Adelaide Airport Consultative Committee MINUTES Date: 20 May 2016 Starting time: 9:00am Location: Lockley s Bowling Club, 46 Rutland Ave, Lockleys SA 5032 1.0 WELCOME The Chairman opened the meeting at 0904 hrs and welcomed those present and welcomed everyone to the Lockley s Bowling Club. The venue was changed because the Committee has outgrown the Coorong Room and visitor car park at the Airport Management Centre. The Committee meeting will remain offsite until we can relocate to a larger onsite meeting room. The venue for this meeting was chosen to support the local community. 2.0 MINUTES OF PREVIOUS MEETING 12 FEBRUARY 2016 Moved Alicia Burgemeister and Seconded Marylou Bishop that the notes of the 12 February 2016 meeting be adopted Carried. 3.0 CORRESPONDENCE 3.1 Correspondence In: Apologies Reports 3.2 Correspondence Out: Previous Minutes and Agenda 4.0 SUMMARY OF ACTION ITEMS 4.1 Update on the Heathrow Glide Path trial once published No further update since the last meeting on the Heathrow Glide trail. A trial is being conducted at Frankfurt Airport but from 8000ft instead of the 6000ft at Heathrow. It was noted that Schiphol Airport is being creative with their strategies for reducing aircraft noise including creating grass mounds at the ends of runway approaches. 4.2 Referral process for Development Application 1 North Terrace, Adelaide Update. Please refer 5.4. 5.0 AIRPORT UPDATE 5.1 Adelaide Airport Limited Report Report was tabled with the following items noted: There have been a number of positive aviation announcements since the last meeting including Jetstar operating a new service to Avalon Airport and a new service to the Sunshine Coast commencing later this year. Qatar Airways also commenced flights in and out of Adelaide a few weeks ago. The State Government (through the Minister for Tourism and the Premier) and China Southern (with Adelaide Airport s Managing Director) signed an agreement to jointly promote tourism between South Australia and China on the evening of Friday 8 April. The Adelaide Airport Technical Working Group (AATWG) met on Thursday, 19 May. The group was tracking the Emirates departures and Cathay arrivals. This was to help ensure that the chosen slight tracks were not resulting in those aircrafts turning over the city. This appears to have reduced noise issues and complaints. The group had a good discussion about the information Airservices were providing on their website around different runways and why they are used at different times and how seasons can affect the runway usage. 5.2 Property and Development and Land Use Report Report was tabled with the following items noted: have entered into exclusive due diligence with a preferred Hotel operator/developer and hopefully can make an announcement during 2016. The Merit Use application process for the development of an Aldi Store at the Vimy Avenue entrance to Burbridge Business Park continues with a decision expected soon. The application will be subject to a number of conditions, after considering all feedback from stakeholders as part of a public consultation process. The Lockley s residents who submitted a response will be notified in the coming days. 5.3 Environment Report Report was tabled with the following items noted: The Solar PV System works for the 1.17MW solar PV system on the multi-level car park roof were completed during March and the system is performing well. The works were completed on time, with no safety incidents and within budget and a launch of the system will be announced shortly. 5.4 Planning Co-ordination Forum Report (PCF) Report was tabled with the following items noted: The report was provided to members at the meeting as the Planning Forum only met on Thursday, 19 May (instead of a week prior) due to a clash with the National Planning Congress in Brisbane. Referring to action item 4.2, the Planning Forum invited a Senior representative from the Department of Planning, Transport and Infrastructure who gave an update on 3 matters relevant to airport operations; update on 30-Year Plan for Greater Adelaide, new Planning Legislation and the building height referral requirements. The principles for the 30-Year Plan for Greater Adelaide have not changed from the current Plan but the approach now is to prepare an addendum to the previous version updating assumptions and the implementation program. The New Planning Legislation (Planning, Development and Infrastructure Act), was recently supported by Parliament. The Government is now working on the Transition Bill and Regulations, and has been given up to a year to commence implementation of various elements of the new Act. The Building height referral requirements update was in response to the Forum s concerns raised at a previous PCF meeting in relation to a recent approval by the Development Assessment Commission for a development application at 1 North Terrace, Adelaide. It was agreed that improved communication between the State and Commonwealth Governments was required. A review process will be conducted and will be a regulated process. 6.0 COMMUNITY AND AIRPORT AGENCY UPDATE REPORTS 6.1 Federal Department of Infrastructure and Regional Development Report was tabled with the following items noted: The aircraft operations during the Adelaide curfew between January and April 2016 were tabled which included 4 dispensations. The Department is undertaking an internal review of curfew procedures and advised that a report of the review which will be available mid to late this year and report back to this Committee. It was noted that a change to the Airports Act Legislation was being considered by the Minister which means Airport Master Plans for some airports could have an 8-year cycle instead of the current 5-year cycle and the financial trigger could be raised from 20 million to 35 million to reflect with the increase in construction costs since the original Act. An update will be provided at the next meeting as the Government are currently in caretaker mode ahead of the next election. Referring to the Airports Act, CACGs and PCF review, the report was sent to Chairs in late 2015 and waiting on feedback to be received to determine which recommendations will be adopted. 