Build THE Tunnel TRANS HUDSON EXPRESS A new trans-hudson rail tunnel is critical to alleviating growing congestion and attracting jobs and population to New York and New Jersey. Construction of this commuter rail tunnel under the Hudson is as important today as the building of the Lincoln Tunnel and the George Washington Bridge was to earlier generations. The Problem Obsolete Infrastructure The entire commuter rail system connecting west of the Hudson and Midtown Manhattan relies on one track in and one track out. Capacity Crisis The existing century-old tunnel has reached capacity. Our current transportation infrastructure will soon be unable to accommodate passenger rail demand to cross the Hudson River. Security AND SAFETY Not only are we at capacity today, but the current system has no redundancy. As 9/11 underscored, security must be a priority.

Future Growth add double the number of commuters to the picture... + 1.5 million more people west of the Hudson + 400,000 new jobs, generated by major development in Midtown Manhattan The pressure to move commuters in and out of New York City will be enormous. Without action, business will go elsewhere, crippling the economy of New York and New Jersey. Traffic delays and congestion on local roads and at Hudson River crossings have already become a fact of life. Trains are the only practical solution. Expanding rail capacity isn t just growth, it s the right kind of growth. The Project THE Tunnel, a $7.2 billion* project, includes a state-ofthe-art, two track tunnel under the Hudson River and a new rail terminal under 34th Street adjacent to the current Penn Station. The program also includes new track capacity on the Northeast Corridor and a connection to rail lines serving residents of Rockland, Orange, Bergen, Passaic and several other counties, providing a one-seat ride and more trains to and from Manhattan. *adjusted for inflation

Everyone Wins New York, New Jersey, The Hudson Valley ECONOMY THE Tunnel is vital to the economic competitiveness of New York City and the entire region. Only if we build THE Tunnel, can we add: 6,000 new construction jobs $10 billion in gross regional product $4 billion in real personal income SECURITY THE Tunnel will provide necessary redundancy to and from Manhattan, boosting regional security. ENVIRONMENT THE Tunnel will remove 35,000 vehicles from our roads and channel growth in and around existing public transit. It will improve our regional quality of life.

Overwhelming Support Governor Jon Corzine Governor George Pataki Mayor Michael Bloomberg has committed $500 million from the New Jersey Transportation Capital Program to jump start engineering and construction. has called on The Port Authority of New York & New Jersey to support THE Tunnel. has been very supportive of THE Tunnel and recognizes what THE Tunnel means to New York City s economy. We the four Senators representing the bi-state region are united in support of THE Tunnel. Letter to U.S. Secretary of Transportation, Norman Mineta Financial Commitment 4 $2 billion The Port Authority of New York & New Jersey 4 $.5 billion New Jersey Transportation Trust Fund Additional resources are anticipated, including a significant commitment from the Federal Transit Administration. This funding plan allows other regional projects also to move forward.
