Minutes of our last meeting Thursday 19 November 2015 Minutes from the last meeting on 19 November 2015 were agreed as being correct. Nicky Palmer thanked Victoria for her hard work in organising the December Community Event. Learning Disability Commissioning Strategy Update from Sarah Linington The draft Strategy will be amended based on the feedback gathered during the consultation period. It will then be circulated to the Learning Disability Partnership Board before going to Surrey County Council s Cabinet and the Health and Well-being Board for sign-off. Each area within Surrey will select local priorities to focus on. Survey You have until the 31 January to complete the survey. If you are unable to complete the whole survey or just want to submit comments on a few areas, then please just e- mail Mary or Sarah with your feedback. If you are completing the survey, it is important to include the area you live/work, so that SCC can identify whether there are particular issues with certain areas. Learning Disability Commissioning Strategy Continued. Update from Sarah Linington There are a lot of comments around workforce, as people are finding it difficult to recruit and retain. People with Autism would like it made more clear that they are unable to access the same health checks, as those with a Learning Disability. People are finding it difficult to get on the Housing Register. People have been successfully using Pegasus cards and they have helped to make them feel safer. There needs to be clearer guidance on Safeguarding. More information about how benchmarking will take place (e.g. Lead Commissioner in each area will benchmark). People have liked that the Strategy links with other services within Surrey. People would like an update on the Budget. There was feedback about Equality and Diversity, so a general equality statement will be added. Feedback from the Advocacy Groups has shown that people know about Easy Read but are not using it. There also needs to be Easy Read information on health conditions and what is a reasonable adjustment e.g. entitled to a longer GP appointment. Learning Disability Commissioning Strategy Continued. Update from Sarah Linington The group said that it needs to be made more clear that just because you have a Learning Disability, it does not necessarily mean that you are entitled to all services. Daz said that he feels that his Annual Health Check is nothing more than his GP checking that he is still alive. Not all GP Surgeries do Health Checks even if they have had the training. Also even if they conduct Health Checks, they often only do a much shorter version. Health Checks should be 30 minutes with the GP and 30 minutes with the nurse. Victoria Treddenick said that she has written to GP s to outline what they should be doing for people with a Learning Disability. Transport Review Update from Sarah Linington Proposed changes to local bus services public consultation A number of changes to local bus services came into effect from late August 2015, as part of the council s Local Transport Review. These changes were made following two wide-spread consultations, in which thousands of residents and stakeholders had their say. The changes made delivered vital savings in the face of funding pressures. However further savings are required over the next two years to ensure Surrey County Council can maintain as many of the services as possible that people in Surrey rely upon. Some changes are now being proposed in year two of the three year review, and a public consultation is now taking place, giving residents and stakeholders until Monday14 March 2016 to have their say on the proposed changes to local bus services. Updates from members Group members told us their news Surrey and Borders Partnership Greenlaws Nicky Palmer confirmed that Greenlaws has now moved to Ludlow Road in Guildford. Nicky said that the referral process is currently still the same. The team will still be there but there may be changes to the structure. Group members told us their news Patricia Molina said how valuable Positive Behaviour Support has been at Greenlaws. Learning Disability Training Victoria Treddenick said that if you are care for someone with a Learning Disability and you would like to be involved in training health staff, please let her know. Surrey and Borders Partnership Learning Disability Liaison Packs Victoria said she is currently distributing the new Learning Disability Liaison Packs to GP Surgeries. It is hoped that there will eventually be a webpage to hold this information. Evaluation Lisa Knapman said that Lockwood are currently evaluating their sessions, in order to get an understanding about what activities people would like to take part in. Lisa has visited other Day Centres to look at ways of working together. Surrey Outdoor Learning and Development Patricia Molina said that clients had participated in a range of Surrey Outdoor Learning and Development activities such as Rock Climbing. The Harbour Dealing with clients with very complex needs. Nicky said that it is important the our Community Events cater for this group too. KAG Newsletter The Surrey Self Advocacy Network Newsletter reflects on some of the group's achievements from the past year and has now been circulated. Transport Barry Hobbs has spoken to Surrey County Council and a number of bus providers about supporting passengers who have a Learning Disability. Surrey County Council Timebanking Karina Jones said that Surrey County Council are encouraging people to get involved with Timebanking. Within our communities we have a wealth of skills, interests and experience that we can share with each other. Sharing these things can help to make our communities even better places to live and Timebanking is a really simple way to make that sharing easy. Timebanking is all about giving and receiving. It works by people offering to share a skill, interest, experience or some practical support with other time bank members. In return they can receive something they want from the Timebank. For every hour of time you give helping someone, you receive one time credit which you can exchange when you need help from someone else. Individuals or organisations can sign up to become members of the Timebank or can help be part of the team that run it. Any Other Business Other News Photo Permission The Group spoke about taking photographs during events, as this proved difficult during the last Community Event. Lisa Knapman said that clients are currently unable to have their pictures taken, as the form that individuals were asked to complete stated that their image may appear on Social Media. Sarah Linington said that currently there is no mechanism for using Social Media to promote the Valuing People Groups and therefore asked if the Photo Permission forms were amended to exclude Social Media, would this be acceptable.
