Agenda Item 2 FAA Update: 2A) Suth Flw SID s Envirnmental Wrk: Deb Hgan/FAA Eastern Service Center, Operatins Supprt Grup, Team Manager Intrduced: Jey Kennedy/FAA Operatins Supprt Grup, Suthern Regin Office Presented FAA Statement: The FAA recently re-affirmed its cmmitment t remain engaged with the DCA Reagan Natinal Cmmunity Nise Wrking Grup, even thugh it is currently defending against a lawsuit challenging certain air traffic cntrl prcedures at DCA. The FAA appreciates the effrts f the Wrking Grup and lks frward t cntinued cllabratin. At this time, the FAA wishes t remind the Wrking Grup and the public that the FAA s published prcedures are final agency actins that will nt be re-pened thrugh the FAA s effrts with the Wrking Grup. Recmmendatins frm the Wrking Grup are treated as suggestins fr new actins. Similarly, any prpsal frm the FAA is a prpsal fr a new agency actin subject t its wn safety and envirnmental review and justificatin. The FAA welcmes the Wrking Grup s input, but the prpsal and adptin f any new prcedure changes will be made slely by the FAA within its discretinary authrity. Updates: DCA Prttype RNAV GPS Rwy 19 Arrival Prcedure and Suth Flw SIDs: Nise mdelling prcess needs mre time t ensure quality cntrl. FAA will prvide the nise analysis fr DCA Prttype RNAV GPS Rwy 19 Arrival prcedure and Suth Flw SIDs t MWAA by December 6, 2018. Recmmendatin #9: FAA has started the analysis fr Recmmendatin #9 including vertical/lateral psitins, airspeeds, prcedure interactins with ther airprts etc. sph/at/ab Pg 2/8

Recmmendatin #9 analysis is time intensive, i.e. as currently prpsed, it will take FAA mnths t create mre than 500 graphics. Deb Hgan/FAA will cntact Ken Hartman t discuss Recmmendatin #9 analysis alternatives. FAA will prvide analysis fr Recmmendatin #9 t MWAA when cmplete; FAA will crdinate a Subject Matter Expert (SME) t attend Wrking Grup meeting fr Recmmendatin #9 analysis discussin. Ken Hartman: Asked FAA fr feedback n hw the Wrking Grup can better supprt FAA since the Wrking Grup relies n the FAA fr technical expertise. 2B) DCA Prttype RNAV GPS Rwy 19 Arrival Prcedure: Deb Hgan/FAA: MWAA will distribute FAA s respnses t questins submitted by the Wrking Grup s Nrth f the Airprt Sub-Cmmittee regarding the DCA Prttype RNAV GPS Rwy 19 Arrival prcedure. As requested by the Nrth f the Airprt Sub-Cmmittee, FAA prepared Clse-in, Waypint-t- Waypint graphics with aircraft grund tracks: Ggle Earth Tpgraphy Discussin: Janelle Wright: Mntgmery Cunty repened the cnversatin regarding RNAV GPS because we knw the airlines want it and we saw it as an pprtunity t ptentially get a different grund track than the River Visual flights and the LDA-Z flights." Alternate apprach legs are ptinal based n air traffic vlume; majrity f GPS flights will still fly FERGI-DARIC and cncentrate flights ver Mntgmery Cunty, MD cmmunities. Matt Fisher/FAA Ptmac Cnslidate TRACON: Currently, aircraft fly t Waypint FERGI when they are n LDA-Z apprach r Munt Vernn Charted Visual. Gal is t spread that lad when air traffic is lighter. Arrival/Departure banks typically ccur at 8:15 a.m., 9:30 a.m., 12 nn, 2 p.m., 5 5:30 p.m. and 8:45-9 p.m. In between thse time perids, FAA wuld have the pprtunity t disperse traffic. FAA can t peratinally mandate the use f the tw feeder transitins frm the dwnwinds but ATC will encurage their use, if/when implemented. Janelle Wright: MWAA s 2017 Aircraft Nise Reprt indicated there are mre nise events ver Cabin Jhn s nise mnitr implying that nt every arrival hits the nise mnitr in Avenel near Waypint FERGI. RNAV GPS Rwy 19 Arrival prcedure wuld further channelize 54,000 flights, a 68% increase, ver FERGI-DARIC. Matt Fisher/FAA: RNAV GPS Rwy 19 Arrival prcedure wuld replace LDA-Z and LDA-Y prcedures; LDA-Y is n lnger used. As requested by the Wrking Grup, Waypint DARIC psitins aircraft ver the Ptmac River. Majrity f flights tday are FERGI t DARIC n the LDA-Z. RNAV GPS Rwy 19 creates an pprtunity t mve sme f the traffic away frm FERGI. DARIC will remain at/abve 2,600 ft n apprach; it wuld be unusual fr River Visual appraches t g belw 2,600 ft. sph/at/ab Pg 3/8

