RTP Review 2. Base Scope 3. Expanded Scope 4. Class of NEPA Document for Base Scope/Expanded Scope III) Major discussion items and conclusions: 1. The Travel Demand Forecasting model that is being used for traffic forecasts for the project is based on a combination of the current RTCSNV model and additional elements that are part of NDOT s HOV Master Plan Update. The RTCSNV 2035 model includes; Second HOV lane (added from the I-215 east side direct connector), HOV direct connects at Hacienda and Harmon and HOV direct connects I-15/East side to CC-215. NDOT s HOV Master Plan Update elements include; HOV direct connects at Meade, HOV direct connects I-15/West side to CC-215 and an additional general purpose lane on I-15 from Tropicana to the north. There was general agreement that since this is a planning study that this approach is acceptable. 2. The roadway network being used for the traffic operations analysis (SYNCRO & CORSIM modelling) for the project is also based on a combination of the current 2035 Regional Transportation Plan and additional elements that are part of NDOT s HOV Master Plan Update. The current 2035 Regional Transportation Plan includes; HOV direct connects at Hacienda and Harmon and HOV direct connects I-15/East side to CC-215. NDOT s HOV Master Plan Update elements include; Second HOV lane (added from the I-215 east side direct connector), HOV

There was general agreement that since this is a planning study that this approach is acceptable. It was further recommended that the Department proceed to add the projects identified in the HOV Master Plan Update into the RTP for Clark County. NDOT will move towards this goal as the RTP is updated and implementation funding can be identified. 3. Jim Caviola presented an overview of the current alternative/s. The proposed project elements are primarily operational and safety improvements and therefore may be able to be cleared using a CE or EA (NEPA Class 2 or 3 document). Once the project moves from the planning stage to NEPA stage NDOT will work with FHWA to determine the recommended NEPA document. NDOT and FHWA will hold a NEPA scoping meeting and discuss this item at that time. FHWA indicated that it is important to continue the stakeholder involvement effort for the planning study so the study findings can easily be incorporated into the subsequent NEPA action.
