Jim Howe presented information and requests on this year Colden Art Festival on Saturday, September 29 and Sunday, September 30 from 11am 5pm Some new activities and entertainment for this year s event: -A family tent at the Colden Market parking lot along with the Bookmobile on Sunday -Chili Cook Off contest with local restaurants with a big wooden spoon being engraved for the first place winner to hold onto for a year -The car Kitt from the television series Knight Rider -Placemats have been made for the local restaurants to use to promote the upcoming festival -A new logo has been designed for this year -Musicians will be playing under the gazebo -Buffalo Blues benefit for Veterans will be playing up at Colden Lakes with Hintz of Thunder, Doug Allen, Buffalo Blues Benefit Band, Hayden Fogle and Dave Constantino Band. -Historical Wagon Rides with Historian Joe Marren

COLDEN SENIOR CENTER September 13, 2018 Page 2 Requests for the Event: A request was made for $600.00 to go towards the Historical Wagon ride at this year s event the total cost is $800.00 the Buffum Family gave a $200.00 donation to the wagon ride. Other requests were: -Two portable toilets and one wash stand not to exceed $250.00 -Insurance which was increased this year by $301.00 (Springville Griffith Institute School wanted to be listed on the policy for the event) -Trash cans from Waste Management -Constables through the day and night of the event. -Use of the Town Hall, Senior Center, Town parking lots, Veterans Park and the Gazebo area. COMMITTEE REPORTS BUILDING REPORT Councilwoman Arcara reported that the Town Hall roof leak has been fixed. Senior Center Bilco door will be addressed at a later date. -Hand dryer in the woman s bathroom at Kummer Park needs to be replaced CEO John Kotlarsz stated that Grainger has the dryer for $365.00 and online at Allied Hand Dryer the cost was $200.00. Supervisor DePasquale stated that he will have his secretary order the replacement dryer from Allied. -The motion sensor at the woman s bathroom at the Senior Center is not working properly Councilman Arcara stated that he would take a look at the sensor and see if it just needs an adjustment as in the past. -A letter was received by the cleaner Amy Brautlacht on her progress for cleaning the Town Hall and Senior Center

Officer, John Kotlarsz reported that there were: 15 Building permits issued 11 Certificates of Compliance Issued 1 Order to Remedy 1 Court Appearance 1 Phone Complaint COMMUNITY DEVELOPMENT REPORT Councilwoman Zurbrick reported: - Farmers Market on Saturday s from 8:30am 1:00pm Center, Free Family Story Hour at 10am ages 3-12 in the Community room and Gabriel s Closet is open at BOLO. Food Bank Mobile Pantry is on the fourth Thursday of the month from 2:30 5:00 All are Welcome, bring ID. -BOLO will hold a Flu Shot Clinic on September 27 th from 2:30pm 5:00pm -Methodist Church will be holding a Fish Fry on October 5 th and 19th - There was discussion on the crosswalk in front of the Town Hall and Senior Center being restriped along with the crosswalk at the corner of Route 240 and Heath Road. Highway Superintendent Clarkson will contact NYSDOT to address the crosswalk in front of the Senior Center and Town Hall and find out how to apply for the crosswalk at the corner of Route 240 and Heath Road. -A request was made for a warning sign to be placed on Heath Road just passed Hayes Hollow Road where the Town of Colden Highway maintains that section of road. Approve S-Curve Warning sign with a Speed Limit of 35mph MOTION made by Councilwoman Zurbrick and seconded by Councilman Arcara and unanimously approved to place an S-Curve warning sign with a 35mph speed limit on Heath Road just passed Hayes Hollow Road on the Town of Colden section. DOG CONTROL OFFICER REPORT Councilman Arcara reported the following DCO report for August 1, 2018 August 31, 2018 -Several dog complaints for a dog located on Supervisor Road -A nine year old was bit by a neighbor s dog a court appearance was given -Complaint about barking dogs on Park Street -West Falls resident called about a raccoon directed call to Jack s Nuisance control -Woman called about her lost dogs on Crump Road -Complaint about dogs barking on Knapp Road -Call about 2 dogs that might be mistreated at the trailer park on State Road -A Springville resident called about a dog in her yard directed call to Springville DCO

