Luxembourg TMA Contingency measures Clear the sky procedure & Agreement on service continuity

Environment Luxembourg approach control (APP) covers a single sector (TMA Luxembourg with all subdivisions and delegated airspace from 2500/3500 up to FL145/FL165) One working postion (executive & planner) and one spare position in the OPS room 2 ATCO s (executive & planner) on shift / 7/7-24h service 2

Contingency - Situation before 2011 Luxembourg Manual of Air Traffic Services mentions that Brussels CANAC would take over ATC service in Luxembourg in case of disruption but: -> No formal agreement, no procedures and no training between Belgocontrol and ANA in place Second OPS room with one working postion (executive&planner) available at ELLX but: -> second OPS room located in the same building as the operational OPS room, thus unconvenient for service continuity 4

2011 Contingency projects After several meetings with Belgocontrol, it was agreed that: Luxembourg APP should develop an emergency procedure (Clear the sky procedure) Both ANSP develop a service continuity concept Both concepts were developed during 2011 and 2012 Clear the sky procedure (ELLX part) finalised 2013 Service continuity (& Belgocontrol part of clear the sky procedure) finalised and validated via RTS in 2015 5

Contingency current situation The TMA/APP contingency concept is documented in: ANA LUX Belgocontrol Contingency Handbook 30 January 2013 which describes the working instructions and guidelines effective for ANA LUX staff and Belgocontrol staff in case of contingency. 6

Phases covered by the Clear the sky procedure Phases 0 and 1 are dealt mainly by Luxembourg Approach Phase 0 - Emergency A dangerous situation, caused by outage/disturbance, has been identified; the actual traffic situation shall be secured. It may be difficult at that moment to determine the magnitude of the problem and the duration of the outage. The Emergency Mode has started. Phase 1 - Immediate actions Evacuation of the airspace, e.g. all aircraft in the airspace concerned shall leave the area or shall be instructed to proceed to the published Holdings Procedures according Clear the Sky procedures shall be applied (including notification of all concerned units, determination and coordination of flow control measures); Start of Degraded mode of operation In case of insufficient operation in Degraded Modes, preparation for measures of phase 2. Delegation of ATS will be initiated where appropriate. 7

Clear the sky procedure ( Phases 0 &1 ) Series of actions to be taken by Executive controller & Planner in case of a complete Radar Failure, an phased evacuation or immediate evacuation of the OPS room: These procedures have been trained by ANA ATCO s during APP-refresher simulation runs in LANGEN (DFS) in 2012 8

Clear the sky procedure ( Phases 0 &1 ) 9

-> Belgocontrol part of the Clear the sky procedure Belgocontrol part of the Clear the sky procedure When Luxembourg APP is unable to provide any service, they shall advise Brussels ACC immediately that the Clear the sky procedure is to be activated. Brussels ACC will assist Luxembourg APP in clearing the sky. After clearing the sky, no operations will be allowed within the Luxembourg AoR until it is decided to go back to normal operations or to start the Service Continuity procedure. 10

Belgocontrol part of the Clear the sky procedure Brussel ACC will: Establish radio contact with the contingency traffic through general broadcasts blind on each frequency in use by ANA Luxembourg. Assist traffic in the CA with traffic information and traffic avoidance advice as far as practical. advise pilots to continue own navigation. Advise all adjacent centers that no entry clearance can be issued Advise traffic in close proximity of the Luxembourg TMA boundary which cannot be re-cleared in a safe manner that they are about to enter uncontrolled airspace 11

Service continuity Phase 2 (Relocation), phase 3 (Contingency Location), phase 4 (Recovery Actions) are dealt with in the BELGO-ANA agreement on Service Continuity document. Phase 2 - Relocation Detachment of staff to the Contingency Location -> Belgocontrol Staff will provide service continuity from Brussels assisted by ANA APP staff relocated in ELLX TWR Opening of contingency working positions and start of contingency measures at the Contingency Location. Stabilization of new situation; Improving the flow capacity. Phase 3 - Contingency Location Optimization of flow measures and performance at the Contingency Location Phase 4 - Recovery Actions Revert back to the original unit and working position; Coordinate the start of normal operations. 12

