Preamble Town of Levoča has been known since ancient times as a town with a high spirit reflecting work and traces of many generations of international importance. It was a free royal town with its historic and cultural heritage. The town's monument reserve was as an associated cultural monuments of Levoča, Spišský hrad inscribed on the World Heritage list UNESCO in the world known with the Work of Master Paul. In the favour of further comprehensive development and improvement of quality of life as well as in the spirit of municipal decisions and liberal decisions of inhabitants the town of Levoča declares the will to protect and develop the ancestor's heritage, property and territory of the town for common good of all inhabitants in the favour of the sustainable development and prosperity for further generations. BRIEF REASONING OF THE WORLD HERITAGE LIST INSCRIPTION Site Spišský hrad and associated monuments was inscribed on the SD list Nr.620 in the year 1993 based on following defined values (criteria (iv)): - It is one of the most extensive castles in Europe interesting by its Romanesque and Gothic architecture, thank to which is the castle comparable with contemporary castles in France and in British Isles more than with the castles in Central and Eastern Europe as most of these castles since the time of their construction have considerably been adjusted. - Spišská Kapitula is ensemble of church subjects fortified in the unique art, - Spišské Podhradie is a very good example of medieval town allocation with some well preserved old buildings, - The Church in Žehra is a remarkable church with extraordinary wall paintings. Spišský hrad Spišská Kapitula Church of the saint Spirit in Žehra Monuments of the site could not had been inscribed on the World Heritage list individually. The aspiration is remarkably reinforced as a group, which consists of unusually complete and partially preserved strongly interconnected collection of military, political, religious and social components. Above quoted declaration about extraordinary universal value form the year 1993 was adjusted after the extension of the town of Levoča in the year 2009 as following: Criterion (iv): Levoča, Spišský Hrad and the associated cultural monuments of Spišské Podhradie, Spišska Kapitula, and Zehra, extended to Levoča and the works of Master Paul in Spiš, constitute an outstanding example of a remarkably well preserved and authentic group of buildings which is characteristic of medieval settlement in Eastern Europe, in its military, political, religious, mercantile, and cultural functions. See http://whc.unesco.org/en/decisions/1980 Values of the town of Levoča, as far as the value of the site importance concerns are following: - Regular form of the town and well preserved urban structure, which is now the evidence of medieval development of urban settlements in the Spiš region from fortified castle (Spišský hrad) till the free royal town of (Levoča), - Its original urban interconnections to medieval trade and pilgrim routes (preserved original entrance gates into the town), - One of the most developed and best preserved town's fortification systems, 4

- Silhouette of the dense roof area with clear urban dominants of the sacral and public objects, - Architectonical and artistic values of single objects (presenting its typological diversity as well as the diversity in development through its form), - Intact form of the monument reserve (PR), undisturbed, without redevelopment. MP Target Main principle and role for protection, maintenance and presentation of the site is its long term utilization according to the protection of its unique world value as well as its proper protection for contemporary and future generations. According to values indication, analyses of the actual conditions and through its evaluation the main MP target is to set a future vision of the World Heritage site and to set important priorities for the realisation of indicated problems, needs and threads in a short, middle and long term plan (till the year 2022). MP focuses not only on targets setting but also on the realisation, concrete realisation team and time period. Time period and MP targets in particular time horizons: - short-term 0-2 years 2012-2013 - middle-term 3 5 years 2013 2016 - long-term 6 10 years 2016 2022 MP Vision - Levoča as a World Heritage site will serve as a best example in adequate condition, in its integrity and total concept, in its design and individual parts, with all belonging aspects, with protection of unique values and with its improved condition appropriate for its presentation. - The site will be accessible to everybody in order to learn its value, for further education and for its sustainable use as well as a source of the local identity and inspiration for neighbouring territories. - Increased understanding and acquaintance of the site values used as a tool for contemporary management and for all decisions related to its development and protection. - Adequate protection from any kind of threads prevention measures and system of regular monitoring. - Reaching of conditions for sustainable and acceptable life of the local community/inhabitants of the town. 5

MP form the point of view of tourism - Required aim is the creation of condition for so called cultural tourism, for prolonged staying over several days and not only for transit tourism. - It is important that increased tourism will not endanger values of the locality (through monitoring, prevention measurements and through the satisfactory allocation of visitors) - Preference of demanding visitors with the aim of knowing the values of the site instead of mass tourism - Finishing of information and hygiene infrastructure for tourists as well as adequate connected services. Transport organisation - exclusion of transport from the main square through the creation of pedestrian zones in historical corn, - deflection of a transport from the road E50/ I. class Nr.18 apart of PR, form its surrounding - construction of: - individual pedestrian pavements in places which connects main sources and aims of pedestrians - residential district - centre railway and bus station industrial zone - parking places interconnected with an historic centre, respectively with the pilgrimage church on Mary's hill - construction of available parking and storing areas. SITE MANAGEMENT Tasks of the management group: - coordination of all activities on the territory of the site and its protected area influencing the maintenance of universal value of the entire site, - management of the site in order to protect values and to improve conditions, - coordination of all interested parts for the common procedure in solving some issues concerning the state obligations, special state authority, self-governing regions as well as concerning the needs of the site, - coordination of the common and integrated procedure during the monitory process, - directly according to the monitoring process results immediate actions for correction for avoiding some threads of endangering an universal value of the site and prevention of threads in a middle term and long term context, - common initiatives in legislation field, - increase of public awareness of the site importance, - sustainable development of the site and its surrounding, - development of sustainable tourism as a cultural tourism in the area, - common procedure in the field of education and site presentation, - elaboration of common regional projects on the level of grant programmes and structural funds, - common information interconnection towards the site and outwards the site and so on.
