Significant activity by carrier is as follows: Airline Comments American 4.7% decrease in passenger activity primarily due to reduced capacity and weather related cancellations Reduced capacity to 32 destinations including: West Palm Beach, Syracuse, New York La Guardia, Albany, Boston, Burlington, Bangor, and Hartford New service to Tallahassee in February 2018; Little Rock in April 2018; and Montgomery in June 2018 JetBlue 9.2% increase primarily due to improved load factors United 1.3% decrease primarily due to lower load factors Increased capacity to Chicago-O Hare beginning May 2018 Reduced capacity to Houston beginning in June 2018 Delta 3.5% decrease primarily due to lower load factors and weather related cancellations Southwest 4.1% decrease mainly due to lower load factors and weather related cancellations Increased service to Dallas-Love beginning from 2017 and St. Louis in April 2018 Discontinued service to Indianapolis in December 2017 and Fort Myers in April 2018 Alaska 13.9% decrease primarily due to reduced capacity to Dallas - Love Sun Country 44.0% decrease due to discontinued service to Minneapolis in February 2018 Transborder passenger traffic declined 5.5% from a year ago due to decreases by American (14.5%) and Air Canada (3.2%) American, including its regional affiliates, had the largest commercial passenger market share of 48.7%, a slight decrease from 49.3% in September 2017 2

Washington Dulles International Airport Domestic Passenger Activity Domestic commercial passenger activity increased 6.0% compared to September 2017. Significant activity by carrier is as follows: Airline Comments United 7.9% increase primarily due to increased service and capacity Increased overall capacity to 46 destinations including: Los Angeles, Pittsburgh, Hartford, Buffalo, Norfolk, Portland ME, Houston, Greenville/Spartanburg and Cincinnati New service to Clarksburg beginning November 2017 and Staunton, Wilmington and Greenbrier beginning April 2018 as well as Madison beginning August 2018 American 31.9% increase primarily as a result of increased capacity and increased service Increased service to Los Angeles and Charlotte while reducing service to Miami Delta 11.1% decrease mainly due to lower load factors New service to Seattle beginning June 2018 Frontier 20.9% decrease primarily as a result of reduced capacity and service Reduced service to Austin beginning November 2017; Colorado Springs and Orlando in April 2018; and Las Vegas beginning August 2018 New service to San Antonio in October 2017 and Tulsa in April 2018 International Passenger Activity International commercial passenger traffic increased 1.5% compared to September 2017. Significant activity by carrier is as follows: Airline Comments United 1.8% increase in passenger activity primarily due to improved load factors Aer Lingus 41.6% increase primarily due to aircraft up-gauge to Dublin Air Canada 29.0% increase due to increased service to Montreal beginning May 2018 Avianca 12.3% increase because of increased service to San Salvador Emirates 25.7% increase primarily due to increased capacity to Dubai Icelandair 30.7% decrease as a result of reduced service to Reykjavik Volaris New service began in May 2018 Cathay Pacific New service began in September 2018 United Airlines, including its regional affiliates, had the largest commercial passenger market share of 62.7% compared to 61.4% a year ago Cargo Activity (all numbers in metric tonnes) o Total cargo decreased 4.5% or 1,156 from a year earlier to 24.5k o Domestic cargo decreased 1.7% (149) primarily due to a decline by UPS (20.5% or 273). United increased 13.6% (238) while FedEx increased 2.8% (154). o International cargo decreased 7.8% (1,305) primarily due to decreases by Lufthansa (35.4% or 639), Emirates (52.8% or 299), Virgin Atlantic (52.3% or 280), United (4.9% or 278) and LAN (190), which discontinued service Baltimore-Washington International Airport o BWI saw total commercial passenger activity increase by 3.4% (69k passengers). Domestic activity rose 1.4% (28k passengers) led by Spirit, which added 36k passengers. Southwest rose 1.2% (17k passengers). o International activity grew 60.1% (41k passengers) primarily due to Southwest, which had significant flight cancellations in September 2017 due to Hurricanes Irma, Jose and Maria in the Caribbean. o Total cargo increased 4.4% (724 metric tonnes) primarily due to Atlas Air 3