Service continuity ( Phases 2 & 3 ) Contingency Scenarios The following contingency scenarios require that Belgocontrol is not itself in contingenc/service continuity mode. LUX TWR and LUX APP unserviceable ATS within the Luxembourg TMA1A & 1B above 4500 ft is delegated to Belgocontrol. LUX APP unserviceable and LUX TWR fully serviceable In the current situation, ATS within the Luxembourg TMA1A & 1B above 4500 ft can be delegated to Belgocontrol. LUX APP unserviceable and LUX TWR degraded modes of Ops In the current situation, ATS within the Luxembourg TMA1A & 1B above 4500 ft can be delegated to Belgocontrol. 13

Service continuity ( Phases 2 & 3 ) The following procedures only apply after all operations within the Luxembourg TMA have stopped and Brussels ACC has been appointed as Service Continuity Unit for Luxembourg APP. Whenever service continuity is declared and acknowledged by the parties concerned, the normal agreed procedures among the different units with regard to traffic inbound, outbound or transiting Luxembourg TMA, as defined in the relevant LoA s, are cancelled. 14

Service continuity Scenario 1 ( Phases 2 & 3 ) LUX TWR and LUX APP unserviceable ELLX Traffic Luxembourg airport will be closed and all departures and arrivals to ELLX shall be cancelled. Traffic transiting in Luxembourg TMA Verbal coordination shall be made by the relevant ATS unit to Brussels ACC LUS Sector. 15

Service continuity Scenario 1 ( Phases 2 & 3 ) LUX APP unserviceable and LUX TWR fully serviceable Traffic handling within this scenario will be regulated in such a way that DEP traffic will not be mixed with ARR traffic. Predefined periods for DEP and ARR traffic will be established. Traffic departing from ELLX All departures out of ELLX shall be verbally coordinated between LUX TWR and Brussels ACC LUS Sector. Brussels ACC LUS sector shall coordinate the DEP flights with the relevant neighbouring units. 16

Service continuity Scenario 1 ( Phases 2 & 3 ) LUX APP unserviceable and LUX TWR degraded modes of Ops Same procedures as in scenario 2 will apply but the ARR/DEP capacity will be further reduced. Service continuity Recovery Actions (Phase 4) Procedures to be applied from end of SC towards Normal Mode of Ops End of SC is to be agreed between ANA Head of ATC and Belgocontrol Head of OPS 17

Period of Application of the SC procedures If it is envisaged that the period within which ANA would not be able to deliver ATS should exceed 48 hours, Contingency measures including Service Continuity should be envisaged. It is considered that the procedures can only be applied within an agreed time period or whenever Service Continuity is declared by the appropriate authority. 18

Validation sessions with Belgocontrol The Belgocontrol part of the «Clear the sky procedure» & Service continuity have been tested by RTS on 28/5/2015 at CANAC2 ACC Simulation runs with 22 ELLX Inbound flights, 12 Outbound & 8 transit flights / hour Simulated phased evacuation and immediate evacuation during the RTS All procedures have been validated 19

Compliance with Letters of agreement LoA Langen ACC - Luxembourg APP Radar Failure/Shutdown at Luxembourg APP. Luxembourg will clear the airspace but remains responsible until the airspace is closed and BELGOCONTROL assumes control. Arriving traffic to ELLX will be cleared to an alternate aerodrome. When Luxembourg can t provide ATS service anymore for a continous period of more than 24 hours and declares service continuity, BELGOCONTROL will assure ATS overhead Luxembourg territory. The agreed procedures between Luxembourg APP and Langen ACC with regard to traffic inbound, outbound or transiting Luxembourg TMA, as defined in the LoA are cancelled. The ATS delegated territories enumerated in this document will be delegated back to Langen. 20

Compliance with Letters of agreement LoA D.O. CRNA-Nord ANA (PARIS ACC Luxembourg APP) Luxembourg Contingency procedures When Luxembourg can t provide ATS service anymore and declares service continuity, the agreed procedures between Luxembourg and Paris ACC with regard to traffic inbound, outbound or transiting Luxembourg TMA, as defined in the LoA, are cancelled. The airspace over Luxembourg territory will be handled by BELGOCONTROL during the contingency phase. The ATS delegated territories enumerated in this document will be delegated back to Paris ACC. 21
