GREATER PASSENGER TRANSPORT EXECUTIVE TENDERS FOR SUBSIDISED BUS SERVICES CONTRACTS AWARDED FROM 01 December 2009 TO 31 December 2009 Pursuant to the requirements of Section 90 Transport Act, 1985, and as provided for in the Subsidy Agreements (Tendering) Regulations, 1985, ("the Regulations") Greater Manchester Passenger Transport Executive sets out in the Schedule hereto the information required pursuant to Clauses 4 and 5 and the Schedule to the Regulations. In the notes at the foot hereof the Executive sets out the reasons why it considers the tender or tenders it has accepted are conducive to achieving the most effective and economic application of the funds at its disposal in relation to each particular tender and numbered references in the column headed "Reasons" refer to the reasons given in the Notes relative to the Tender concerned. All the tenders invited, on the basis of Minimum Subsidy Agreements whereby the contractor retains any revenue derived from the operation of the services and the Executive pays the balance of the cost of providing the service. Resource s (Schools) are awarded on a COST RE-IMBURSEMENT Agreement whereby any revenue derived from operation of the services belongs to the Executive. The reasons why the tenders have been accepted : - 01 The tender is the lowest as in accordance with the provision of s.89(7) of the Transport Act 1985 as amended by s152 ofthe Transport Act 2000 When grouped with other tenders, despite the fact that a lower tender was received for the particular service, the grouping resulted in the tender accepted providing the lowest level of expenditure for all services in the group. 03 The vehicle(s) proposed by the lowest tenderer to operate the service did not meet the standards required by the Executive. 04 The only tender received. 05 Alternative specification provides a better service. 06 Lowest tenderer declined. 07 Lowest tenderer had insufficient vehicle capacity. 08 No award. 09 No tender which is considered acceptable was submitted. 10 Commercial operation.