COLDEN SENIOR CENTER September 13, 2018 Page 4 ENVIRONMENTAL BOARD REPORT No meeting for September Councilman Pietraszek reported that a SEQR will need to be completed for the purchase of the land adjunct to Kummer Park. -Erie County Soil & Water has completed the Creek Stabilization Project with Springville Griffith Institute behind the Colden Elementary School in the creek. Councilman Pietraszek took a walk with Joel Solly whose property is near where the creek work was completed. There is a problem within the creek where debris is collecting by the railroad embankment. There is possible grant money that might be available. Erie County Soil & Water is aware of a possible emergency issue but for now it is stable. HIGHWAY REPORT & PARKS Highway Superintendent Clarkson reported working on the following road projects: Mill Road was added Replacing culvert at Blanchard Road and Bleistein Road Chip sealing will be done on Darien Road between Hayes Hollow Road and Boies Road Maltby Road Project Mowing on the sides of town roads Preparing for winter Concern with the town being responsible for the railroad bridge on Mill Street in Glenwood now that the abandoned railroad has been turned over to Rails to Trails, Highway Superintendent Clarkson stated that the town cannot afford to be responsible for the bridge There have been a lot of unexpected repairs this year on trucks which has taken a toll on the budget line. Moving forward for the rest of the year there will be budget transfers needed for items that were in the budget this year like tires and other budgeted items. Highway Superintendent Clarkson stated that he will be attending a Highway Superintendent Conference in Verona NY on Monday, September 17 th through Wednesday, September 19 th. Approve Highway Conference MOTION made by Supervisor DePasquale and seconded by Councilman Arcara and unanimously approved to authorize payment if needed prior to Highway Superintendent Clarkson attending The Highway Superintendent Conference in Verona NY on Monday, September 17 th through Wednesday, September 19 th. Councilwoman Zurbrick reminded Highway Superintendent Clarkson again about the importance of the highway department wearing seatbelts when they operating any town equipment and trucks.

COLDEN SENIOR CENTER September 13, 2018 Page 5 Highway Superintendent Clarkson computer had a virus that needed to be addressed as well as an excel program being added to his computer. The computer is back up and running so Paul will contact Councilwoman Zurbrick on setting up an inspection checklist on the computers excel program for the highway department trucks and equipment. INSURANCE REPORT No report LIBRARY REPORT Councilman Arcara reported that the Bookmobile will be at the Colden Art Festival on September 30 th from 11am 5pm at the Colden Market parking lot. PERSONNEL & TRAINING REPORT Councilwoman Zurbrick reported that CPR cards were emailed to the employees who completed the course keep a copy for yourself and supply a copy to the Supervisor s Secretary or to Councilwoman Zurbrick. The Annual Comp Alliance training will take place in East Aurora in October sometime more information to follow for the Town of Colden to join in on the training. PLANNING BOARD REPORT Councilman Arcara reported that the Planning Board has sent a recommendation to the Town Board on Kennel Permits for residents requesting to have more than three dogs. Planning Board Chairman Walter Kammer attended Rails to Trails meeting. Larry Sparceno contacted Councilman Pietraszek on a problem with water running through his back yard and neighbor s yard as well. After walking the area behind the houses it looks as though a runoff stream is taking a different course do to a buildup of debris. It is really a neighbor problem not a town problem Councilman Pietraszek suggested the neighbors work together to remove the debris and the water should revert back to its original flow. Household Hazardous Waste & Recycle event will take place on Saturday, September 15 th from 8am 12pm at the Colden Fire District at Center Street and Partridge Road, mandatory registration at hazmanusa.com or contact the Supervisors office. WATER REPORT Councilman Pietraszek reported that the water usage is being followed weekly via Erie County Water Authority. Ecoders will be placed on the main meters for the town to further track the water usage. -Water usage at present for the past month is 52,266 gallons a day or 36.3 gallons a minute. -Lead & Copper & DPR Testing done. DOH and ECWD fixed issue of slow moving water in the ECWD lines prior to the town and their filling and flushing and chlorination of water prior to the town s receivership.

