This took place on 31 st July 2017. Minute No. 55.17/18 A.2: Cemetery: A.2.1: Water Supply: The trough was installed on 28 th July 2017. A.2.2: Paths: Work has been completed. The Parish Council has been invoiced a total of 14,400 ( 6,000 incl. vat for the tarmac, and 8,400 for labour and edging). The balance of 400 will be invoiced separately. A.5: The Rec: A.5.1: Padlocks for litter bins: Total cost: 44.03. A.5.2: Re-siting of litter bin: The Contractor re-sited the litter bin on 21 st July 2017. Minute No. 56.17/18: A. Scarecrow Festival: A letter giving approval for the use of The Square and The Rec, and tacit approval to hold a dog show as part of the Festival's attractions was sent to Mrs Woolner, Trustee, KS Preschool Playgroup on 7 th July 2017. A.1: SNC Community Events Fund: A letter addressed to the relevant Officer, SNC in support of the bid was sent to Mrs Woolner on 7 th July 2017 to submit with her application. Additional Request subsequently received: i) Marshmallow toasting in raised fire pit on The Rec ii) Raku Ceramics firing attraction. SNC Street Trading Licence for Fish and Chips Van: Notified on 7 th July 2017 that the Parish Council had no objections. Other: 1. Litter Bin, Sandringham Road: On 21 st July 2017 a resident reported several bags of dog waste lying underneath the bin whose bottom flap was not closed. The resident described the bin as a dog waste bin. Our Contractor came out and cleared away the dog waste and secured the bottom flap. SNC had put a sticker re. clearing up dog waste on the litter bin which may explain why dog waste is put in this litter bin. Reported to Andy Jones, Street Cleansing Supervisor, SNC/CDC who would replace the litter bin as necessary, would consider removing the sticker, and would speak to the operative about securing the bottom flap. 2. Double Yellow Lines: A resident has expressed concern to Cllr Hopkins re. the implementation of the double yellow lines at Glebe Rise/Astrop Road junction, and described 2 near accidents last week involving children attempting to cross the road near the corner. Vicki Neville, Senior Parking Technician, Northants Highways has advised the Clerk that, 'The lining and sign team, who are now responsible for the implementation of this works order, have confirmed that they are holding a meeting on Monday (7 th August 2017) with the lining contractor to set out all the works that need to be undertaken. The lining contractor, WJ South, will then schedule and complete the works accordingly. I would like to think that the lines will be implemented toward the end of August (weather dependent).' B. the Chairman: Cllr Burrell reported that he had received messages from 2 residents wishing to express their gratitude to the Parish Council and to Cllr Creed in particular for the work that had been completed in the Cemetery. C. District Councillor: Cllr Hopkins had sent his Apologies. Cllr Hopkins had also reported that he had followed up residents' concerns about the accumulating debris and foliage in the ditches around the new developments at The Meadows and Little Rushes. D. County Councillor: No Report. 65.17/18 PATHFINDER II PROJECT: PRESENTATION BY NANCY BAINES AND JOANNE MADDAMS FROM NORTHAMPTONSHIRE COUNTY COUNCIL'S EMERGENCY PLANNING TEAM: Ms Joanne Maddams gave an overview: Pathfinder II was funded by the Environment Agency and facilitated by the County Council to support and develop community resilience and planning for emergency issues. A King's Sutton Community Resilience and Response Group would be formed. 38
39 2 0 1 7 / 2 0 1 8 Benefits of participating in the Project for King's Sutton included: i) A walk round survey and report of the flood catchment area undertaken by a civil engineer. Mapping of drains and ditches using a traffic lighting system identifying priority maintenance issues. (No cost for this) ii) Community Engagement Events/Updates with support from the Fire and Rescue Service, Police, Highways and other key partners. iii) Training for Flood Wardens. (Volunteers recruited from the local community) iv) Funds were available for ditch clearance and for flood sacks. v) The creation of a sustainable Plan covering flooding (including liaison with SNC and the EA for Temporary Flood Protection), severe weather contingencies in the event of heavy snow or power cuts, identification of vulnerable people, as well as the preparation of individual householder Plans. The project ends in March 2019 but it was hoped that the Scheme would be continued thereafter in Pathfinder III. This process had delayed the preparation of the Outline Business Case. More information was expected mid to the end of August. B.1 Temporary Flood Defence: This was a separate initiative to the provision of the permanent flood protection measures such as the Bund. The Environment Agency had completed the enabling works, with the exception of a non-return valve on the end of the road drain. A Temporary Defence Development Plan (TDDP) would be prepared and will reflect the revised barrier alignment. RESOLVED: It was proposed by Cllr Irving and seconded by Cllr Bridson to Adopt Recommendation 1. Recommendation 2: 'IT's for the Kids' Fundraising Appeal: To agree to match fund up to 50% of the Fund's target amount subject to the maximum fundraising being 15,000: To date, the Appeal had raised 5,000. RESOLVED: It was proposed by Cllr Irving and seconded by Cllr Burne to Adopt Recommendation 2. 71.17/18 VILLAGE OF THE YEAR: RESULTS: Cllr Creed reported that King's Sutton had placed Runner Up in the Newcomers' Section. No feedback had yet been received. Mr Stewart recommended a replacement spring for the zip-wire (estimated cost 50.00). The replacement cover for the Wicksteed Scottie springer was 44.00 + 11.50 + vat.
