2 the flight attendants of CO 1591. 4. The matter was initially brought to my attention at approximately 11:45 PM, October 9, 2009 by Metropolitan Washington Airports Authority (MWAA) Police Department (PD) Corporal Stanley Montgomery (badge #241). Corporal Montgomery stated that when he met Bass onboard the aircraft, Bass exhibited symptoms of alcoholic intoxication, responded to questioning in a belligerent manner and on several occasions assumed an aggressive posture when questioned by Corporal Montgomery. Corporal Montgomery instructed the flight attendants of CO 1591 to write the Statement(s) of Facts which are attached hereto. 5. Furthermore, I have reviewed the aforementioned Statement(s) of Facts attached hereto and found that Flight Attendant (FA) Rita Jean Ritter said that she noticed Bass to exhibit the symptoms of alcoholic intoxication when he first left his seat, after takeoff, to use the lavatory in as much as Bass "appeared unsteady on his feet." FA Ritter also stated that Bass refused to obey the instructions issued by the flight attendants and "disrupted everyone" in as much as he entered the aircraft's galley several times and crawled over the person seated next to him in order to access the overhead storage compartments and the aircraft's lavatory. FA Ritter said that Bass1 behavior was so disruptive that Ritter moved the passenger seated next to Bass to a different seat. FA Ritter further stated that Bass continually
3 asked to be served alcoholic beverages. When Bass was refused same and offered soft drinks or coffee Bass became argumentative. At the point that Bass1 behavior became intolerable FA Ritter and FA John Walker served bass with a Notice To Cease Objectionable And/Or Illegal Behavior. Said notice is attached hereto. Upon service of said Notice, FA Ritter reported that Bass continued to be argumentative. 6. I have also reviewed the Statement of Facts as submitted by FA John Walker. FA Walker reported that Bass left his seat to use the lavatory before it was safe to do so. FA Walker said that Bass told CO 1591's flight attendants that he wanted to stand. FA Walker said that Bass1 eyes were glazed over and that CO 1591's flight attendants mutually agreed to refuse Bass the service of any alcoholic beverages. FA Walker said that he informed Bass that Bass would not be served alcoholic beverages for the duration of the flight. FA Walker also reported that he was unable to finish the beverage service in his section of the aircraft because FA Walker had to go back to the first class cabin to talk with Bass, FA Walker said that he instructed Bass to take his seat in as much as Bass' constant standing in the aisle and repeatedly requesting alcoholic beverages was interfering with the other flight attendants1 duties. FA Walker stated that Bass continually stared at FA Ritter and made "mean faces." FA Walker said that he could tell that FA Ritter was intimidated by Bass.
4 7. Based on my experience and given the aforementioned facts, it is reasonable to believe that subject has violated United States Code Title 49; Paragraph 46504 (USC 49/46504). cl DAVID C.