6.2 State Department of Planning, Transport and Infrastructure Report tabled with no items required to be noted. 6.3 Airservices Australia (ASA) Report Report was tabled with the following items noted: The Quarter 1 2016 Adelaide Noise Information Report has now been published at http://www.airservicesaustralia.com/publications/noise-reports/noise-reports/. A total of 43 complainants lodged complaints in Quarter 1 2016. The key issues for Adelaide Airport were helicopter activities and curfew movements. The helicopter movements were predominantly emergency services such as police and rescue services. The numbers are very similar to Quarter 1 2015. More complaints are generally seen in the warmer months as more people are outside and have windows open. Runway 23 was used for two thirds of arrivals. ASA will be launching online reporting to replace the current report they provide the Committee. The online reporting provides a range of information including; noise improvements CACG, runways, flight paths, movements and community consultation, noise monitoring and complaints. It was noted that there are a number of ways to lodge a complaint or make an enquiry about aircraft noise or operations with Airservices Noise Complaints and Information Service (NCIS). directly via WebTrak - www.airservicesaustralia.com/aircraftnoise/webtrak/ using Airservices online form www.airservicesaustralia.com/aircraftnoise/about-making-a-complaint/how-tomake-a-complaint/ by calling 1800 802 584 (freecall). 6.5 City of West Torrens (CWT) Report was tabled with the following items noted: The Council is working with AECOM to develop a Aircraft Noise Planning Policy. The next step is to hold a workshop with CWT elected members which is occurring next Tuesday to go through the policy. The aim of this policy to get a better understanding of aircraft noise, noise levels associated with aircraft operations including flight paths, take-off and landing, ground running, airport curfew and other considerations. State government needs to determine planning frameworks for areas around airports and local councils are responsible for implementing these frameworks. This information should be available for the community and for developers to make sure everyone is on the same page and has the right information to make informed decisions which will help with long-term planning and development. 6.6 City of Holdfast Bay no report submitted. 6.7 City of Adelaide no report submitted (a representative attends the planning coordination forum). 6.8 Adelaide Shores Report Report was tabled with the following items noted: The regular Adelaide Shores representative has left Adelaide Shores. 6.9 Town of Walkerville Report Report was tabled at the meeting with the following items noted: The Town of Walkerville is currently surrounded by significant traffic delays with the OBahn upgrade of Hackney Road. 7.0 NEW BUSINESS Design work is continuing on the Terminal Expansion North (TENs) Project as well as airline negotiations and will provide regular updates to the committee with a presentation towards the end of the year. 8.0 FORMAL PRESENTATIONS 8.1 Airservices to present on the WebTrak Noise Monitors and Data Capture and vibration monitoring Airservices has the responsibility to minimise the environmental impact of aircraft operations under the Air Services Act 1995. The environmental impact of aircraft operations are: 1) Aircraft noise 2) Climate change 3) Air quality To add clarity as to what is expected of Airservices when monitoring aircraft noise the Commonwealth issued several ministerial directions to Airservices. Those associated with aircraft noise were: setting up a Noise Flight Path Monitoring System (NFPMS) at major airports and to support the government on international standards committees (ICAO- International Civil Aviation Organization) and their workshops (CAEP- Committee on Aviation Environmental Protection). These functions involve the following standards; AS2021, ICAO Annex 16 Vol 1 and ISO 20906. These standards involve noise measurements using an A-Weighting. A-weighting covers sound within Page 5 of 6

the range of 20Hz to 20kHz with a bias in the 1000-2000Hz region which is most correlated with a community impact. Low-frequency sound, often referred to as infrasound, refers to sound below 20Hz and is outside the normal environmental noise range (A-Weight). As a result, all of Airservices monitors are configured for A-Weighted noise measurements and not for low-frequency noise. A Committee member asked if Airservices were aware of any studies that show how low-frequency noise causes structural damage. The only information that was found related to wake turbulence from aircraft, not noise. 8.2 Airservices presentation on RNPs and current Review Process Item to be held over to the August meeting. 8.3 Airservices online noise reporting Please refer 6.3. 9.0 OTHER BUSINESS A committee member asked about a flight which they heard at 4:15am on Thursday, 19 May and the same time the week before and queried the runway used for that fight. Airservices to investigate flight and report back at the next meeting.
