APOLOGIES Apologies for non-attendance were received from Councillors D. M. Birch, B. Dunn, R. V. Hill, K. Kelly, R. P. MacFarlane, A. P. Shotton and P. M. Tinman. 77. PRESENTATION The Chair welcomed Steve Jones from Streetscene, Flintshire County Council. Steve Jones introduced Streetscene and what role it had within Flintshire County Council. He explained how Streetscene had brought several services together and although there had been teething problems the service was now more efficient, flexible and cost effective. Members raised the following issues:- Re-occurring grass and weed problems on sideways i.e. on Private land such as the Sub- Stations. Street Lighting what reason was there for some white and some orange street lights on the same street. Certain refuse drivers had refused to collect waste. If Councillors organised litter picks on their ward can Streetscene assist? What plans are there to re-educate concerning recycling? Are there plans for separate nappy waste? What is the reason for some areas having numerous small vans to collect the refuse and recycling and other areas using one large van. The responses to the above issues are as follows: If the land is private, Flintshire County Council are unable to deal with problems. Flintshire County Council were funded by the Welsh Government to change the orange street lights to new technology white lights which enabled the lights to be dimmed after midnight. Old orange lights would be replaced with white lights gradually. All drivers had received one-to-one training and if any driver refused to collect refuse Streetscene should be informed. Streetscene would assist in litter picks by providing bin bags etc. Residents not recycling would receive additional support. 23

There would be no separate collection or special bags for nappy waste as this would be too expensive for Flintshire County Council. Refuse was collected using different vans in different areas due to the expiry of the lease of certain vans. All vans would be replaced within the next 2 years when the lease expires. The Chair thanked Steve Jones for attending and the Council invited Steve to return in 12 months time with the progress of Streetscene. 78. DECLARATIONS OF INTEREST Councillor A. J. NORTH WALES POLICE HOME OFFICE The Clerk submitted a letter dated 31 July 2012 from D Beaney, Direct Communications Unit, Home Office and a letter from Carl Sargeant, Welsh Government Minister for Local Government and Communities (copies provided). 82. PLANNING APPLICATIONS (a) 050000 Land adj Golftyn Post Office, 122-124 Church Street, Connah s Quay Proposed erection of 2no. semi-detached dwellings. That the Clerk writes to Head of Planning informing him that the Town Council express some concern about the privacy of the properties to the rear re: the velux and bathroom windows. The Planning Officer is asked to ensure privacy is adhered to. There were also concerns regarding highway safety/vehicle movement and that no loss of light would be experienced by existing properties. (b) 050039 Unit M & N Deeside District Centre, Connah s Quay Proposed change of use of 2 no. A1 retail units to MOT and car repairs. (c) 050056 64 York Road, Connah s Quay Proposed erection of a single storey extension. (d) 050006 47 Wepre Lane, Connah s Quay Proposed first floor extension over garage. (e) 050061 Roundabout at Junction of A548/B5129 Kelsterton Road Proposed erection of roundabout sponsorship signs. That the Clerk write to the Head of Planning Services informing him that the Town Council had no objections in respect of applications (b), (c), (d) and (e) as outlined above. 83. NOTIFICATION OF PLANNING DECISIONS The Clerk submitted notification of Planning Decisions (copy forwarded to Councillors with the Agenda):- 049592, 049637, 049656, 049748, 049760, 049763, 049764, 049779, 049780, 049831, 049835, 049853, 049858 & 049868. That the notification be received. 84. NEW CEMETERY, CONNAH S QUAY SPEED LIMIT The Clerk submitted a letter dated 27 July 2012 from Neal Cockerton, Head of Assets and Transportation, Flintshire County Council (copy forwarded to Councillors with the Agenda). Councillor J. B. Attridge informed Councillors the 30mph speed limit would carry on along Kelsterton Lane, the Main Road and into the housing estate. Councillor Attridge thanked the Town Councillors for their continued support persistence in this matter. 25

COLLABORATION BETWEEN FLINTSHIRE LOCAL ACCESS FORUM AND COMMUNITY COUNCILS The Clerk submitted a letter dated 20 August 2012 from Jean Rosenfeld, Flintshire Local Access Forum (copy forwarded to Councillors with the Agenda). 86. ROADS AND FOOTWAYS Members items of complaint/reports (i) Bus Stops Brooklands Ave/Halkyn View Councillor P. J. Wainwright asked for the provision of a bus shelter at the top of Uplands Ave/Halkyn View. That the Clerk write to Flintshire County Council. (ii) Synchronised Traffic Lights Connah s Quay and Shotton Councillor P. J. Wainwright enquired about the latest developments on the synchronisation of the traffic lights. Councillor A. I. Dunbar informed Councillors the synchronising of the traffic lights would commence shortly from Makro all the way through Shotton and Connah s Quay. (iii) Public Footpath Councillor A. J. Roberts enquired about the development of the footpath at the rear of the Labour Club. The Clerk informed Councillors that delays due to legal difficulties had been encountered but he would chase up. That the Clerk write to Flintshire County Council to request public footpath application forms. (iv) Potholes Councillor J. B. Attridge informed Councillors the following areas would be repaired or re-surfaced. Uplands Avenue - Wepre Park Linden Avenue Englefield Road Mold Road Bryn Road 26

(v) Alleyway Dee Road to Fron Road Councillor P. M. Attridge reported the overhanging trees. That the Clerk contact Streetscene. (vii) Bryn Road Overhanging Hedge Councillor G. A. Faulkner reported an overhanging hedge outside 27 Bryn Road which had made passing with pushchairs difficult. That the Clerk contact Streetscene. (viii) Bus Shelter Councillor S. D. Tattum requested a bus shelter by St. David s Church. That the Clerk write to Flintshire County Council. (viiii) Pedestrian Crossing Mold Road Councillor S. D. Councillors agreed North Wales Residual Waste Treatment Project would be invited to give an informal presentation to the Councillors. 91. COMMUNITY & TOWN COUNCIL PAYMENTS WELSH GOVERNMENT The Clerk submitted a letter dated 17 July 2012 from Martin Bull, Local Government Finance & Performance Division, Welsh Government together with Response Form and SLCC News Article (copies forwarded to Councillors with the Agenda). 28

94. FUTURE OF CUSTOM HOUSE SCHOOL Councillor J. B. Attridge informed Councillors an update on this item would be available at the next meeting. Petition forms to be handed over. 95. 100. NORTH WALES ASSOCIATION OF TOWN AND LARGER COMMUNITY COUNCILS Councillor C. Granger explained to Councillors how well these meetings worked with sharing information from other Councils. At the Quarterly Meeting held in the Civic Hall each Council representative explained what had been done regarding regeneration work in their town. The North Wales Association of Town and Larger Community Councils had a very good website with full report details and minutes from the meetings. 101. TOWN & COMMUNITY COUNCIL S CHARTER The Clerk submitted A Shared Community Charter Between Flintshire County Council and the Town and Community Councils (copy forwarded to Councillors with the Agenda). 107. CIVIC HALL MARKETING EXERCISE The Clerk reported the proposed marketing exercise for the Civic Hall and the quotes received.
