DSNA Navigation Strategy Benoit Roturier (DSNA) 1
Context supporting DSNA navigation strategy ICAO Navigation strategy Performance Based Navigation (PBN) concept Resolutions of the ICAO 36th Assembly (2007): Eurocontrol Navigation strategy & GNSS policy Airspace users discussions SESAR 2
En route Performance Based Navigation implementation status in 2010 RNAV 5 in service over France since 1998 Supported by GNSS ABAS Route network (above FL 115 ) mature. Extension to lower Flight Level via RNAV 1 Terminal Initial implementation within TMA Paris, Montpellier et Lyon Since 2008, all TMA deployments are with RNAV 1 Supported by GNSS ABAS Approach & Landing Approaches study started in 2000 (with AF at Paris CdG). Today about 50 GNSS approaches without vertical guidance under publication by DSNA Supported by GNSS ABAS GNSS approaches with GNSS vertical guidance studies started in 2005, EGNOS Supported by GNSS SBAS GNSS Landing System Cat I procedure to support Airbus certification at Blagnac Supported by GNSS GBAS 3
User needs identified to improve PBN implementation Major airlines needs RNAV 1 arrival/departures within large terminal areas Re-inforce the GNSS approaches with vertical barometric guidance (APV Baro-VNAV) Introduce RNP Approaches with Authorisation (RNP AR) for specific gains Business Jets Any path supporting increased airport accessibility, safety and high performances. Supports GNSS approaches with EGNOS Helicopters RNAV 1 arrival/departures Supports GNSS approaches with EGNOS, Medical Evacuation Other General Aviation Supports GNSS approaches with ABAS & APV EGNOS 4
Approaches with vertical guidance DSNA strategy Any new published GNSS approach shall also support EGNOS vertical guidance: APV EGNOS safety studies completed by DSNA DSNA is now awaiting ESSP SAS certification for LPV publication Implementation coordinated with interested users (Business, Helicopters, Beluga ATI airline) Target is all IFR runway ends by 2016 APV Baro-VNAV will also be implemented on RNAV approach charts on request of airspace users: Implementation coordinated with Air France DGAC studies have started in 2009 Generic safety studies expected from Eurocontrol ( 2010?) ILS Cat I proposed to be progressively replaced by APVs from 2015 on DSNA managed airfields Aim is to reduce progressively the costs related to the large number of ILS Cat I in France (> 100) 5

PBN Regulation The technology transition cycle is at least 20 years for aviation Due to the lifetime cycles of aircraft / avionic equipments Avoid reaching early benefits, due to technology coexistence May strongly affect the airspace users interest (see MLS example) The only PBN-like regulation existing today is for En-Route (RNAV 5) Discussions to widen the scope of a PBN regulation are starting now in Europe PBN Regulation should apply to both Airspace users (equipment) and ANSPs (procedures design) What should be its scope for PBN En-route, Terminal airspace and Approaches? Effective date not before 2018 probably Opportunity for Europe to think now about its future navigation strategy and try to shorten the 20 years cycle if possible! 8
