Air Navigation Conference 12 Follow up in the ICAO Assembly A 38 In October 2013, the 38 th Session of the ICAO Assembly adopted Resolution A38 2 on ICAO global planning for safety and air navigation which specifies the roles/responsibilities of States and aviation stakeholders such as: Endorses the first edition of the Global Aviation Safety Plan (GASP) and the fourth edition of the Global Air Navigation Plan (GANP) as the global strategic directions for safety and air navigation, respectively; Resolves that these global plans shall be implemented and kept current in close cooperation and coordination with all concerned stakeholders; Resolves that these global plans shall provide the frameworks in which regional, subregional and national implementation plans will be developed and implemented, thus ensuring harmonization and coordination of efforts aimed at improving international civil aviation safety, capacity and efficiency; Urges Member States to develop sustainable solutions to fully exercise their safety oversight and air navigation responsibilities which can be achieved by sharing resources, utilizing internal and/or external resources, such as regional and sub regional organizations and the expertise of other States; Calls upon States and invites other stakeholders to cooperate in the development and implementation of regional, subregional and national plans based on the frameworks of the GASP and GANP;.. 11 October 2016 Page 4

The GANP and the 39th Assembly The next (5 th ) version of the 2016 2030 GANP Global Air Navigation Plan: Obliges States to map their national or regional programmes against the harmonized GANP, but provides them with far greater certainty of investment. Provides required tools for States and regions to develop comprehensive business case analyses as they seek to realize their specific operational improvements. Provides a vision of the evolution of the Global ATM system and the potential requirements to industry, for better 26 May 2016 anticipation in its products. ICAO EANPG The implementation of GANP modules, taking into account the Regional Priorities, is a key task of the ICAO Planning and Implementation Regional Groups (PIRGs). The PIRG process will further ensure that all required supporting procedures, regulatory approvals and training capabilities are set in place. These supporting requirements will be reflected in regional online Air Navigation Plans (eanps) developed by the PIRGs, ensuring strategic transparency, coordinated progress and certainty of investment. Enhanced planning perspectives and aglobal framework for performance measurement is required to further support the ASBU implementation activities 11 October 2016 Page 6

EANPG Conclusion EANPG/55 Conclusion 02 Regional planning for ASBU implementation The ASBU Block 0 Modules prioritization table is endorsed as the initial version of the EUR ASBU Implementation Plan; The mechanism for monitoring and reporting the implementation status of Priority 1 Modules, using the combined efforts of EUROCONTROL ESSIP mechanism and the ICAO EUR questionnaire should be used for collecting information for the reporting period 2013 2014; EUROCONTROL is invited to consider extending the scope of the ESSIP/LSSIP reporting tool(s) to the ICAO EUR States outside of the ECAC area; The ASBU Block 0 Modules prioritization table be reviewed on an annual basis and be extended to cover Block 1 Modules, as appropriate 11 October 2016 Page 7

EUROCONTROL and ICAO EUR NAT Office working together For ECAC States there is no double reporting issue as all the information is extracted from ESSIP/LSSIP process For States in the EUR Region reporting burden is limited to a minimum (questionnaire) with specific guidance provided by EUROCONTROL and the EUR/NAT Office (ATMGE) Two reports on ASBU implementation in ICAO EUR Region were prepared, first one for the reference period 2014 and the second for reference period 2015 was recently finalised Very good example of cooperation between two international organisations where already existing mechanisms in the EUR Region were re used to prepare the report for ICAO EANPG 11 October 2016 Page 8

ASBU Implementation Monitoring Report 2015 Was developed by EUROCONTROL and ICAO EUR/NAT Office Uses combined data, from the ESSIP/LSSIP mechanism and the ATMGE questionnaire Gives an overview of the planning dates and implementation progress for the ICAO ASBU Block 0 Modules within the ICAO EUR Region during the reporting year 2015 (reference date Dec 2015) The EANPG invited States to actively support the described ASBU implementation monitoring process and it is a key document for the EANPG to monitor and analyse the implementation within the EUR Region The report is based on the information submitted: by 41 States participating in the ESSIP/LSSIP mechanism Monaco, San Marino and Andorra are considered in hosting States by 8 other States outside that reporting mechanism, using the revised questionnaire 3 States, Algeria, Morocco and Tunisia, did not submit any information on ASBU Block 0 modules implementation progress 11 October 2016 Page 9

Structure of the report Simple structure to make it easier for the reader to consult and analyse. The introduction (chapter 1) explains the objectives, the background and the geographical scope covered by the report. The two processes used for collection of data are indicated and explained in the following chapter (2). Two main chapters (3 and 4) are addressing and analysing the status of ASBU Block 0 modules implementation Chapter 3 is important because it gives a consolidated view of the planning dates foreseen by States to finalise the implementation of each individual ASBU Block 0 module. Can be considered as a dashboard for ASBU Block 0 modules deployment in the ICAO EUR Region. 11 October 2016 Page 11

Structure of the report Chapter 4 presents a global view on the implementation progress of the ESSIP objectives mapped to each ASBU module Conclusions and Recommendations chapter includes a summary table of an ASBU Block 0 Modules Implementation Dashboard 2015 and a projection of the Completion status rates foreseen to be achieved by the end 2018 ASBU Block 0 Modules Implementation Outlook for 2018. The focus is on the most important observations coming from the report including proposals for required actions from the EANPG so that the integrated implementation of the ASBU modules in the ICAO EUR Region can be further enhanced. 11 October 2016 Page 12
