MINUTES OF THE WARGRAVE PARISH COUNCIL MEETING HELD ON MONDAY 1 ST DECEMBER 2014 AT THE OLD PAVILION 7.45 PM Meeting Ref: 14PC11 PRESENT In attendance Councillors Bush (Chairman), Cattermole, Davies, Halsall, Jones, Luckwell and Mrs Pope. Mr Hedges ( & Proper r) Mrs Lawrence (Deputy ) 1. APOLOGIES Councillors Cardy and Mrs Payne-Annetts. The Chairman announced that the Reverend John Ratings had passed away. The funeral service was arranged for Wednesday at St Marys Church in Henley on Thames, thereafter gathering at St Marys Church in Wargrave. 2. DECLARATIONS OF INTEREST Minute ref: 8.1.1.1 - Councillor Luckwell declared a personal interest as prospective client. Minute ref: 8.1.1.2 Councillor Bush declared a personal interest as a neighbouring landowner to the application. 4. MINUTES RESOLVED: THAT THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 17 TH NOVEMBER 2014 BE APPROVED AS PRESENTED. 5. MATTERS ARISING FROM THE MINUTES The gave an update on the following matters that were raised by Cllr Mrs Pope: - - An inspection of the Chestnut trees was being arranged with Beechwood Tree Care. - The was looking into the repairs for the BMX track. - A meeting had been arranged with Angie Gibson (WBC) for later this week to discuss the funding for the new play equipment. 5.1 Minute ref: 5.1 Mumbery Hill Update (Cllr Mrs Pope) Councillor Mrs Pope provided the written report to be distributed to Members at the next Meeting. 5.2 Footway Lighting Column Replacement update The explained the options for having the replacement lighting columns outside the Wargrave Piggott School. It was noted that a quotation from the SSE had been requested. 6. OPEN SESSION 6.1 A representative from the Wargrave train users group explained the proposed changes by First Great Western and the implications of a reduced service for PC 1 st Dec 2014 Chairman Date 1
6.2 6.3 Wargrave. There was concern raised by a Resident regarding the revised plans at Watershed in Loddon Drive. It was agreed to contact the Planning r and that the application should be placed on the Council s next Meeting agenda. Following an enquiry made from a Resident, Cllr Cattermole reported that he had attended the Overview and Scrutiny meeting at the Borough on 26 th November 2014. Cllr Cattermole explained the matters that were discussed at the meeting. 7. BOROUGH COUNCILLOR S REPORT For information Borough Cllr Halsall joined the Meeting. Borough Cllr Halsall gave an update on the Boroughs budget for 2015/16. 8. Proposed erection of two storey side and single storey rear extension to Wargrave Cottage with construction of swimming pool and detached swimming pool house in Wargrave Cottage garden. Plus installation of new automatic gates and time gate to the frontage of Wargrave Cottage following the demolition of unlisted building, 106n High Street, in a conservation area. 8.1.1.2 Planning Application number LB/2014/2428 East Lodge, Wargrave Hill, Wargrave. Application for Listed Building consent for the proposed erection of a single storey rear extension and the addition of a basement. Demolition of existing flat roof extension. 8.1.1.3 Planning Application number F/2014/2497 Barn Acre, Loddon Drive, Wargrave. Proposed erection of a single storey rear extension to dwelling. 8.1.1.4 Planning Application number CLE/2014/2540 Copper Beeches, Bath Road, Knowl Hill. Application for a certificate of existing lawful development for 2 bed bungalow. OBJECTION TO THIS APPLICATION AS PRESENTED. It was suggested that the submitted plan may be incorrect in relation to the area under question, the anomaly would be reported to the Borough Council. For information Cllr Mrs Pope left the Meeting. Demolition of existing dwelling. COMMENTS FOR THIS APPLICATION. 8.1.2 Planning Local Planning Authority Application Decisions Report A report of the Borough s planning decision notices had been circulated and duly noted. Cllr Davies drew the Council s attention with the two applications that had not been received in the office. 8.5.2 8.5.2 Old Pavilion Project There was an update regarding the new kitchen facility. It was noted that the kitchen would be ready in time for the Luncheon Club to use on the 11 th December. Woodclyffe Hall - Ivy Cllr Jones reported on the works that were carried out by Beechwood Tree Care to remove the ivy. 9. CORRESPONDENCE & INFORMATION 9.1 WBC Consultation on Draft Arborfield & Newland Village Design Statement Noted. 9.2 Thames Water Members were informed of Thames Waters plans to carry out improvements to their pipework that would affect Kings Field.
