Overview of Holistic Project Holistic Project has been co-financed by the European Union through the Adriatic IPA Cross Border Cooperation Programme 2007-2013. The project is intended to reduce the number and the impact of forest fires, to protect people, natural environment and properties, and in particular to promote fire prevention among rural communities in fire prone areas of regions facing the Adriatic. Furthermore, the project provides actions related to earthquakes risk aimed at establishing a permanent instrument for preventing, controlling and managing strategic public buildings from earthquakes damage risk. The project performs joint initiatives and pilot actions for direct and indirect long, medium and short-term preventive measures in wildfire and earthquake risks to enhance policies, regulations and coordination mechanisms. Considering that forest fires represent a constant threat to ecological systems, infrastructure, economy and human lives, it is necessary to undertake joint actions towards increasing the level of protection against forest fires. Holistic approach aims at integrating forest fire protection and prevision measures, economic use of biomass, tourism and recreation using: - Advanced forest fire monitoring system conceived of a network of automatic video surveillance and meteorological monitoring stations, supported by advanced regional systems for micro-location forest fire risk indices calculation and simulation of forest fire propagation and behaviour. - Organised system for collection of forest looping after forest fire thinning and clearing, its cutting and finally its use as a commercial biomass fuel in communal district heating and cogeneration plants, or in individual heating system of public buildings. Furthermore, it includes the systematic clearance of forest corridors not only as easy access routes for fireman, but also as routes for sport, recreation and village eco-tourism. Special information system for planning fire prevention, early detection of fire, fire fighting management and post-fire planning the recuperation of the burned areas has to be conceived. Benefits of Holistic Forest Fire Protection model are in all forest fire stages: Before Fire, During Fire and After Fire. Strategic buildings earthquake risk assessment, prevention and monitoring aims at: - establishing instruments for monitoring Strategic Public Buildings (SPBs) (D.G.R. n. 438), from earthquakes damage risks; - developing joint proposals for legislative and institutional regulations for SPBs protection, based on the protection of SPBs from earthquake s risks. The action focuses on the monitoring of changes in SPBs vulnerability over a defined time period due to the natural degradation of material properties and cumulative damage from continuous low-level seismic activity in the two areas. The lessons learnt, the faced shortcomings and the related feedback from an IPA and EU policy makers seminar on the topic will be the base to draft proposals for SPB protection policies.

WP9 international seminar: Seismic risk on strategic buildings: assessment, prevention and monitoring in Venzone On the 24-25 of February there took place in Venzone (Udine) the international seminar organized by FB12 Civil Protection of Autonomous Region Friuli Venezia Giulia on Seismic risk on strategic buildings: assessment, prevention and monitoring IPA and EU Policy Makers International seminar. Over 60 participants followed the speeches of Adriano De Sortis belonging to Italian National civil Protection Department; Prof. Marco Mucciarelli from Istituto Nazionale di Oceanografia e Geofisica Sperimentale - OGS of Trieste; Prof. Giovanni Costa from Trieste University; Prof. Stefano Grimaz from Udine University; Prof. Wolfgang A. Lenhardt from ZAMG of Slovenian experts; Marjana Lutman from ZAG and Polona Zupančič from ARSO. The Wp9 partners also presented the results and the ongoing activities implemented in Holistic project related to the seminar topics.