RNAV GPS Rwy 19 Arrival prcedure culd als prvide relief fr cmmunities near the Gergetwn Reservir. Janelle Wright: Aircraft will be ~830 ft lwer at Waypint DARIC versus FERGI. RNAV GPS Rwy 19 Arrival prcedure will result in aircraft turning at lw altitudes impacting cmmunities near DARIC. Per the Wrking Grup s Charter t seek aircraft nise mitigatin slutins acrss the regin, we can t see hw this prpsal mitigates nise fr Mntgmery Cunty. Ken Hartman: Nrth f the Airprt Sub-Cmmittee needs time t review and discuss; currently, DARIC appears t be in a bad lcatin relative t nise sensitive residential neighbrhds. FAA previusly stated that they wuld nly lk at prcedures as a whle ut t 10 DME; cnsequently, Recmmendatin #12 was submitted t integrate Recmmendatins #2 and #7. Recmmended the FAA define waypint lcatins by identifying specific gegraphic areas, bxes, that d nt have residents. Matt Fisher/FAA: Histrical verview fr the develpment f the DCA Prttype RNAV GPS Rwy 19 Arrival Prcedure: In 2016, the Wrking Grup submitted recmmendatins t FAA t design an RNAV GPS Rwy 19 Arrival prcedure t psitin aircraft ver the river by mimicking the RNP Arrival prcedure using existing technlgy; RNAV GPS Rwy 19 prcedure culd be used by aircraft and flight crews that are nt equipped r certified t fly the RNP Rwy 19 Arrival prcedure in visual and instrument meterlgical weather cnditins. DARIC is an existing waypint built 4-5 years ag fr the current RNP apprach. In August 2016, FAA presented the DCA Prttype RNAV GPS Rwy 19 but the Wrking Grup chse nt t take actin at that time. In 2018, Wrking Grup s Nrth f the Airprt Sub-Cmmittee, specifically Mntgmery Cunty, re-engaged the FAA in discussins. RNAV GPS Rwy 19 Arrival prcedure will be assigned as an alternate t the LDA-Z apprach prcedure when inclement weather is reprted at the airfield. Ptmac TRACON determines the apprach prcedure based n reprted ceiling height at the airfield; River Visual apprach requires a ceiling f 3,500 ft r abve. DCA Twer determines the runway(s) in use at the airfield. Carl Hawn: During LAZIR-B discussins, Fairfax Cunty was willing t cmprmise and have nise clser t Fairfax Cunty but that was nt gd enugh; again, Fairfax Cunty is willing t cmprmise and investigate the benefits f mving DARIC. Rn Mntague: Arlingtn Cunty has always advcated t psitin aircraft ver the center f the Ptmac River t achieve equal distributin f nise. Janelle Wright: Mntgmery Cunty seeks an alternate grund track fr FERGI-DARIC that achieves equidistance between nise sensitive residential areas n each side f the Ptmac River. Mntgmery Cunty wuld like t benefit frm use f the river fr nise mitigatin just like D.C. and Arlingtn. Matt Fisher/FAA: DARIC cannt be mved because it is used fr the RNP Apprach prcedure. DARIC may nt be the best slutin fr the RNAV GPS Rwy 19 Arrival prcedure. sph/at/ab Pg 4/8

FAA s Prcedures Design Team may need t design and evaluate criteria fr a new waypint better suited t the RNAV GPS prcedure; a new waypint may prvide an pprtunity t imprve transitins frm the east and west t help spread the air traffic ver FERGI. Waypints may be difficult t interpret frm a map; each segment is psitined t set up the lcatin fr the next segment. Margaret McKeugh/MWAA: FAA previusly presented an ptin which is advancing t the nise analysis phase. Nrth f the Airprt Sub-Cmmittee submitted subsequent questins t FAA regarding the RNAV GPS prcedure. Wrking Grup needs time t fully review FAA s answers/presentatin. Deb Hgan/FAA: FAA recgnizes the Wrking Grup will need time t study presentatin material and is pen t suggestins, i.e. adjustments, new waypints etc. Gal f the presentatin is t als find a slutin that will help alleviate the impact f aircraft flying ver FERGI. RNAV GPS Rwy 19 Arrival is an ut-f-criteria prcedure that is the first f its kind t emulate RNP turns. FAA will mdel the entire GPS prcedure in cnjunctin with all ther prcedures t identify cumulative nise impacts. Clarified the Wrking Grup wuld frward ther suggestins t the FAA that address arrivals frm the east. 2C) Nrth Flw Arrivals Altitudes: Matt Fisher/FAA: Initially, Wrking Grup and FAA had cncerns abut the validity f each ther s data. FAA reviewed the Wrking Grup s Flight Track Analysis - Suth f DCA Operatins data and determined the data was the same. Apprximately 90% f arrivals crssed Waypint KATRN at/abve 2,500 ft and crssed the capture bx at/abve 2,000 ft. After crssing KATRN at 2,500 ft and descending n a 3 glideslpe (300 ft/mile) fr 2.45 nm, it wuld als be reasnable fr aircraft t exit the nrth side f the capture bx at/abve 1,765 ft, as reprted n the graphics. Margaret McKeugh/MWAA: Cmmunity cnducted/presented their wn research and expressed cncern that Nrth Flw arrivals are belw the FAA s minimum published altitudes; requested FAA raise minimum altitudes ver KATRN. FAA has cnfirmed the data sets are the same and FAA des nt see altitudes anmalies. Cmmunity needs t clarify whether their cncern is regarding aircraft that are nt prperly flying the prcedure r the FAA s minimum altitudes are t lw. Mike Riux: Wrking Grup data was btained thrugh a Freedm f Infrmatin request t the FAA. Altitude discussin will cntinue under Agenda Item 3 General Wrking Grup Discussin, Recmmendatin #14. General cmment, Recmmendatin #8 was submitted by the Wrking Grup n July 27, 2017 and accepted by FAA. Wrking Grup wuld like a cpy f the FAA s required milestnes/timeline t publish a cnceptual prcedure. Deb Hgan/FAA: FAA will prvide the Wrking Grup with an in-depth descriptin f the 7100.41 prcess. sph/at/ab Pg 5/8

