District of Metchosin Minutes Council Meeting May 29, 2017 at 7:00 p.m. Council Chamber Metchosin Municipal Hall Present: Mayor Ranns in the Chair; Councillors Gramigna, Kahakauwila, Milne and MacKinnon. Also present was L. Urlacher, Chief Administrative Officer and T. Van Swieten, Deputy Corporate Officer The meeting was called to order at 7:00 p.m. 1. Agenda, Additions and Approval Moved and Seconded by Councillors Kahakauwila and Gramigna that Council approve the agenda as amended with the addition of the attachment to the Staff Report, Draft Bylaw 635, to amend the Metchosin Land Use Bylaw No. 259. 2. Presentations a) Insp. Larry Chomyn, West Shore RCMP 2016 Annual Year End Report Inspector Chomyn gave a brief overview of the 2016 Annual Year End Report including: Statistics Strategic Policing Priorities New Annual Performance Plan Prolific Offender Management Program Social Media 3. Public Participation Janice Poulin, resident, questioned Council regarding the School District 62 property on Happy Valley Road, asking if the District has any intention of purchasing the property and is there anything residents can do to help the process. Mayor Ranns gave a brief update on the current status and discussions with School District 62. Shelly Donaldson, resident, expressed her frustration with bringing horse trailers onto the municipal grounds during the Metchosin Mighty Garage Sale, stating there was nowhere for them to park. Ms. Donaldson also commented on additional no parking signs on Happy Valley Road and potential hazard for pedestrians. Parking options were discussed. Robert O Connor, resident, thanked Councillors Milne and MacKinnon for help with the blockage concerns at Albert Head Lagoon. Kate Fraser, resident, asked for clarity regarding the proposed changes in the draft amendment to the Land Use Bylaw 259, regarding bee keeping. Council gave clarification and provided Ms. Fraser with a full copy of the Land Use Bylaw 259, as well as suggested reading the staff report for more clarity. Gail Dalzell, property owner, expressed concerns with individuals running commercial businesses with bees and having more than 15 hives per acre and the potential of becoming a nuisance for neighbours. Ms. Dalzell also commented on lots that are long and narrow and potential problems occurring with too many hives.
District of Metchosin - 2 - May 29, 2017 4. Adoption of the Minutes Moved and Seconded by Councillors Kahakauwila and MacKinnon that Council adopt the minutes of the Council meeting, May 8, 2017. 5. Receipt of Minutes Moved and Seconded by Councillors Kahakauwila and Gramigna that Council receive the minutes of the Special Highways & Public Works Committee, May 8, 2017. Moved and Seconded by Councillors Milne and Kahakauwila that Council receive the minutes of the Finance & Environment Committee, May 8, 2017. 6. Mayor s Report Mayor Ranns stated that Coast Collective Art Centre has requested a letter of support from Council to aid in their quest for a Community Gaming Grant. Mayor Ranns stated that Council provided a letter for them in 2015. Moved and Seconded by Councillors Kahakauwila and Milne that Council direct staff to write a letter of support for Coast Collective Art Centre to aid in their quest for a Community Gaming Grant. Mayor Ranns also read out the provincial response to the 2016 resolution put forward by Council and endorsed by UBCM at the Convention regarding no forced amalgamation. Section 279 of the Community Charter (No Forced Amalgamations) outlines that a successful vote in each municipality must occur if two or more municipalities were to amalgamate. This section reflects Government s policy on amalgamation. Mayor Ranns stated that Metchosin should be okay and not have a forced amalgamation. 7. Business Arising a) West Shore Parks and Recreation Annual General Meeting Appointment Moved and Seconded by Councillors Milne and Kahakauwila that Council appoint Mayor Ranns as the member representative to vote at the 2017 West Shore Parks and Recreation Annual General Meeting.
District of Metchosin - 3 - May 29, 2017 b) Mac Page Bridge Moved and Seconded by Councillors Milne and Gramigna that Council approve repairing Mac Page Bridge, full deck and handrail replacement, Option 2 as follows: Option 2 - Full deck and handrail replacement: Douglas Fir 120-4x8x72 @ $2.95/lnft $3,200 With an additional cost for Public Works estimated as follows: PW Crew 2 days $3,200 Truck for 2 days $ 880 Misc Fasteners $ 500 Tool Rental $ 100 Total Estimated Cost $4,680 c) Bilston Watershed Habitat Protection Association, Restoratives Measures for Waterway Moved and Seconded by Councillors Milne and MacKinnon that Council refer the concerns brought forward by the Bilston Watershed Habitat Protection Association regarding Bilston Creek to MEASC for discussion; And that MEASC s comments on the environmental issues of Bilston Creek pertain only to land within the District of Metchosin. And that MEASC invite the Bilston Watershed Habitat Protection Association to be involved in the discussion; d) Seniors Information and Resource Centre (SIRC) Agreement, Schedule A Amendment Moved and Seconded by Councillors Kahakauwila and MacKinnon that Council approve the proposed changes to the Seniors Information and Resource Centre Agreement Schedule A. 8. Reports for Action a) Staff Report, Beekeeping as a permitted use in Rural Residential Zones Council discussed Agricultural Advisory Select Committee s response to beekeeping as a permitted use in Rural Residential Zones and agreed to amend the amendment as follows: Moved and Seconded by Councillors Milne and Gramigna that Council amend the attached Draft Bylaw 635 to include any lots less than 1 acre or.405 hectres be limited to 4 hives. Moved and Seconded by Councillors Gramigna and Kahakauwila that Council give 1 st reading, as amended to the attached Bylaw No. 635, To Amend the Metchosin Land Use Bylaw No. 259.

And that Council request staff to schedule a public hearing for June 19 and initiate the required public notices. 9. Report for Information a) CRD Monthly Bylaw and Animal Care Services Report, April 2017 Moved and Seconded by Councillors Kahakauwila and Milne that Council receive the CRD Monthly Bylaw and Animal Care Services Report, April 2017. b) District of Metchosin Building Inspection Report, April 2017 Moved and Seconded by Councillors Kahakauwila and Milne that Council receive the District of Metchosin Building Inspection Report, April 2017. c) District of Metchosin Public Communication Report, April 2017 Moved and Seconded by Councillors Kahakauwila and Milne that Council receive the District of Metchosin Public Communication Report, April 2017. d) Metchosin Seniors Association (SIRC) 2016 Annual Operations Report Moved and Seconded by Councillors Kahakauwila and Milne that Council receive the Metchosin Seniors Association 2016 Annual Operations Report. 10.
