marchwiel Environmental Group (M.E.G.) MEG s next meeting will start at 7pm in the Scout Hut. 31 Correspondence 1. WCBC a) Lynne Tharme: Payroll / Pensions Manager. The Clerk read the letter notifying Members that Lynne Tharme has responded to the Pensions Regulator making them aware that they are already aware of the facts that WCBC provides a service to administer the payroll. They are not employees of WCBC and will stop contacting MCC directly. She confirms that later in the year she will liaise in detail with us and discuss the way forward in order to be ready in good time for July 1 st 2016 Pension. Noted 2. Flintshire CC PENPAL re: Local Gov Pension Scheme information and guidance notes. Noted 3. Society of Local Council Clerks Minutes of last meeting NEC London April 2015 and Agenda for June 9 th Rhyl meeting. The Clerk could not attend. 4. Nightingale House Invitation to 20 th Anniversary Celebratory events. Copy of Annual Report. Noted 32 Declaration of Interest There being no further business the meeting closed at 8:50pm.
