ZAMBIA: KAZUNGULA FLOODS No. MDRZM002 31 March 2006 The Federation s mission is to improve the lives of vulnerable people by mobilizing the power of humanity. It is the world s largest humanitarian organization and its millions of volunteers are active in over 183 countries. In Brief This DREF Bulletin is being issued based on the situation described below reflecting the information available at this time. CHF 60,000 has been allocated from the Federation s Disaster Relief Emergency Fund (DREF) to respond to the needs in this operation, or to replenish disaster preparedness stocks distributed to the affected population. This operation is expected to be implemented for 3 months, and will be completed by 30 June 2006; a Final Report will be made available three months after the end of the operation (by 30 September 2006). Unearmarked funds to repay DREF are encouraged. This operation is aligned with the International Federation's Global Agenda, which sets out four broad goals to meet the Federation's mission to "improve the lives of vulnerable people by mobilizing the power of humanity". The situation Heavy rains experienced since the beginning of the rainy season, in November 2005, have caused flooding in Kazungula district in the southern part of Zambia. Kasaya and Ngwezi rivers burst their banks and the back flow from the Zambezi River led to flooding in the surrounding villages. The flooding has made the area inaccessible by road and approximately 4,000 people have been affected. An estimated 2,500 people are in need of immediate assistance in form of shelter, food aid, water supply and sanitation. Some of the damaged houses in a rural village in Kazungula district. The government s Disaster Management and Mitigation Unit (DMMU) received the floods alert on 14 March 2006 and immediately responded by conducting a rapid assessment in the area. The assessment team- comprised of the District Disaster Management Team for Kazungula and provincial government officialsidentified the most affected villages as Kwalombota, Mangulwani, Siamunjele, Mulele, Njenjema, Simbule, Mukengami and Tomu. The other villages affected include Bombwe, Luzila, Sikaunzwe, Lupani, Kasaya, and Kasensa (all in Sesheke and Kazungula districts). The worst affected area is about 115 kilometres from Livingstone town. The assessment team recommended immediate intervention, mainly focused on relocating the affected families to safer areas. Property including houses, household goods, livestock, crops and infrastructure such as roads has been destroyed. As at 23 March 2006, 436 people (165 male, 200 female, and 133 children- of who 55 are in school), were relocated to Kazungula District Council compound. Another 450 were stuck at Kasensa School due to impassable roads. Initially, some people, particularly men, were reluctant to relocate because they were concerned about losing the remainder of their livestock and crops while some felt insecure of going to a new place. Red Cross and Red Crescent action Following the alert on flooding, Zambia Red Cross Society 1 deployed the in-country Regional Disaster Response Team (RDRT) to conduct a rapid assessment on 21 and 23 March 2006. The national society has also mobilized its volunteers to assist with relief distribution as well as health and hygiene promotion at the relocation camp. Kazungula district is part of Livingstone Red Cross branch with 168 active members. Livingstone branch has a field officer, 11 volunteers trained in basic disaster management and 6 others trained in water and sanitation (WatSan) interventions. The national society is implementing a home-based care project (started in 2001) and a food security programme in response to the recurrent drought experienced in the area (started in 2002). The Federation regional delegation in Harare has established a task force to support the national society in responding to the crisis. The Federation country delegation in Zambia is providing technical support in setting up the response operation and procurement of relief items. The needs There are only two water tap stands in the Kazungula District Council compound camp, where the affected people have been relocated to. Some people are using the surrounding bushes for sanitary purposes, which may lead to an outbreak of diarrhoeal diseases. The camp is less than a kilometre from the Zambezi River and is highly infected with mosquitoes. The common diseases recorded at the health post include skin infections among children, headaches due to stress among adults and a few malaria cases. However, the health personnel have vaccinated all the children under five years to prevent disease outbreaks, such as measles. The International Federation has provided a CHF 60,000 (USD 45,420 or EUR 38,339) DREF allocation to Zambia Red Cross Society to support provision of clean water, adequate sanitation and to conduct hygiene promotion to the benefit of 2,500 people affected by the floods. The DREF allocation is going to support the following activities: Volunteer mobilization and management; Provision of clean water and collapsible jerry cans; Procurement and distribution of insecticide treated nets (ITNs); Sanitation facilities (pit latrines, bathing shelter, refuse pits and plastic sheeting); Production and distribution of information, education and communication (IEC) material on hygiene education; Health and hygiene promotion; Transport and monitoring. Coordination The DMMU, under the Office of the Vice President, through the District Disaster Management Committee, mobilized a search and rescue team (Air force, Army and Police), which has been relocating the affected people to safer areas. The government has provided tents, food aid and established a 24-hour emergency clinic. Serious health cases are being referred to the government hospital in Livingstone town. The government has also constructed eight temporary communal pit latrines at the camp and provided water containers and chlorine. Some households with an average of eight people have been provided with ITNs. Care Zambia, a non-governmental organization, donated some bags of sorghum. The Sun International Hotel also provided some food items for affected children. According to the District Administrative Office for Kazungula, there is a need to increase relief assistance at the relocation camp. Some people are still being moved to the relocation camp and the relief supplies are inadequate to meet the increasing needs. The government has already reduced the quantity of the food rations in order to cater for the camp s growing population. Budget See Annex 1 below.
