Draft Only 45/11 ANY OTHER BUSINESS a) Pavements At a previous meeting resident Margaret Kerr had mentioned that European Funding may be available to carry out work on the pavements in Main Street and other areas of the parish. She provided the Council with details of the person to contact, our MEP, so that a letter could be sent to ask what funding might be available. b) Conservation Area Resident, Mr. Taylor, had collected a petition from several Forest Lane residents against the proposed extension of the conservation area. The petition would be sent to Gedling Borough Council. It was emphasised that the gap between Papplewick and Linby must be preserved. The views from Moor Pond Woods were already in danger if the proposed housing development went ahead behind the Vaughan estate. The meeting ended at 7.42 pm Signed Chairman... Initials Chairman. Appendix 1 Report for APA on Wednesday 9 th March 2011 This is my first report as Chairman and it has been an eventful year for the Parish Council. Early in July the playing field facilities were enhanced by the addition of a disabled access roundabout. Purchase of this equipment was funded by the Enterprise Group with the supplier, Playdale, undertaking the installation. This item replaced the life expired cabin slide and after slight adjustment has proved to be very popular. The playing field itself suffered the usual amount of mindless vandalism associated with end of examinations parties and the academic year-end celebrations. Grants have been given to the Cricket Club, Pumping Station and the Parochial Church Council. After working for most of the year with only five members, the Parish Council came up to strength in November with the co-option of two more councillors into the fold. We were then dealt a blow by the resignation of our Clerk, Kay Mackenzie, early this year due to work relocation. The Council are (at the time of writing) engaged in seeking someone to take on this position, in the meantime the clerical duties are being undertaken by several councillors. The parish has received good publicity recently with the local television coverage of the Lorry Watch Scheme and an excellent broadcast on local radio featuring the Enterprise Group, Friends of Moor Pond Wood and the Pumping Station. We continue to produce a minimum of three newsletter per year, which are distributed to all households within the parish, the annual Bonfire and Fireworks event goes from strength to strength and the Play Day event certainly seems successful but due to present financial constraints the latter may have to take another form in the future. To all in the parish who give their time to help with these events and with the distribution of the newsletter I offer my appreciation. The Enterprise Group have obtained flower tubs and positioned them around the village, so with the help of volunteers who are undertaking the watering and maintenance of these items, we can look forward to magnificent floral displays this year. Papplewick Conservation Area Character Appraisal is underway with parishioners and the Parish Council s comments and observations made know to Gedling Borough Council. Regarding finances our precept for 2011/12 is to remain at its present amount of 6765, this is despite Gedling Borough Council scrapping the Capital Aid Grant (previously 940) and lowering the Revenue Aid for our parish to 3623 a reduction of 580. Appendix 2 Report to the APA from Moor Pond Wood Topics discussed at this meeting:- Site Model. The model has now received its last coating and is ready for assembly. The legend panel will be fixed in time for the FoMPW open day on March 12th when the completed model will be unveiled to the public. Newsletter. The draft copy of the 10th Anniversary newsletter was well received by all present and has gone to press. It is anticipated that delivery to all households in the Parish will commence on Saturday 5th March. Papplewick Lane Water Problem. Recent heavy rainfall, with resulting water flow on the highway, has indicated that this problem needs to be sorted as soon as possible. Dam Banks Report. The long awaited report by Richard Shepherd on the survey of Dam Banks has now been received. Archaeology Weekend. To coincide with the nationwide 'Festival of British Archaeology 2011' event, an archaeology weekend is planned to take place in Grange Cottages Wood on the 16th/17th July. A marquee will be erected on site and the public invited to view work taking place. Reclaimed Steps. The householder on whose land these kerb stones are sited, has confirmed that they are not their property so the group will collect them for use on this project. Management Agreement. No further developments at the moment. 10th Anniversary Celebrations. Discussion about and final planning of events for the March 12th open day then occupied the rest of the meeting. Appendix 3 Report to APA from Julien Cahn Memorial Homes Trust All 6 bungalows are occupied and the residents seem happy. A couple of the gentlemen are not in the best of health and we wish them well. This has been busy year. Work was done on the windows at the front of the properties; the windows were removed and refurbished on site and then decorated. All sash windows now work and some residents do not make use of the secondary glazing on the inside now. The plan is to start work on the windows at the back of the properties in 2011. Unfortunately there have been a number of attempts to remove lead from the roofs of the properties and this has caused some damage but all is now repaired and the insurance company will be setting the bills for this. Some of you will have read about the stolen milk float that crashed into the wall in Hucknall; that was the wall of the Homes and after much debate with the Insurance company and the Conservation officers for Ashfield District Council, the wall and gate are now repaired. There is now only one boiler to replace in the properties but this is an expensive item as the existing boilers are back-boilers behind the living room fire and when they are replaced there is a need for new pipe work and decoration as well as the new boiler. The Trustees are still one short there should be 5 Trustees, three representing the local councils and two co-opted Trustees. We are short of a co-opted Trustee already and Canon Rev. Turner has made it clear that he intends to stand down at the end of his term of office in 2012 so there will be another vacancy then. The Trustees are very grateful for the work done by Mr John Bentley in his role as Buildings Advisor to the Trustees. The maintenance contribution (this is equivalent to rent) that is paid by the residents was increased to 45 a week from 1 st January 2011 but still remains below the level suggested by the Almshouse Association.