COLDEN SENIOR CENTER September 13, 2018 Page 6 -Hydrant line flushing up since dry hot spell. Chlorine levels all over the spectrum have settled since the beginning of September. Three samples were given over 3 months getting to the bottom of the chlorine residual problem. Will continue to monitor - All paperwork for bulk water sales is complete. -Lead and copper testing is complete and passed YOUTH AND ADULT RECREATION No report OLD BUSINESS None NEW BUSINESS Supervisor DePasquale stated that the following electronic items will be surplus at the HAZMAN event this Saturday, September 15 th. 1 Dell computer, 2 Gateways computers, 1 Large gigabyte computer, 2 monitors, 2 Sonyo TV,s from the Sheriff s department and 2 remote controls. Approve Surplus of Electronics MOTION made by Councilman Pietraszek and seconded by Councilwoman Zurbrick and unanmouielsly approved to surplus the following electronics at the HAZMAN event being held on Saturday, September 15 th at the Colden Fire District On Partridge Road and Center Street: 1 Dell computer, 2 Gateways computers, 1 Large gigabyte computer, 2 monitors, 2 Sanyo TV,s from the Sheriff s department and 2 remote controls. Outdoor Movie Projector for Recreation Department - Tabled RESOLUTIONS None TOWN CLERK REPORT Town Clerk Kerlin asked to set a date to advertise for the CDBG and 2019 Town Budget. MOTION made by Councilman Arcara and seconded by Councilwoman Zurbrick and unanimously approved the CDBG & 2019 Tentative Budget meeting for Thursday, October 4, 2018 at 6:00pm at the Town Hall meeting will be advertised in the Springville Journal. -Flu Shot Clinic will be Tuesday, October 23, 2018 at 11:00am 1:00pm at the Colden Town Hall Courtroom. -EC Dept. of Public Works has completed the speed study for Darien Road between Center Street and Boies Road and the determination was to establish a 45mph speed limit. All signs necessary to post the speed limit will be the responsibility of the Erie County Highway department.

COLDEN SENIOR CENTER September 13, 2018 Page 7 Councilman Pietraszek presented information for the Town Board to review regarding a long distance and local phone savings for the 10 phone lines for the Town of Colden. SUPERVISOR S REPORT Supervisor DePasquale reported that Maria Thorton has contacted him about an income study that will be taking place for the eligibility for federal assistance with grant money for needed improvements within the hamlet of Colden. More information will be sent out to residents. There was discussion on the replacement of Historical lights being changed over to LED. The current cost to replace the lamp heads are $1,000.00 PAY BILLS MOTION made by Councilman Arcara and seconded by Councilman Pietraszek and unanimously approved to pay the following bills. General Fund Warrant Voucher #2018-309 to #2018-361 $21,097.03 Highway Fund Abstract Voucher #2018-141 to #2018-158 $49,113.34 Refuse District Voucher #2018-32 $18,851.72 Water District Voucher #2018-54 to 2018 #-63 $100,126.08 Lighting District Voucher #2018-14 to 2018-16 $ 2,615.73 PRIVILEGE OF THE FLOOR Gloria Marinaccio asked the Town Board what was up with the camping trailer that s been sitting on the side of the road down near the bend on Route 240. Supervisor DePasquale stated that there is no law in place stating no parking on that area of roadway so for now the person will have the trailer there until he can move it across to his property which is on the other side of the creek. CEO John Kotlarsz asked what the status is with High Point of Erie County LLC on Center Street with regards to the matter in court with an accessary building on the property without a building permit. Supervisor DePasquale stated that the prosecutor will have him either come to the town for a variance or fine the property owner daily for not coming forward. It would probably be tough to have him tear down the building since it has been there for so long. CEO John Kotlarsz has been up there with the Sheriffs to take pictures and will check with the town Assessor to see if it is on

Another thought is to contact someone in the EPA to have the ground tested for lead levels with all the target shooting that happens on the property.