5th Project and Steering Committee Meeting in Grude - 19-21.04.2016 5th Project and Steering Committee Meeting of the strategic project HOLISTIC was held in Agrotourism Marica Gaj in Grude 19-21.04.2016. and organized by the Government of the West Herzegovina Canton with the technical support of Regional Agency for development REDAH. Praiseworthy project is intended to reduce the number and the impact of forest fires, to protect people, natural environment and properties, and in particular to promote fire prevention among rural communities in fire prone areas of regions facing the Adriatic. 20 partners from 8 countries: Italy, Greece, Serbia, Bosnia and Herzegovina, Albania, Croatia, Slovenia, Montenegro gave an overview on the current state of project implementation according to work-packages. Also, they were discussing about further project activities. On the second day of the meeting it also took place a Conference lead by prime minister of the West Herzegovina Canton, Zdenko Ćosić, lead partner Split-Dalmatia County, Anđelka Vuković, project manager of the Government of the West Herzegovina Canton, Vesna Hrsto and the Head of the Eu funds from SplitDalmatia County, Anđelko Katavić. Activities in West Herzegovina Canton 01. Establishment of the Operational Center for early fire detection Within the IPA Adriatic Cross-Border Cooperation 2007-2013, funded by the EU and the realization of the project Holistic model of integral protection of forest fires - HOLISTIC, in the Municipality of Posušje, on the 8th december 2016, took place a meeting of the project team, who made the decision about the establishment of the Operational Center for early fire detection. In addition to the project team, the meeting was also attended by Mayor of Posušje, Branko Bago, as well as representatives of the Local Economic Council of the Municipality of Posušje. The operational center will be located in the Fire service in Posušje, and the goals before fire and after fire activities are to introduce better caution especially when it comes to larger fires. This is the way to reduce number and impact of forest fire, to protect people, natural surrounding and properties, also to promote the prevention of fires among rural communities in areas of the Adriatic region prone to fire. 02. Establishment of the biomass furnace in the mountain house in Masna Luka Within the IPA Adriatic Cross-Border Cooperation 2007-2013, funded by the EU and the realization of the project Holistic model of integral protection of forest fires - HOLISTIC, in the Municipality of Posušje, on 13th january 2016, was held meeting of the project team, who made the decision about establishment of the biomass furnace in the mountain house in Masna Luka. In addition to the project team, the meeting was also attended by Mayor of Posušje Branko Bago, as well as representatives of the Local Economic Council of the Municipality of Posušje. It was concluded that the new heating biomass supports sustainable use of biomass protection of valuable natural resources, what is one of the goals of this project. The first idea was to set the biomass furnace in Rakitno, in their school, but UNDP already bought it for the same school. So, project team HOLISTIC, on the meeting in Posušje, decided about other location for setting up the furnace. They concluded that the best location is in the mountain house in Masna Luka.

Info day and demonstrations in the case of forest fire for pupils in Široki Brijeg Within the IPA Adriatic Cross-Border Cooperation 2007-2013, funded by the EU and the realization of the project Holistic model of integral protection of forest fires HOLISTIC, Info day for pupils was held on 20th of May 2016 in the schoolyard of Gimnasyum fra Dominik Mandić Široki Brijeg, for pupils from elementary and high school. Firefighters from company Financ for Civil protection, were educating about forest fire and demonstrating how to intervene in the case of fires. Also, during exercises firefighters were showing standard operational procedures during civil protection activities. About 100 pupils received basic training and actively participating in educating demonstrations. Training for firefighters in Široki Brijeg Within the IPA Adriatic Cross-Border Cooperation 2007-2013, funded by the EU and the realization of the project Holistic model of integral protection of forest fires HOLISTIC, training for firefighters was held on the 25th of May 2016 (basic training) and the 27th of May (advanced training) in the assambley hall of West Herzegovina Canton in Široki Brijeg. During basic training, firefighters and volunteers learned about primary intervention in the case of forest fire. Advanced training improved their knowledge about forest fire and firefighters from the Civil protection were showing them how to manage with jets in order to prevent risks connected to fire propagation. Firefighters and volunteers were actively participating in this educating presentations and demonstrations.

Training and info day for firefighters in Pula - 30.04.2016 The Region of Istria, as FB6 of the project Holistic, organised training and info day for firefighters in the Region on the 30th of April 2016. Trainings were organised in the location of Marušići forest, close to the Slovenian border, and have been participated by guests from Italian and Slovenian firefighting brigades. Over 200 participants have been engaged in this event, during which brigade operators tested and applied procedures, protocols of coordination and intervention and demonstrated the level of readiness of the firefighting brigades for the forthcoming fire season, also with the help of light and heavy air vehicles intervention. Target Groups Education, Awareness and info days in Pula - 03-04.05.2016 Target Groups Education and Awareness Training and Info days were organised in Istria on the 03-04 of May 2016. First day of the event was focused on the environmental threats caused by accidents at the sea as well as presentation of the firefighting ships design created within Holistic project. Demonstration of the accident on the opened sea with the firefighting ship brigade intervention was organized in the town of Pula in the southern part of Istria. Region of Istria presented its experience in firefighting on the Turkish ship UND ADRIYATIK which happened in February 2008. The second day of the event was held in the town of Buzet, located in the central part of the Region of Istria. After the presentation of the project results in the territory, there took place an award ceremony for students who participated in the competition for the best graphical design of posters promoting forest fire prevention in the forests under surveillance of Croatian Forests, focused on biomass.