2D) Time t Change frm LDA t River Visual/Vide: Ken Buckley: There is cmmunity cncern that the LDA is being used in gd weather cnditins. What is the prcess t switch frm the LDA t River Visual prcedure? Wh is respnsible/accuntable fr mnitring the weather and minimizing the use f the LDA prcedure? Margaret McKeugh/MWAA: FAA needs t address this issue via educatin and clarificatin t explain wh mnitrs the weather, wh is respnsible fr determining prcedures, wh is respnsible fr minimizing the use f the LDA. DC Ward 3 presented a vide f a Suth Flw arrival using the LDA apprach, n time stamp available. Matt Fisher/FAA: Vide: Weather reprt fr the vide had a 900 ft ceiling prir t nn. FAA culd ve been slw t cme ff the LDA apprach, hwever, FAA wuld ve als stayed n the LDA if the weather was still imprving r pilts at 15 DME stated they culdn t see the river. Apprach prcedures must accunt fr all weather cnditins alng the entire final. It is pssible that weather advertised at the field will be different frm weather that pilts experience alng the prcedure. Specifically in the summer, it s cmmn t have sunshine alng certain sectins and thunderstrms alng ther sectins. Ken Buckley: We are trying t address a quality f life issue given the LDA prcedure verflies neighbrhds including 17 schls between Gergetwn and the Palisades. DC Nise Study, Fall 2018, recmmended that nise wuld be better managed if mre aircraft stayed ver the river. Mike Jeck, MWAA Nise Infrmatin Office: As sme may recall frm 2015, the discussin abut aircraft ver the Gergetwn Reservir was the riginal catalyst t design a Prttype RNAV GPS Rwy 19 Arrival prcedure t psitin aircraft ver the Ptmac River during inclement weather when they didn t have RNP equipment r crew certificatin. RNAV GPS Rwy 19 Arrival prcedure will psitin aircraft ver the river, reduce the use f the LDA prcedure, and nw pssibly reduce air traffic ver FERGI. Matt Fisher/FAA: LDA use is nt defined by a single prcedure r prcess; it is based n available, real-time infrmatin. DCA Twer sets runway use based n cnditins affecting airfield peratins, i.e. wind, fg. Ptmac TRACON in Warrentn, VA lks at real-time weather, charts and requirements befre deciding n an apprach prcedure that is mst advantageus t the peratin: Charted River Visual prcedure is advertised when the weather meets the requirements and pilts can see the river in real-time. LDA prcedure is advertised during inclement weather. LDA reduces airspace cmplicatins when there s a clud deck and prevents ATC frm prematurely descending aircraft t lw, t far ut just s the pilt can see the river. Ptmac TRACON wuld rather advertise the Charted River Visual versus an instrument, ILS apprach because there are fewer peratinal criteria and restrictins, i.e. turn angles, altitudes, less hardware t maintain etc. Publishing the RNAV GPS Arrival prcedure wuld help mitigate nise issues in Gergetwn by psitining mre aircraft ver the Ptmac River. FAA gal fr Suth Flw arrivals is t advertise the RNP and GPS Arrival prcedures and cmpletely eliminate the LDA apprach prcedure. sph/at/ab Pg 6/8

Prject Jurney is a custmer service imprvement prgram that will: Enclse and cnnect 14 existing, pen-air hardstand gates at the nrth end f the airprt that currently serve cmmuter aircraft. Relcate the three TSA checkpints n Natinal Hall t tw TSA checkpints adjacent t the Metr bridges. MWAA is nt an advcate f grwth at Reagan Natinal and feels the airprt is at capacity; MWAA lbbied strngly during the FAA Reauthrizatin against additinal DCA Slts r changes t the Perimeter Rule. 3C) Vrtex Generatr Update: Tracy Mntrss: American Airlines has engaged in a $2M prject t retrfit its Airbus fleet with vrtex generatrs by March 1, 2022: 23 f 283 Airbus aircraft have already been retrfitted. Prject is being crdinated with mandatry C-Check maintenance: Every 11,000 hurs f aircraft service, fuel is drained and the aircraft is disassembled fr inspectin. Vrtex generatrs will be installed when each aircraft is scheduled fr its C-Check maintenance.
